Guidelines and Application Form

Objective

The objective of this fund is to provide training and career enhancement opportunities for Yukon workers in the cultural or creative industries that will enhance cultural industry members’ abilities to work in the sector and will advance the creative sector as an economic force in the Yukon.

The Cultural Industries Training Fund was established in 1999 by the Government of Yukon. This fund is administered by the Yukon Arts Centre through an agreement with the Department of Tourism and Culture.

Outcomes

The cultural or creative industries can be defined as the “for profit” component of the cultural sector. As the CITF’s objective supports economic diversification, the fund is intended to address the following outcomes:

  • Increased economic and commercial potential of the cultural sector
  • A larger forum for Yukon cultural industry products
  • More globally competitive cultural industries
  • More skilled and diversified cultural labour force
  • Increased use of technology and new media

Process

CITF is adjudicated by a Sector Review Committee representing 6 sectors:

  • Film, Video and Digital Media
  • Visual Arts and Crafts
  • Writing and Publishing
  • Music and Sound Recording
  • Performing Arts
  • Cultural Labour Force

As projects are developed, applicants consult with the relevant sector representative. This person ensures the project is viable and it has a strong potential to lead to an increase in economic activity. After the applications are submitted, the Committeemeets to review them together. All Committee members review and adjudicate all proposals. Sector representatives can provide the rest of the Committee with some context for the project from the sector’s view. Ultimately, the Committee’s task is to allocate limited funding to the projects with the most merit.

The Fund Administrator receives the applications and prepares them for adjudication. This person administers the program funds, coordinates the Committee meetings, and is a resource person for applicants who have questions about preparing applications or about their projects.

Preparing Your Application

Please read the guidelines carefully to ensure that your proposal supports the goals of the fund and that the project is eligible. If you have questions, please contact the Fund Administrator.

Step One

Research the training opportunity or project and determine whether it meets the objective and outcomes of the fund described above. Determine who will benefit and how the training will lead to greater employability or economic opportunities of the Yukon’s cultural industry. Research the basic logistics and costs of the opportunity.It is a good idea at this point to contact the Fund Administrator to check when the next intake will be and introduce the idea of the project.

Step Two

Determine which industry sector applies to the project.

Contact the appropriate sector representative (see below) about your project. The purpose of this consultation is to ensure the project serves the objectives of the fund, that it fulfills all of the criteria, and that it makes sense in the sector. Your project may involve more than one sector. If this is the case, you may need to speak to more than one sector representative before it goes to the adjudication.

Step Three

Fill out the Application Form and prepare the written submission.

If you would like assistance developing your project or proposal, please contact the Fund Administrator or your sector representative for assistance and guidance.

Step Four

Include relevant supporting documents such as:

  • the applicant’s résumé, or the résumés of people who will be taking the training;
  • confirmation letters from proposed mentors;
  • résumés of mentors;
  • acceptance letters from courses or training to which you have applied;
  • letters from the sector showing a demand for the training or project;
  • contextual information to help the Committee understand why the opportunity or project is significant. Even though your sector rep will speak to the project, the Committee as a whole has to decide on the best projects given limited funding. It is beneficial to give contextual sector information such as who the mentors are and why the training is such a good opportunity.

Step Five

Submit the application to the Fund Administrator.

Submission Tips:

  • Use only 8.5 x 11 paper;
  • Do not staple or bind the application. Allow it to be easily photocopied.
  • Since it will be photocopied, ensure pictures and graphics will show well;
  • Do not highlight text as this often is not legible or sometimes makes the text illegible;
  • Do not submit original documents;
  • Instead of referring the Committee to websites, specifically print out pages that you want them to see;
  • Number all pages;
  • If submitting electronically, submit only a maximum of THREE document files. If possible, it is preferred that all materials come in ONE consolidated file. However, the application form and the budget may be separate from the prose section. Clearly name files for the ease of the Fund Administrator: i.e.

Guidelines for Applicants and Fund Recipients

  1. Eligible Applicants
  2. All persons resident in the Yukon for a minimum of one year shall be eligible for support from the CITF.
  3. Commercial and non-for-profit organizations may apply.
  4. Permanent employees of the Yukon and federal governments are not eligible for funding under this agreement for projects that pertain to their regular employment.
  5. The committee may develop further guidelines and criteria regarding eligibility to further advance the CITF objectives and these guidelines and criteria will be communicated via the fund administrator.
  1. Funding Scope
  2. Training and projects must support the CITF objectives.
  3. Training and projects must relate to the development of the cultural and creative sectors targeted by the CITF.
  4. Only one project per applicant per year may be awarded.
  5. The CITF will focus onthe needs of working professional artists and cultural workers.Entry level training will only be considered if the applicant can demonstrate that the training will result in immediate job or business opportunities.
  6. Support will not be provided for:
  7. the purpose of obtaining a university degree;
  8. casual or recreational training courses;
  9. artistic development pursuits that are better suited for other programs of support to Yukon artists (i.e. projects eligible for the Advanced Artist Award, Enterprise trade Fund, Filmmakers Fund, etc.).
  10. Funding preference will be given to projects that:
  11. Require less than $5,000 for individual training and less than $8,000 for group training;
  12. Will benefit more than one individual or organization;
  13. Demonstrate potential improvements in employment opportunities or business growth;
  14. Increase the cultural economy opportunities for First Nation artists and cultural workers.
  1. Applicant Expenses and Recordkeeping

