Safety and Health Award Recognition for Projects (SHARP)
The Safety and Health Award Recognition for Projects (SHARP) is part of the Workplace Safety & Health Performance Awards (WSHPA). This is an annual award presented by the Workplace Safety and Health Council (WSHC), in collaboration with the Ministry of Manpower (MOM), to give recognition to companies or organisations that have performed well in safety and health through the implementation of sound safety and health management systems.
On a project level, the SHARP Award recognises projects or worksites that have good safety and health performance and workplace safety and health management systems. This includes large-scale projects that mobilise significant manpower and have shown their ability to manage WSH on a project-level. Examples of winners of this award would be shipyards’ projects, construction worksites and large workplaces within an organisation.
Application for WSHPA covers the whole organisation, i.e. all the projects, worksites, etc whilst application for SHARP covers a single project, worksite, etc, managed by the organisation.
An organisation can apply for WSHPA covering all its projects or worksites and also for SHARP for a particular project. The project, worksite or workplace submitted for this award must not be a combination of various projects, worksites or workplaces of an organisation. (Please check under “Explanation of Terms used” for “project”).
Explanation of Terms used in this application
reportable accident: any unintended event that causes bodily injury to a person resulting in
- death,
- the person was granted more than 3 consecutive days of sick leave by a registered medical practitioner for that injury,
- the person was admitted in a hospital for at least 24 hours for observation or treatment, or,
does not include any bodily injury sustained by a person in the course of commuting to or from his or her workplace using a mode of transport provided by the employer.
*Please take note of the ‘Accumulative MC days’ method as follows:
–Example: 2 days of MC + 9 Days of light duties, after an interval revisit to the doctor and granted another 2 days of MC (for the same injury).
–In the case above, the total number of MC days will be considered as 2+2 days= 4days of MC, which constitute as a reportable accident.
employees: includes office or administrative staff and unless specified, includes employees of subcontractors working within the workplace; for SHARP, employees are those working within the boundary of the project (the workplace) only and does not include employees working in headquarters, nearby workshops, etc.
injury rate: number of injuries caused by accidents in the workplace per 100,000 employees per year;
formula is given by:
(Number of injuries caused by accidents X 100,000) / (Average Number of Employees for Year 2012)
lost time injury: lost time due to an accident at the workplace
man-hours worked without any accident:
man-hours worked covering the longest period of days without accident between two accidents. When calculating the period, the date of the second accident must be in 2011.
new occupational disease: any new confirmed case of a disease specified in the Third Schedule of the Workplace Safety and Health Act, i.e. aniline poisoning, anthrax, arsenical poisoning, asbestosis, barotrauma, beryllium poisoning, byssinosis, cadmium poisoning, carbamate poisoning, carbon bisulphide poisoning, chrome ulceration, chronic benzene poisoning, compressed air illness, cyanide poisoning, epitheliomatous ulceration (due to tar, pitch, bitumen, mineral oil or paraffin or any compound, product or residue of any such substance), hydrogen sulphide poisoning, occupational skin diseases, lead poisoning, liver angiosarcoma, manganese poisoning, mercurial poisoning, mesothelioma, noise-induced deafness, occupational asthma, organophosphate poisoning, phosphorous poisoning, poisoning from halogen derivatives of hydrocarbon compounds, repetitive strain disorder of the upper limb, silicosis, toxic anaemia and toxic hepatitis.
project:shipyard project, construction worksite or workplace belonging to an organisation; if the workplace has an unique Accounting and Corporate Regulatory Authority (ACRA) Registration Number on its own and different from the organisation owning it, it should apply under WSH Performance Award and not SHARP.
Workshops and term contracts do not qualify as a large project and therefore encouraged to go for a company-level Performance award.
workplace: may refer to company, organization, project or worksite including those that are not required to be registered under the Workplace Safety and Health Act
Criteria for Awards
Applicants will be assessed on their lagging and leading indicators.
Entry Criteria
The project has to complete at least 400,000 man hours worked to be eligible for the application of SHARP Awards.
Projects with fewer than 400,000 man hours workedcan consider applying for the Performance awards or the Risk Management awards at the company level.
Lagging indicators
Applications will be evaluated only if the workplace:
- did not have any accident (including occupational disease) that had caused death or permanent disablement, or that is classified as Dangerous Occurrence, in 2013/ 2014 and
- did not receive any stop work order in 2013/ 2014, and
- did not have receive more than 2 compound fines and
- Project attains injury rate equal or below of its project injury rate in table 1
- Organisation attains injury rate equal or below of its organizationalindustry injury rateinjury rate in table 1
- did not have any reportable accident during its operation for the whole year of 2013 (workplaces applying for WSHPA or SHARP, must be in operation for the full year in 2013 to be eligible for this criteria),
OR, the workplace have attained at least 1,500,000 man-hours worked without any accident in 2012 and 2013, with at least 750,000 man-hours attained in 2013 (this criteria is also applicable to any workplaces that ended its operation within 2013),
OR, the workplace began its operation within 2013 and achieved 1,500,000 man-hours worked without any accident in 2013 (man-hours worked without any accident in 2014 will not be taken into account).

