The Crime Branch has arrested a master impostor/conman who has been impersonating himself as Additional Private Secretary to Central Minister, Govt. of India, to cheat persons including some MLAs. The impostor alongwith his associate is also running two news portals namely and Ujala News. The master fraudster has a past criminal record and has been arrested 7 times for similar offences of impersonation, cheating and extortion by various police stations in Delhi. The arrested person are:
- Sanjay Tiwari (aged 35 years) s/o Omprakash Tiwari r/o H. No. 416 Pkt-II Mayur Vihar, Phase-1 Delhi – permanent address : Vill. Charanwa Tarun, Faizabad, UP.
- Rattan Deep Gupta (aged 29 years) s/o K.N. Gupta r/o 19/472, Trilok Puri, Delhi.
Incident
A complaint was received from the Addl. PS to Minister alleging that some one had been going around impersonating himself as Addl. PS to Minister. The impostor had approached several MLAs of North Eastern Region. Accordingly, a FIR under appropriate sections of the law got registered in PS Crime Branch and investigation was taken up by the Special Investigation Team, Crime Branch, Delhi.
During investigation, it was found that Sanjay Tiwari was the person who had been impersonating to dupe some MLAs. It was found that Sanjay Tiwari was living in the area of Mayur Vihar Phase-I, Delhi. A trap was laid and on 12.6.12 at about Sanjay Tiwari was apprehended from the area of Mayur Vihar Phase-I, Delhi while he was travelling in his posh Honda City car.
Investigation and examination
During investigation it was found that in April 2012, Sanjay Tiwari had impersonated himself as Addl. PS to Minister and had called up two MLAs. He had promised to assist them in processing and fast tracking of their requests for Central Monetary Grants from the Ministry. He had demanded ‘speed money’ to help them to get quicker grants. However, MLAs got suspicious over the conduct of Sanjay Tiwari and they made their own enquiries. When they contacted the real Addl. PS to Minister, they realised that some conman was trying to dupe them. It was then a complaint was filed with the Delhi Police.
Sanjay Tiwari had been clever in covering his tracks. He has mastered the intricacies of government work. Sanjay Tiwari promises to expedite the lengthy process of obtaining grants. In the year 2007, he was arrested and a hidden camera inside a diary was recovered from him which he was carrying to make a ‘sting operation’ and then extort money through blackmailing.
Subsequently, the associate of Sanjay Tiwari, Rattan Deep Gupta (aged 29 years) s/o K.N. Gupta r/o 19/472, Trilok Puri, Delhi was apprehended.
Sanjay Tiwari was found involved previously in the following 7 criminal cases in Delhi.
- FIR No. 299/05 dt. 26.5.05 u/s 385/34 IPC PS Anand Vihar, Delhi – In this case Sanjay Tiwari and his associates, posing as News Reporters of a reputed News Channel, had extorted money from a Manager of a Gas Agency on the Vikas Marg. They had threatened him that if he did not pay them, then they would get him implicated in false criminal cases.
- In the year 2005 and 2007, Sanjay Tiwari and his associates posing as news reporters, had extorted money from the drivers of three Tempo carrying LPG cylinders, after threatening the driver and helper that if they did not pay up then they would be implicated in a false case of theft of LPG from the cylinders. Accordingly, three different cases were registered at police stations Timar Pur, Ambedkar Ngar and ChitranjanPark, Delhi against him.
- In the year 2007, Sanjay Tiwari and his associates had impersonated as Personal Secretary and staff of a Hon’ble Minister of GOI, approached two Members of Parliament. They had demanded money from them to help in releasing funds. Accordingly, three cases were registered at PS Parliament Street, Delhi against him.

Profile of Accused:
Sanjay Tiwari lives alone in a rented house at H. No.416 Pkt-II Mayur Vihar, Ph-1 Delhi. He was born and brought up at Vill. Charawan, Faizabad, UP and his family still lives in Faizabad. He is educated up to the 9th Standard. He is previously involved in 7 criminal cases of extortion and impersonation.
Rattan Deep Gupta having a mobile shop at Trilok Puri. He had remained deeply associated with Sanjay Tiwari. He facilitates him by providing number of fictitious sims. He used to act as conduit to Sanjay Tiwari. He was earlier arrested in three cases of PS Parliament Street in 2007 alongwith Sanjay Tiwari.