Eligible expenses may include but are not limited to:

  1. Course fees or instructor/mentor fees;
  2. Consumable materials related to the training project;
  3. Rental of facilities to support the training project;
  4. Disability related support;
  5. GST;
  6. Travel expenses, including per diems where applicable.

Ineligible expenses may include but are not limited to:

  1. Orientation or training in specific procedures or practices that are usually conducted in the course of an employer’s business;
  2. Costs already supported through other federal or territorial programs;
  3. Conference registration fees,unless they are conditional to attending an official workshop or training that meets the CITF objectives;
  4. Annual General Meeting costs;
  5. Student fees or union dues;
  6. Purchase of software, equipment, or capital items;
  7. Wages, subsistence, or other remuneration for the trainee/applicant;
  8. Training which takes place prior to the application deadline;
  9. International travel will normally not be funded. However, if the applicant can show that the training cannot be acquired within Canada, the application will be considered by the committee.
  1. Applicant Records and Financial Responsibilities
  2. Applicants are to submit a detailed budget with their application. Although changes in expenses are to be expected, all reports and expenses will be related back to this budget.
  3. Applicants will be required to submit supporting documentation for all expenses. Original documents are preferred but clear copies are acceptable.
  4. Project or training funds will be released at a rate of 90% upon approval of the project and submission of an invoice, and 10% upon submission of a completed final report including all documentation and an invoice for the remaining amount of a project grant.
  5. Fund recipients are responsible for completion of their projects. Should a fund recipient withdraw from an approved training project for any reason, then all remaining CITF funds shall be returned to the fund.
  1. The Final Report
  2. The final 10% of the CITF grant will not be paid until a complete final report has been received by the Fund Administrator. The report includes:
  3. How the training project transpired (the facts of what and when);
  4. The impacts of the training on the beneficiaries of the training as related to the CITF mandate (impressions, insights, lessons, relevant contacts, new views, acquired skills, opportunities);
  5. Original invoices and receipts from the project. (If originals are required for the Canada Revenue Agency, clear copies are acceptable);
  6. An expense report listing all expenses and revenues of the project accompanied by an explanation if they differ greatly from the budget that formed part of the application; and,
  7. An invoice for the balance of funding payable.

Failure to meet these reporting requirements may result in the applicant required to reimburse the CITF for any or all amounts advanced. Applicants cannot apply for CITF if there is an outstanding report due from a previous project.

Application and Assessment Process

The Sector Review Committee is charged with two tasks. The first is to work with and advise prospective applicants to identify and hone training projects that will strengthen the Yukon’s cultural industries in measurable ways. The second task is to form the jury to assess applications for funding.

  2. Applicants may contact Committee members directly (see list below).
  3. Committee members will review and provide advice on a prospective applicant’s project and application.
  4. The Committee member is concerned with:
  5. Whether the applicant’s project ‘has legs’ in the sector. Does it make sense?
  6. Is there a need being filled?
  7. Will it provide cultural industry training that will serve the objective and outcomes of the fund?
  8. Note: All projects need to propose training which leads to economic possibilities for

Yukon’scultural industries.

  1. The Committee member can advise the applicant how he/she might go about improving the project or can advise the applicant to call the CITF Fund Administrator to consult about other potentially relevant funding.
  1. Assessment
  2. The Committee assesses the applications by looking for the following:

i.Does the project improve the cultural industry (employment or commercial ability) in the appropriate sector?

ii.Does the project meet a training need in the sector?

  1. Would the project be better served by a different funding program? (Advanced Artist Award, ArtsFund, Enterprise Trade Fund, Culture Quest, Filmmakers Fund, Sound Recording programs, etc.)
  2. Does the project meet the objective and outcomes of CITF?
  3. Is the application complete and self-explanatory?
  4. Does the applicant (or the named coordinator) have the experience to carry out the

project?

  1. Are the credentials of trainers of a relevant and professional nature?
  2. Is the applicant’s contribution or other funding sufficient to the project?
  3. Is the budget realistic? Are there any ineligible expenses?
  4. If some information is not provided, but other significant strengths are apparent, the committee may grant funding conditional on the submission of the missing information.

Film, Video and Digital Media

  1. Skills related to occupations conventionally associated with the film and video industries including, but not limited to: film craft development (writing, directing, editing), producing, production crew including technical and artistic or design occupations, acting, management and coordination;