The verification check on the reportable accident will be done from the information submitted in this application form against the MOM ireport system which will be taken as correct and no changes can be made, following the close of the application on 17 March 2014*.Companies are required to make the correct report and amendments before 17March 2014*.
Bonus Criteria
Project’s track records of loss time injury will be taken into consideration as bonus criteria.
Leading indicators
The workplace must approach an organisation providing auditing services (list of organisations given in Part 7). The appointed auditor is required to perform scoring for 2 Checklist;
1) ConSASS/OSHMS Checklist:
To eligible for the Awards submission, it must achieve a Band III score in at least 70% of all elements in the checklist. Should a company intend to indicate ‘not-applicable” in certain items within the checklist, evidence must be provided to prove that the item is indeed “not applicable” for the company.
Please note that achieving a Band III score in at least 70% of all elements in the checklist is the minimum criteria, in the process of evaluation, the organiser will review all the scores from Band I to Band IV.Therefore, companies must audit the full checklist.
Please note that the latest version of ConSASS checklist is to be used, previous version of ConSASS checklist will not accepted. The latest version of ConSASS checklist can be downloaded here.

2) X Factor checklist and CultureSAFE perception survey
This is a checklist with a diagnostic assessment on the WSH culture building initiatives from the company. The auditor is to perform the scoring based on the supported evidence produced. There is no minimum score.
In addition, applicants are to conduct the CultureSAFE perception survey (Step 1 of CultureSAFE cycle). For this year, the CultureSAFE Perception Survey will be used as application criteria but not as evaluation criteria.

Special note on auditing organisation
Please note that the same auditing organisation can only provide audit service for a company up to 2 consecutive years. Another auditing organization must be appointed for the 3rd year. This will commence from WSH Awards 2010, i.e. companies will need to re-appoint a new auditing organisation from 2012.
Multiple projects within an organisation
For multiple projects within an organisation, scores for the documentation element can be the same but physical compliance and interview with staff should not have the same scores as factors such as number of staffs varied across projects.
Each auditor is only allowed to audit up to 3 projects from the same organisation.
If a company has multiple projects (e.g. 9 projects), it can engage 3 auditors from the same auditing organisation to process all the 9 projects.
Special note on Joint Ventures
For joint ventures, the joint venture must be operating like a company. It must be around for at least 3 years with at least 3 ongoing projects. All projects belonging to the joint venture must meet the criteria.
Disqualification before announcement of results
The application may be disqualified if the following occurred in the workplace within 2013/2014 before the announcement of results:
- Any accident (include occupational diseases) that has caused death or permanent disablement.
- Any stop work order
- Any investigation, conviction or prosecution (including pending) of the workplace with regards to matters concerning the workplace under the Workplace Safety and Health Act or Workmen’s Compensation Act.
- Submission of falsified information to meet the Awards criteria
Other factors of evaluation and Workplace visit for verification purposes
The following violations will also be taken into consideration:
- Reporting violations
- Demerit points
- Ongoing investigations for any WSH-related matters
- Any report of high profile accidents involving the company (seen in mass media in 2013 till time of award) that would cast doubts on the company’s WSH performance
All applications will be thoroughly assessed and verified by the organiser. This may also include a visit to the workplaces.
Terms and Conditions
- Application form must be correctly filled and signed. All supporting materials must be provided in a CD. Late entries will not be accepted.
- All applicants are expected to ensure that all submitted documents are correct at the point of submission.
- To ensure fairness of Awards, amendments after submission will not be accepted. Application with inaccurate information will be disqualified.
- All winners are expected to work with the organiser to share their achievements with the industries following the announcement of the results.
- The organiser is not responsible for any loss or damage to entries or supporting material.
- The organiser will not return any entries or supporting material to the entrant.
- The organiser reserves the right to decline any entry by an applicant or organisation who is being investigated for possible breach of Workplace Safety and Health Act or Work Injury Compensation Act (whether or not prosecution will be initiated) or any other governmental regulations, or where the acceptance of the entry may be detrimental to the objectives of the Workplace Safety & Health Awards 2014.
- The decision of the judges and/or organiser is final. The organiser will not accept any appeal.
Notes for approved auditor
- The organisation is to pay you for your services.
- Please note that for multiple projects within an organisation, scores for the documentation element can be the same but physical compliance and interview with staff should not have the same scores as factors such as number of staffs varied across projects.
- You are only allowed to audit up to 3 projects from the same organisation.

