SPECIFIC AND GENERAL CONDITIONS AS PER THE ENVIRONMENTAL CLEARANCE LETTER NO SEIAA/HR/2015/51 DATED 05-01-2015 (ANNEXURE - 1) FOR CONSTRUCTION AND OPERATION PHASES OF THE PROJECT

SPECIFIC CONDITIONS
A. Construction Phase
/ “Consent To Establish” shall be obtained from Haryana State Pollution Control Board under air and water act and a copy shall be submitted to the SEIAA, Haryana before the start of any construction work at site. / Ensured. The Consent To Establish for the Affordable Group Housing Colony has been obtained vide letter no. HSPCB/Consent/: 2821215GUNOCTE1725926 dated 02.05.2015 from Haryana State Pollution Control Board. The copy of the same is attached as an Annexure III.
/ A first aid room as proposed in the project report shall be provided both during construction and operation of the project. / Ensured. A first aid room shall be provided in both the phase construction and operation, after the commencement of the project.
/ Adequate drinking water and sanitary facilities shall be provided for construction workers at the site. Provision should be made for mobile toilets. Open defecation by the laboures is strictly prohibited. The safe disposal of waste water and solid wastes generated during the construction phase should be ensured. / Ensured. Mobile toilets and drinking water facility shall be provided for the workers at the project site as well as in the labor camp.
/ All the topsoil excavated during construction activities shall be stored for use in horticulture/landscape development within the project site. / Ensured. The excavated top soil shall be stored and used for the development of horticulture /landscape within the project site.
/ The project proponent shall ensure that the building material required during construction phase is properly stored within the project area and disposal of construction waste should not create any adverse effect on the neighboring communities and should be disposed of after taking necessary precautions for general health and safety aspects of people, only in approved sites with the approval of competent Authority. / Ensured. Separate storing facilities shall be provided for storage of Building material. In lieu of the precautions for general health and safety aspects of the neighboring communities the construction wastes shall be disposed of through an authorized vendor after taking necessary approval from the competent authority.
/ Construction spoils, including bituminous material and other hazardous materials, must not be allowed to contaminate watercourses and the dump sites for such materials must be secured so that they should not leach into the ground water and any Hazardous waste generated during the construction phase, should be disposed as per applicable rules and norms with necessary approval of the Haryana State Pollution Control Board. / Ensured. Separate dumping site shall be provided for construction spoils, including bituminous material and other hazardous materials, which are secured in order to prevent any contamination to watercourses by leaching of waste into the ground water.
All precautions shall be followed to ensure that watercourses and other area don’t get contaminated.
No contamination in drinking water has been observed. Ground water monitoring reports ref: Annexure II.
/ The diesel generator set to be used during construction phase should be of ultra low sulphur diesel type and should conform to Environment (Protection) Rules prescribed for air and noise emissions standards. / Ensured. Low sulphur diesel shall be used at the project site for running the DG Sets during construction phase.

/ The Diesel required for operating DG set shall be stored in underground tanks and if required, clearance from chief controller of Explosive shall be taken. / Ensured. Diesel oil shall be stored in underground tanks for operating DG sets, after taking the necessary approval from the competent authority.
/ Ambient noise level shall conform to residential standards both during day and night. Incremental pollution loads on the ambient air and noise quality should be closely monitored during construction phase. Adequate measures should be taken to reduce ambient air and noise level during construction phase, so as to conform to the stipulated residential standards of CPCB/MoEF. / Ensured. Incremental Ambient Air and Noise quality shall be monitored closely and measures shall be taken to reduce Ambient Air and Noise level and maintain them under the residential standards both during day and night, so as to conform to the stipulated residential standards of CPCB/MoEF.
/ Fly ash shall be used as building material in the construction as per the provision of Fly Ash Notification of September, 1999 and amended as on 27th August, 2003. / Ensured. Fly ash shall be used as a building material.
/ Storm water control and its reuse as per CGWB and BIS standards for various applications should be ensured / Ensured. Once construction work will progress to a stage suitable for management of storm water, it shall be controlled as per the CGWB and BIS standards.
/ Water demand during construction shall be reduced by use of pre-mixed concrete, curing agents and other best practices. / Ensured. Ready mix concrete shall be used to reduce water demand for construction purposes. However treated STP effluent shall be used for construction requirements.
/ Roof must meet prescriptive requirements as per Energy Conservation Building Code by using appropriate thermal insulation material / Ensured. Tapcrete/Perlite shall be used as an over deck thermal insulation material in the project to meets the requirement as per the Energy Conservation Building Code.