- Extortionist’s racket under the garb of Recovery Agent.
- Two Extortionists have been arrested who used to pose them as higher police official and advocates.
- 14 mobile phone with SIM Cards, which were procured on forged documents have been recovered.
- Several incriminating documents also recovered.
Crime Branch, Special Unit has arrested two persons, who were threatening and abusing close relative of Hon’ble Member of Parliament (MP), on the pretext of, issuance of warrant from the Court. The arrested persons are Ankit Panwar (aged 22 years) s/o Roshan Lal r/o RZ-72, Gali No. 1, Main Sagarpur, New Delhi, owner of call centre at Dabri, Delhi and Lalit Gupta (aged 19 years) s/o Sh. R.L. Gupta r/o H. No. G-1, Balaji Chowk, MohanGarden, Uttam Nagar, Delhi, an employee of the recovery agency.
A complaint was received at crime branch. As per complaint, close relative of Hon’ble MP was abused and threatened on his phone. The caller claimed himself as police official and threatened him that a warrant had been issued from the court on the case filed by Mobile Service Provider. He also threatened him to contact one advocate for immediate payment. He also abused the relative over the phone.

Operation
Based on the inputs in the complaint, all the details were enquired into. Based on the police operation, it was found that the mobile phone numbers was obtained on forged documents to avoid trailing/identification. However, police could able to break the smokescreen and identified the user of these phones. It is learnt that users are running a debt recovery agency in Dabri area of Delhi. According, a raid party was constituted and police raid was conducted to apprehend the culprit. The police apprehended i) Ankit Panwar (aged 22 years) s/o Roshan Lal r/o RZ-72, Gali No. 1, Main Sagarpur, New Delhi and ii) Lalit Gupta (aged 19 years) s/o Sh. R.L. Gupta r/o H. No. G-1, Balaji Chowk, MohanGarden, Uttam Nagar, Delhi.
Investigation
From the preliminary investigation conducted so far, it is revealed that they have running a debt recovery agency under the name of Shinestar Solution. In order to recover the money, they used to threaten the client/customer by posing them as senior police officials and threatening them with court warrant and arrest, if failed to clear the debt/amount due form them. One of them also poses as Advocate and threatened them with legal action and court warrant.
During investigation, 14 mobile phones with SIM cards have been recovered including the phone through which call was made. Several other incriminating documents have also been recovered from them.

Special Staff, South District has busted a gang of carjackers/robbers/snatchers and arrested 5 gangsters including the gang leader Rattan Chopra @ Pappu @ Pakistani. Rattan Chopra is close associate of notorious carjacker Manoj Bakkarwala who is presently in jail and in his absence he is heading the gang. 6 robbed and stolen luxurious cars, 1 Pistol with 11 live cartridges, 1 khukri, 2 house breaking Implements, 2 robbed mobile phones, Credit, Debit and I-Cards etc. have been recovered from the accused arrested.

INCIDENT, TEAM & ARREST :
Recently one Innova Car was robbed near Hotel Grand Hayat in the area of PS Vasant Kunj North at the point of knife. Special Staff, South District was directed to make concerted efforts to work out the case. The team consisting of SI Jeet Singh, ASIs Mahender, Ashok,RamKishan,ShivKumar,PhoolSingh, HCsPremjeet,VijayKumar,Shyamvi,Hawa Singh,Bhoop, Ashok Cts. Ashish,Harikesh,Vijay,Yashvir, Naresh and Ct. Yogesh and ASI Dharampal under the supervision of Inspector Aishvir Singh, I/C Special Staff and under overall supervision of Sh. Kulwant Singh, ACP/Operation Cell, South District was constituted. The team worked relentlessly to identify and apprehend the culprits. The secret sources were activated. The dossiers of recently released criminals with similar modus operandi were analyzed minutely. The hard work done by the team bore fruits and it came to notice that a gang headed by Rattan Chopra @ Pappu @ Pakistani who was released from the jail and associate of Manoj Bakkarwala might be involved in the incident.
The team made further arduous effortswhich revealed that some other desperate criminals recently released from jail are also the members of this gang. Their movements were located and surveillance was mounted to track the culprits. On 13.6.12, the team received an information that Chander Prakash @ Chandu, who is a life time convicted in a murder case of P.S. Sangam Vihar, jumped the parole and joined the gang of Rattan Chopra @ Pappu @ Pakistani would come at about 2.00PM with his associates in a robbed Santro Car at Malviya Nagar Metro Station via M.M.T.C Road, Malviya Nagar. Further it came to know thatgang members used to carry deadly weapons and have committed many robberies at the point of deadly weapons.
Immediately, acting upon the information, the team laid a trap at M.M.T.C Road, Malviya Nagar along with informer. The team members acted swiftly and apprehended Chander Prakash @ Chandu who was driving the robbed Santro Car bearing fake No. DL 8 CAE 3537 and his associate Sonu @ Rahul and recovered a loaded country made pistol with 11 live cartridges from the possession of Sonu. On verification, the Santro Car was found robbed from the area of PS Miyawali,Delhi. Both accused were arrested vide FIR No.223/12 u/s 411/34 IPC & 25 Arms Act PS Malviya Nagar. Subsequently, on the basis of their disclosure, the team apprehended two more gang members namely Rattan Chopra @ Pappu @ Pakistani and Jitender @ Padu @ Raghu Bhai along with a stolen Indigo Car No. DL 8TC 0315, near Metro Station Malviya Nagar and recovered Khukri and robbed mobile phone vide DD No. 38 A PS Malviya Nagar. Later, accused Amit @ Mitu was also apprehended from his house at Gotampuri, Badarpur at the instance of Sonu Vide DD No. 72 B PS Saket.
MODUS OPRENDI :
The members of this gang move in a stolen car bearing fake number plate and armed with firearms. They look for luxury vehiclesin which only driver is present. On their way, they used to avoid the police pickets or the points where traffic police is conducting checking of vehicles. After finding a prey near the markets/malls, 2-3 members will scare the driver at gun point or knife and will make him sit on the back seat and one of them will occupy the driving seat of the car. After some distance, the driver of the car is thrown out of the car and the gangster will flee with robbed car. The luxury cars so robbed are either sold or used in the commission of further crimes. Apart from the carjacking, the gang has also committed chain snatchings and robberies in the moving trains. They used to get the train stopped in the secluded area by using a coin in the track to complete circuit to change the signal from green to red. As soon as the train halts after the emergency brake applied by the driver, 2 numbers of the gang will enter the AC Compartment and robbed the passengers at gunpoint.

