Detailed description of project / Type and scope of services provided
Background: Despite many efforts in the past, the fifteen ECOWAS Member States still have to improve their cooperation and coordination mechanisms in order to strengthen the economic integration in these West African countries. In some studies evidence has been provided that the ECOWAS organization (and its sister organization WAEMU) have to put emphasis first of all on a successful convergence of the regional development processes and a harmonization of the selected integration strategies. The Regional Indicative Programme (RIP) 2008 – 2013 under the 10th EDF as well as a variety of TA projects funded by national donors will pave the ground for the achievement of these goals.
Overall objective: The ECOWAS Commission is enabled to implement its regional development strategy and to take care of its mandate in a more efficient and effective way compared to the past.
Specific objective: This TA project specifically intends to improve the capacity of the ECOWAS Commission to increase compliance with prevailing international standards in the areas of accounting, audits, internal control and procurement, to manage EU/EDF resources more efficiently and to achieve a better coordination of development initiatives funded by the international donor community.
Results to be achieved: The envisaged results are two-fold:
a : The ECOWAS Commission is supported in its role of Regional Authorizing Officer (RAO) in the implementation of
10th EDF projects in compliance with the applicable financial and contractual procedures
b : The ECOWAS Commission ensures efficient monitoring of the 10th EDF projects, in coordination with the
WAEMU Commission and in the context of improved coherence with interventions of other international donors / · Training on EDF financial and contractual procedures, mainly on the management of grants and service contracts
· On-the-job training for the preparation of financial reporting in compliance with EDF procedures and requirements
· Set up of an internal quality control system that includes the filing in of the EU check-list for each submission of payment
· Support to the reinforcement of accounting and payment flow systems
· Establishment and implementation of an appropriate archiving and filing system
· Elaboration of an internal manual of procedures for EDF- funded projects
· Development of an effective and efficient operational internal organization model for EDF-funded projects
· Supporting the monitoring of 10th EDF projects
· Assisting with the coordination of the joint ECOWAS and WAEMU programmes
· Supervision of the contributions of ECOWAS to the 11th EDF programming exercise, ensuring coordination between the RIP and NIPs
· Production of an overview of the 10th EDF projects under implementation
· Development of an overview of EU funding opportunities
