held on Monday, 28 November 2016 at 7.15pm

in the Manor Rooms, The Street, Trowse

2016/066) Suspension of meeting for Public Participation

RESOLVED to suspend the meeting to invite members of the public to speak – please see “Public Participation Notes” attached

2016/067) Minutes of the meeting held 24 October 2016

RESOLVED to approve the minutes of the meeting held on 24 October 2016 as a true and accurate record of the meeting; the minutes were duly signed by the Chairman

2016/068) County Councillor’s Report

Previous report noted but no further report at this time

2016/069) District Councillor’s Report

District Cllr Lewis gave a brief verbal report which included the following:-

·  The boundaries commission has come up with fresh proposals for wards and Trowse will be joined with Poringland and the Framinghams. Poringland is currently a two member ward but will become a three member ward and will include Bixley and Caistor

·  The advantage would be that councillors may be more available as if one is busy another should be able to attend, however, there are questions whether it is good democracy to have such large wards

·  Issues regarding planning are that the new Local Plan has started and the first stage was to ask landowners who are agreeable to development to notify SNC. No sites were proposed for Trowse and local landowners do not seem to be proposing more development, however, this can change whilst there is a lack of 5 year land supply and any site may be considered

·  Serruys has resubmitted the Deal Ground, Kier site and Waterworks but unsure of the reason as have outline planning but believes this was a different company and may now be having new thoughts on what to do with the sites

·  Nothing more from Arminghall Settlement and the proposed meeting previously cancelled has not been reconvened so may approach LaRonde Wright for an update

·  There are still funds available in Cllr Lewis’ district council pot which must be used by March 2017 and will check the criteria for this

2016/070) Councillors reports

a) Six Strategic Group Rep –

Cllr Prentice was no longer able to attend the Youth meetings and it was agreed that Cllr Greenizan and Cllr Brown would monitor in their role as Six Strategic representatives

b) Trowse School Governing Body Rep –

On the motion of Cllr Fabre, seconded by Cllr Herring, it was

RESOLVED that Cllr Prentice is the School Governing Body representative

c) Other reports –

Cllr Prentice asked Dist Cllr Lewis if there was any progress re Norfolk Homes but he had not heard anymore but made reference to a piece of land behind his house that Norfolk Homes may offer to the parish council. He also advised that traffic calming measures would be for Norfolk County Council and not for the parish council’s involvement

Cllr Herring had attended the NflkALC AGM and circulated the minutes and other papers and gave a brief report –

·  the Chief Constable confirmed they were experiencing high level of problems relating to abuse and inappropriate texting and were very short of officers but would still attend for an emergency

·  There was a discussion about “virtual courts” as courts are being closed at Ipswich, etc and evidence will be given in a room via satellite and Cllr Herring voiced concerns regarding the potential impact on citizens human rights

·  Reported that it is best to put parish land into a trust to protect it

·  Issues regarding the election of the Executive Committee were now being addressed

·  Generally there was no support for Devolution

·  Raised concerns that the new planning system had helped developers but not those that opposed the development and this was generally supported

·  The Chairman from London had noted Cllr Herring’s points and felt he was “a breath of fresh air” and generally Cllr Herring found it to be a very useful meeting

Other issues reported were that the street lights required painting, the approach to the bridge at Lakenham was obstructed by overgrowth and the path was very narrow, and he had passed the Clerk’s details to a local gardener interested in tending the cemetery

Cllr Greenizan attended the Open Forum, Whitlingham Country Park,

the previous week and there were representatives from all organisations and gave an overview of their land management and the educational sports area. Raised concern that the woods are becoming less deciduous with sycamores coming up and they will look at this. Further concern that waterways are overgrown and suggest contacting the Environment Agency (Cllr Herring confirmed he had reported this to Richard Bacon MP and the Broads Authority and others and is being sent onto the Environment Agency). Cllr Greenizan offered to be the parish council representative for the Whitlingham Country Park

2016/072) Finance matters

a&b) Summary of receipts and payments & Statement of accounts –

On the motion of Cllr Steward, seconded by Cllr Greenizan, it was

RESOLVED to approve and accept the Summary of receipts and payments and Statement of accounts for September to a total of £115,375.53

c) SAMs machine – The costs and the use of the SAM machine was discussed.

On the motion of Cllr Herring, seconded by Cllr Prentice, it was

RESOLVED that the Clerk put in a bid to the Parish Partnership for 50% of funds for a SAM machine -total cost £3,281.00

d) Defibrillator – There was some discussion regarding the costs and possible locations of installing a defibrillator. The Clerk to contact Caistor Parish Council and ask for details of their chosen defibrillator and for further discussion at the next meeting.

2016/073) Budget and precept request for 2017/18

The draft budget was presented by the Clerk/RFO and the figures discussed and the possible precept request for 2017/18.

On the motion of Cllr Prentice, seconded by Cllr Cattee, it was

RESOLVED to accept and approve the 2017 grant applications from Trowse Villager £400 and Manor Rooms Management Committee £3,600 and to be included in the budget figures

On the motion of Cllr Prentice, seconded by Cllr Cattee, it was

RESOLVED to accept and approve the draft budget without any amendment, agreed all capital purchases would be taken from existing reserves and the precept request to be £68,802.28 subject to South Norfolk Council’s confirmation of the council tax support grant

2016/074) Allotments, Churchyard, Common and Cemetery

a) Common – Play Train quotes –

Members considered three quotes for replacement wooden trains and chose the NGF design but were happy with the service from Fenland so the Clerk to ask Fenland if they can install this design and advise at the next meeting

2016/075) Vans in Whitlingham Lane

Camping in vans in Whitlingham Lane – There was a lengthy discussion regarding the people living in vans in Whitlingham Lane and in response to residents’ concerns raised in public participation and also in correspondence. The Clerk referred to responses from Norfolk County Council Highways Officer and the local Police.

RESOLVED that the Clerk contact NCC Cllr Smith and request an overnight camping ban for Whitlingham Lane

Public Participation Notes

The Chairman invited members of the public to speak and points raised included the following:-

Mr Gibbs, Architect for planning application at 21 Hudson Avenue, presented his design boards and advised –

·  25% of the garden is a raised elevation to the rear of property

·  As families grow it good to adapt a house for their future needs

·  Four different elements – the use of the attic space; the side extension; the studio and also working with the landscape to engage with outside living

·  Have dealt with privacy by planting 3 x silver birch trees to screen from no. 19

·  Mr Gibbs has discussed with South Norfolk Officer, Chris Bennett, there was a question over the aesthetic of the timber but cannot influence architectural style

·  No objections from Planning department

·  No objections from neighbours although a few queries which have been answered

A resident asked if the Council had any more information regarding the digging by UK Power as was originally informed this would only be for six weeks but is still going on – members did not have any further information but the Clerk would contact UK Power Networks as no response from previous email

Residents of Whitlingham Lane expressed concern regarding the people living in vans in the lane and asked what action could be taken