5.The organisation will provide you with:
- Hard copies of Parts 1, 2, 5a and 5b. Part 1 must be signed by the applicant. Part 5a, 5b and 6 must be completed.
- CD containing Parts 1 to 6 and all documentary evidences.
6. Please check whether the workplace should apply for WSHPA or SHARP before starting.
You are to evaluate Part 3 and part 4 and then visit the workplace in person. You must complete both parts and sign Part 5. Part 3 and 4 may be printed either by you or the organisation engaging your services.
7. Complete the columns labeled “Results” and “Auditor’s Remark” and the space for “Auditor’s comments” in the printed copy of Part 3. You must fill and sign Part 6 before submitting your scores to WSHC.
8.Please keep a photocopy of your entries for reference. You may give a copy of your scoring to the organization that engages you for the services.
- Please ensure that scores are correctly tabulated and all supporting evidence is submitted in CD, re-submission is not allowed.
- The following are to be submitted to WSHC by 17 March 2014*:
a. Parts 1 to 6 (completed)
b. CD which contains Parts 1 – 6 and the supporting documentary evidences.
Annex A
How to apply for SHARP Award – using Occupational Safety and Health Management System (OSHMS) Audit Checklist
1.Decide if your workplace should apply for SHARP Award.
You may use the checklist on page 11 to check if your project can meet the eligibility criteria. If it meets the eligibility criteria, you can do a self-score using Part 3 of this document. Part 3 is an excel sheet which must be downloaded together with application document. Make use of the file, “OSHMS.xls” to help you calculate the total scores and percentage.
If self-score is less than 70% of all elements within Band III, you may wish to improve before applying for WSH Awards 2014.
If the workplace attains a score of 70% or more from your self-scoring of Part 3, you can consider contacting one of the organisations which provide auditing services to evaluate your application. A list of approved organisations is also provided in Part 7. Please contact the organisation early.
- Your organisation is to pay the auditing organisation for their services.
3.You need to submit the following to the auditor:
a. Hardcopies of:
- Part 1 (completed and signed)
- Part 2 (completed)
- Part 5a and 5b (completed)
b.CD containing:
- Part 1
- Part 2
- Part 3 and 4
- all documentary evidences required under Part 3 and 4
- Part 5a and 5b
Please ensure accurate numbering of pages, use of hyperlinks and bookmarks in your application to help the auditor find the evidences easily. Any information that is wrongly referenced will be assumed to be not available. No score will be awarded if the information could not be traced in the CD. Incomplete application will not be processed.
Either you or your auditor may print Part 3. Do not print the supporting evidences.
4.Please indicate your organisation’s name on the CD.
5The name of the auditor visiting the workplace must be in the list of auditors given in Part 7.
6.The closing date is on 17 March 2014*. The auditor must submit the completed Parts 1 to 5 (hard copies) and the CD to the Workplace Safety and Health Council (WSHC) by the stipulated date.
How to apply for SHARP Award – using ConSASS results
1.Construction companies or worksites need not engage an organisation providing auditing services if they wish to use their ConSASS results from the latest ConSASS checklist. They must pass Band III of all the elements (i.e. scored at least 70% of all elements within Band III). Organisations using ConSASS results need not complete Part 3.
2.You need to submit the following to WSHC:
a. Hardcopies of:
- Parts 1, 2, 4, 5a and 5b. Part 1 must be signed. Do not print the documentary evidences. Part 5a and 5b must be completed.
- Photo copy of the ConSASS score card as given by the auditor
b.CD containing:
- Part 1
- Part 2
- Part 4, 5a and 5b
- Safety and Health Management System manual of your organisation
- ConSASS audit checklist scored by your auditor with Score card.
- all documentary evidences as required for the ConSASS audit

How to apply for SHARP Award– Completion of CultureSAFE Perception survey results
1.The CultureSAFE programme requires participating organizations to perform a diagnostic assessment of their WSH culture through a CultureSAFE Perception Survey (Step 1 of the CultureSAFE cycle).
The survey comprises of questionnaires that will require the organisation’s employees to give feedback on current WSH practices at their workplaces.
- Company can perform the CultureSAFE perception survey using their own resources or engage the CultureSAFE Consultant or Assessor for assistance.
