Meeting Minutes / February 8, 2016
  1. Call To Order
  1. Deputy DirectorGlenn Gillespie convened the Delaware Homeland Security Terrorism Preparedness Working Group (DHSTPWG) meeting at 13:30p.m., in the Delaware Emergency Management Agency (DEMA) Training Room. The following documents were provided to all meeting participants:

  1. Report from Subcommittees

Funding Subcommittee – (Robert Newnam, Acting-Chairman)

The Funding Subcommittee metat 12:30,in order to review the FY14/15 HSGP status, review and the FY2014 Projects of Concern. The group was informed that funding for FY2015 became available in January, 2016. There was a single reallocation request which was unanimously approved. Further details are available for review in the February 8, 2016DHSTPWG Funding Subcommittee Meeting Minutes.

Training and Exercise Subcommittee – (Robert Newnam, Chairman)

Tim Sexton brought up concerns about the T&E funding process for new training and exercise requests. He is concerned they are getting a “lump of money” without having a precise spending plan during project and budget development. Mr. Newnam stated that doing so was difficult since T&E is constantly changing and evolving based upon evolving threats and hazards. Multiple members of the working group stated the current way T&E is conducted allows for the most flexibility within the program as new events and threats emerge. The group commented on how to best tie these needs to the THIRA and SPR so that it can be tracked better in the future. Ms. Renee Hupp stated the development of a questionnaire will accompany the beginning of the THIRA process.The questionnaire will have a section for leads to comment on what they have done to fill gaps over the past year, including training events and exercises, as well as, where the funding for such activities came from. This will ensure a more accurate accounting and usable audit trail exists. .

Mr. Newnam briefed copies of the minutes were provided to the Working Group. The minutes contained the business of the subcommittee completed during those meetings. The minutes contained information regarding exercise, training, financial updates and other requests for training.

  1. FY2013/2014 Homeland Security Grant Status

Mr. Maas briefed the DHSTPWG Funding Subcommittee on the status of the FY14/FY15 HSGP budgets. Further details are available for review in the February 8, 2016 DHSTPWG Funding Subcommittee Meeting Minutes.

3)New Business

  1. DIAC Briefing

Detective Tim Kestetter, with DSP Delaware Information Analysis Center (DIAC), gave a presentation to the group regarding terrorism and other “Hometown” threats. He emphasized how Delaware remains a soft target;he also emphasized how accessible the region is for individuals to get to other key areas (National Capital Region and New York City). Events regarding the arrest and intelligence gathered fromtwo Dover Mall vendors who were funding terrorist activities and from an individual with a military family background who lived in Kent County was summarily arrested after moving to North Carolina, highlighted how Delaware is not immune from terrorist activity. Detective Kestetterstated anyone could contact him for training opportunities for their departments and divisions and he would be happy to arrange training for them.

  1. State Preparedness Report

Mr. Maas informed the group the SPR Discipline Reports were nearly complete and due to be sent out to the each discipline soon. Following that, the next THIRA cycle would begin soon after.

  1. National Preparedness Goal 2nd Edition

Mr. Maas described changes to the National Preparedness Goal 2nd Edition, which consisted of word changes to a few Core Capabilities and the addition of Fire Management and Suppression. These changes were being incorporated into upcoming products.

  1. Director Comments

Deputy Director Gillespie wanted to communicate to the group that Director Schall sends his best regards and highest level of thanks to the group for the continued work that they do and was tied up in the Joint Funding Committee (JFC)being held at Dover.

5)Next Meeting – The meeting adjourned at2:15p.m. The next meeting is scheduled for May 9, 2016 at 1:30 p.m. at DEMA.
