Course Aims and Objectives
This practice-based workshop will equip participants with the skillsthey need to integrate communication into their evaluation planning and implementation. They will learn about effective methods to engage a diverse range of stakeholders and help them develop strategies for optimising evaluation use.
Course Overview
An often-overlooked step of evaluation is ensuring that findings are communicated, understood and acted upon. Keeping in touch at the ‘right time’ and in the ‘right way’ throughout the evaluation process is equally challenging. Communicating effectively implies using different means, messages and methods to reach different stakeholder groups, with very different needs and expectations.
A mix of presentations, case studies and practical exercises will be used to promote new approaches for communicating results including social media, interactive presentations and data visualization. Participants are encouraged to bring examples of evaluations they have commissioned/implemented, to be used as case studies during the workshop.
The workshop will be organized around the following modules:
- Where does communication fit in the evaluation process?
This module will foster a conversation amongst participants to define what we mean by communications and identifying existing practice in evaluation. It will consider key questions including: What do we mean by communication? Why is it necessary? Who is key to communication in evaluation? How is it different before, during and after an evaluation?
- How do I plan for communication in an evaluation?
Working from a common understanding of what communication is- and how it can enhance- evaluation efforts, participants will discover communication analysis and planning tools that will enable them to effectively plan for communication throughout the evaluation process. A final element looks at how to transform data into key messages. In this process we will explore: Who do we want to communicate with? What do we want to communicate? When? How? How to communicate “good” vs. “bad” news?
- How can strategic communication make best use of evaluation findings?
This final module will think about how we go about communicating findings, thinking beyond our existing palette of tools.It will include considering the basics of a good evaluation report, developing evaluation products that are tailored to the specific needs of target audiences and evaluation users, and exploring how new forms of media (social media, video, data visualizations) can be employed for transmitting and magnifying the process of sharing evaluation findings.
Course Facilitators
Glenn O’Neil, Founder, Owl RE, Geneva
As founder of Owl RE, Glenn has led evaluation, research and communication projects for international organizations and companies with a specialization in campaigns and online communications. Recent clients have included the International Committee of the Red Cross, UN Human Rights (OHCHR), UNDP, the Shell Foundation and WWF International. Co-author of the Intelligent Measurement blog, Glenn has an Executive Masters in Communications Management from the University of Lugano and is currently undertaking a PhD in research and evaluation methodology at the Methodology Institute of the London School of Economics and Political Science. In the decade prior, Glenn managed communication, education and training programs for the International Red Cross in Africa, Asia and Europe.

Marlene Laeubli
Marlène has more than 25 years experience in various aspects of private and public sector evaluation. Positions held include director of internal evaluation unit, evaluation team leader, independent evaluation consultant to government administration, and evaluation mentor to external evaluation teams. She has also held positions in several universities as visiting lecturer in public sector evaluation and as senior researcher in evaluation projects. Shehas acted as peer reviewer on several evaluation studies, and is currently a peer reviewer for the Canadian Journal for Program Evaluation. peer reviewers.
Marlène’s experience also includes organising and delivering training to project managers, health professionals and evaluators on evaluation capacity building in organisations, evaluation methods, and quality management of individual evaluation studies.