1. Rattan Chopra @ Pappu @ Pakistani(33 years), gang leader, is a school dropout. He is the close associate of Manoj Bakkarwala and used to reside near the house of his friend Dinesh, nephew of a friend of Manoj Bakkarwala. Initially,he was arrested in 2007 by the staff of PS Rohini u/s 356 IPC. Thereafter, in 2009 he was arrested with Manoj Bakkarwala in 14 cases. He is also actively involved in a train robbery of PS H.N.Din (Crime and Railways). He is previously involved in the following cases and his more involvements are being verified :

2. Jitender@ Padu @ Raghu Bhai(28 years) is a school dropout. He is a BC of PS Mangolpuri and recently released from jail after completing his sentence of 8 years in amurder case of a Senior Citizen namely Babu Lal in the area of PS Mangolpuri. He was inspired by the role of Sanjay Dutt in Movie “VAASTAV” in which he played the role of a Gunda known as Raghubhai. He tattooed the name of “RAGHUBHAI” in Hindi on his right arm. He also used to commit house theft in the area of Prem Nagar,Nangloi,Peeragarhi and resettlement colonies with specific modus operandi by removing the clothes hanging on the hangers with the help of a wooden stick through window and used to steal the cash kept in the pockets of the cloth. He is a notorious criminal and again joined the gang of Rattan Chopra @ Pappu @ Pakistani through Chander Prakash@ Chandu, a friend of jail. Now, he is committing carjackings, robberies and burglaries. He is previously involved in the following cases :

3. Chander Prakash @ Chandu(27 years) has studied up to 10th class. He came into contact of bad elements and started consuming alcohol. To fulfill his needs, he indulged in criminal activities and started snatching money along with his friends. He murdered his friend Anurag with the help of his two friends and he was arrested in case FIR No. 359/04 u/s 365/302/201/34 IPC & 25 Arms Act PS Sangam Vihar on 23/11/04.He is a life time convicted in that case and was released on parole just two months back and jumped the parole. He joined the gang of Rattan Chopra @ Pappu @ Pakistani on the direction of Manoj Bakkarwala in Tihar Jail. Now, he is committing carjacking, robberies and burglaries. He is actively involved in a train robbery of PS H.N.Din (Crime and Railways).

4. Sonu Singh @ Rahul (25 years) is a school dropout. Due to bad society, he started committing petty theft with one Pawan and was arrested many times. In Tihar Jail, he came into contact of Amit @ Mitu. After released from jail, he started committing snatchings with Amit @ Mitu. Now, he joined the gang of Rattan Chopra @ Pappu @ Pakistani and started committing carjacking, robberies and burglaries.
5. Amit @ Mittu (27 years)(27 years). He Shifted to Gautam Puri Jhuggies, Badarpur,Delhi with his parents in 1997. He came into the contact of bad elements and started pick pocketing and robberies on the point of knives in the moving buses. He was arrested several times and is BC of PS Badarpur. Now, he joined the gang of Rattan Chopra @ Pappu @ Pakistani with his friend Sonu and Chander Prakash and started committing carjacking, robberies and snatchings. He is also actively involved in a train robbery of PS H.N.Din (Crime and Railways). His youngerbrother namely Pawan @ Devi is also a desperate criminal and undergoing life time conviction in a murder case of PS Badarpur. He is previously involved in the following cases :