/ Opaque wall must meet prescriptive requirements as per Energy Conservation Building Code which is proposed to be mandatory for all conditioned spaces while it is desirable for non air- conditioned spaces by use of appropriate thermal insulation material to fulfill requirement / Ensured. Solid walls and High Performance Glasses shall be used for the envelope of the building and for all air conditioned spaces.
/ The approval of the competent authority shall be obtained for structural safety of the building due to earthquake, adequacy of fire fighting equipments, etc. as per National Building Code including protection measures from lightening etc. If any Forest Conservation Act shall be taken from Competent Authority. / Ensured. Structural safety certificate shall be obtained as per the provisions of NBC and relevant I.S codes for all seismic loads under the intensity of Zone – IV
NOC from the Deputy Conservator of Forests, Gurgaon, Haryana has been obtained vide letter no. 4478/SK2 dated 14-07-2014 under the Forest Conservation Act and Aravali Notification. The copy of the same is attached as an Annexure IV.
Adequacy of fire fighting equipments, protection measures from lightening etc. shall be maintained as per National Building Code including
/ The project proponent as stated in the proposal shall construct 05 rain water harvesting pits for recharging the ground water within the project premises. RWH pits shall be designed to make provisions for silting chamber and removal of floating matter before entering harvesting pit. Maintenance budget and persons responsible for Maintenance must be provided. Care shall also be taken that contaminated water do not enter any RWH pit. / Ensured. 05 nos. of RWH pits shall be designed and installed in accordance with the approved plans for recharging ground water. Periodic cleaning of the pits shall be conducted in both pre and post monsoon in order to avoid any unwanted growth of herbs and shrubs. Proper precautions shall be taken to avoid any discharging of contaminated water into the RWH Pits.
/ The project proponent shall provide for adequate fire safety measures and equipments as required by Haryana Fire Service Act, 2009 and instructions issued by the local Authority/Directorate of fire from time to time. Further the project proponent shall take necessary permissions regarding fire safety scheme/ NOC from competent Authority as required. / Ensured. Adequate fire safety measure and equipments shall be provided as per the provision of Haryana Fire Service Act, 2009 and relevant norms.
Necessary permission in this regards shall be taken from the competent authority.
/ The project proponent shall obtain assurance from the DHBVN for supply of 3656.18 KW of power supply before the start of construction. In no case project will be operational solely on generators without any power supply from any external power utility. / Complied. The assurance has been obtained from DHBVN for 3656 KW of power supply vides a memo no CH-10/DRG-PLC dated 05.02.2015. The copy of the same is attached as an Annexure V.
/ Detail calculation of power load and ultimate power load of the project shall be submitted to DHBVN under intimation to SEIAA Haryana before the start of construction. Provisions shall be made for electrical infrastructure in the project area. / Ensured. Calculation of power load and ultimate power load of the project shall be submitted in due course of time.
/ The project proponent shall not raise any construction in the natural land depression/Nallah/ water course and shall ensure that the natural follow from the Nallah/water course is not obstructed. / Ensured. The flow of natural nallah/drain is not being obstructed by any construction activity by the Project Proponent.
/ The project proponent shall keep the plinth level of the building blocks sufficiently above the level of the approach road to the project as per prescribed by laws. Levels of the other areas in the projects shall also be kept suitably so as to avoid flooding. / Ensured. Plinth levels of the building blocks shall be as per the building bye laws and will be kept above the level of the approach road to the project.
/ Construction shall be carried out so that density of population does not exceed norms approved by Director General Town and Country Department Haryana. / Ensured. The construction of the building shall be done as per the sanctioned plans by the office of the Director General Town and Country Department Haryana.
/ The project proponent shall submit an affidavit with the declaration that ground water will not be used for construction and only treated water should be used for construction / Complied. Affidavit stating that ground water shall not be used for construction purpose has already been submitted at the time of presentation in the SEAC, Haryana.
Only tertiary treated STP effluent is being used for the construction activity.
The NOC has been obtained from HUDA for treated water vides a memo no A-1/2015/NOC-72/370 dated 03.03.2015. The copy of the NOC in this regards from HUDA is attached as an Annexure VI.
/ The project proponent shall not cut any existing tree and project landscaping plan should be modified to include those trees in green area. / Ensured. The project site is fallow land; no tree felling shall be required.
/ The project proponent shall provide 3 meter high barricade around the project area, dust screen for every floor above the ground, proper sprinkling and covering of stored material to restrict dust and air pollution during construction / Ensured. To restrict dust and air pollution during construction phase adequate height of barricade, dust screen, proper sprinkling and covering of stored material shall be provided.
