Overview
While you are waiting for availability of a Project Access Voucher, you may have the opportunity to leave the nursing facility or institution that you currently live in using a temporary Tenant-Based Rental Assistance Program (TBRA). As a household on the Project Access waiting list, it may be possible to participate in the TBRA Program. TBRA Assistance may last for the shorter period of the three following:
- up to five years,
- TDHCA no longer has funding available, or
- until your name comes up on the Project Access waiting list.
While participating in TBRA, you will not lose your place in order on the waiting list for your long-term Project Access voucher. TDHCA funds local Administrators to provide TBRA assistance, but your community may have additional TBRA Administrators available in your community funded from other non-TDHCA sources.

Qualifying for TBRA for Project Access clients
- Tenant must be on the Project Access waiting list
- Tenant must meet all eligibility requirements for the local TBRA Administrator
- Tenant must complete Annual recertification with the TBRA Administrator
- Tenant must participate in a Self-Sufficiency Program
- Tenant must sign a lease
Process Summary
The Relocation Contractor will work with the local Administrator of the TBRA in assisting you as follows:
- The Relocation Contractor will help you determine if you can qualify for the Project Access Program
- You will receive information from the Relocation Contractor on the TBRA Program
- You should notify the Relocation Contractor if you do or do not wish to participate in the TBRA Program
- You should notify the Relocation Contractor if you do not believe you will pass the eligibility requirements of the local Public Housing Authority and may not be able to receive a Project Access voucher
- The Relocation Contractor will assist you with filling out the TBRA Program application
- You will work with the Relocation Contractor to locate the housing you like and that is willing to participate in the TBRA Program
- You will work with the Relocation Contractor or TBRA Administrator to receive your Project Access Voucher when your name comes up on the waiting list