/ The project proponent shall construct a sedimentation basin in the lower level of the project site to trap pollutant and other wastes during rains. / Ensured. Sedimentation basin shall be made in the lower level of the project site to trap pollutant and other wastes during rains.
/ The project proponent shall provide proper Rasta of proper width and proper strength for each project before the start of construction. / Ensured. Proper Rasta with adequate width and proper strength shall b e provided.
/ The project proponent shall ensure that the U-value of the glass in less than 3.177 and Maximum solar heat gain co- efficient is 0.25 for vertical fenestration. / Ensured.
/ The project proponent shall adequately control construction dusts like silica dust, non-silica dust, and wood dust. Such dusts shall not spread outside project premises project Proponent shall provide respiratory protective equipment to all construction workers. / Ensured. The construction dust like silica, non-silica and wood shall adequately control through proper mitigation measures. During the construction activity respiratory protective equipments like helmets, face mask, gloves etc. shall be provided to all the construction laborers.
/ The project proponent shall develop complete civic infrastructure of the Group Housing Colony including internal roads, green belt development, sewerage line, rain water recharge arrangements, storm water drainage system, solid waste management site and provision for treatment of bio-degradable waste, STP, water supply lines, dual plumbing lines, electrical supply lines etc and shall offer possession of the units/flats thereafter. / Noted.
/ The project proponent shall provide one refuge area till 24 meter and one till 39 meter as per National Building Code. The project proponent shall not convert any refuse area in the habitable space and it should not be sold out/ commercialized. / Ensured. Refuse area shall be provided as per the National Building Code guidelines and other relevant standards.
/ The project proponent shall provide fire control room and fire officer for building above 30 meter as per National Building Code. / Ensured. Fire control room and the fire officer shall be provided as per NBC Norms.
/ The project proponent shall obtain permission of Mines and Geology Department for excavation of soil before the start of construction. / Ensured. The permission shall be obtained from Mines and Geology Department before commencing the excavation of soil.
/ The project proponent shall seek specific prior approval from concerned local Authority/HUDA regarding provision of storm drainage and sewerage system including their integration with external service of HUDA/ Local Authorities beside other required services taking up any construction activity. / Ensured. The Strom water and Sewerage water shall be treated in the in-house STP up to a tertiary level which is further recycle and reused for Landscape, D.G cooling, HVAC and Construction purposes which lead to Zero Exit Discharge.
The NOC from HUDA shall be obtained prior to dispose of the treated waste water/storm water in the public drainage system.
/ The site for solid waste management plant be earmarked on the layout plan and the detailed project for setting up the solid waste management plant shall be submitted to the Authority within one month. / Ensured. Solid waste generated at the project site shall be properly segregated and collected, disposed of as per the Municipal Solid Waste (Management & Handling) Rules, 2000.
/ The project proponent shall submit the copy of fire safety plan duly approved by Fire Department before the start of construction. / Ensured. Fire safety plan duly approved by Fire Department shall be submitted before the start of construction.
/ The project proponent shall discharge excess of treated waste water/storm water in the public drainage system and shall seek permission of HUDA before the start of construction. / Ensured. The treated water from the STP shall be recycled and reused for Flushing, Horticulture, HVAC, DG Set Cooling and Construction activity purposes which leads to Zero Exit Discharge.
The NOC from HUDA shall be obtained prior to dispose of the treated waste water/storm water in the public drainage system.
/ The project proponent shall maintain the distance between STP and water supply line. / Ensured. The distance between STP and water supply line shall be maintained.
/ The project proponent shall ensure that the stack height is 6 meter more than the highest tower. / Ensured. Adequate stack height as per CPCB guidelines shall be installed.
/ The project proponent shall ensure the structure stability to withstand earthquake of magnitude 8.5 on Richter scale. / Ensured. Structural safety certificate shall be obtained as per the provisions of NBC and relevant I.S codes for all seismic loads under the intensity of Zone – IV to ensure the structure stability to withstand the earthquake of magnitude 8.5 on Richter scale.
/ The project proponent shall ensure that no construction activity is undertaken either on surface or below or above surface of revenue rasta passing through the project area. / Ensured.
/ The project proponent shall indicate the width and length of revenue rasta passing through the project area on sign board and shall display the same at both the ends of revenue rasta stretch, for awareness of public. Sign board shall also display the message that this is public rasta/ road and any citizen can use it. There shall not be any gate with or without guards on revenue rasta further project proponent shall not encroach revenue rasta and shall not cross internal roads over revenue rasta. / Ensured.
