1. HORNLINK Organizational Background

HORNLINK is a Somali NGO with head office in Minnesota, USA; regional office in Nairobi, Kenya;Country offices in Mogadishu, and sub-offices in El-bur in Central region, Ksimayo and Badhadhe of Lower Jubba in Somalia.

It was established in March 1999 by a group of Somali intellectuals who at that time recognized the need to set up a local none governmental organization (NGO) to promote the humanitarian relief efforts to help the needy people in war-torn regions of the country, following the civil war disaster that had the ravaged the country since 1991.

The overall goal of HORNLINK Organization is to improve the socio-economic condition of Somali community through creation of employment generation activities by forming an execution of grass roots level participation in rural/urban community with the assistance of national and international Donors.

Hornlink helps the poorest to improve their access to healthcare, water Sanitation and education and provides immediate relief and longer term rehabilitation to people affected by conflicts and natural disaster.

Within Somalia Hornlink’s strategy is to contribute towards the prevention of livelihood deterioration, improvement in livelihood support systems and living standards of pastoralists, agro-pastoralists and other vulnerable groups in the region. Hornlink has a liaison office in Nairobi (Kenya) supporting programmes in Somalia.

Hornlink is 501-C [3] org. based in the state of Minnesota. However, the Organization is legally registered with the Transitional Federal Government of Somalia and the Kenya NGOs Registration Board.

HORNLINK considers that the most significant economic trends in Somalia are Sustained Agricultural Production, Promotion of social services and development of private sector.

HORNLINK sought these programs will accelerate development of the rural / urban poor areas increase employment opportunities, and reduce morbidity rates of the children.

The main objectives for this program were to increase food production amelioration of such social services as health education between urban and rural areas, and reducing disparities in access to basic social services.

HORNLINK implemented various project with funds from Somali Community in Diaspora and locally generated funds from INGOs, Donor funds and international agencies.

2. Management and organizational structure

Hornlink team of management has the capacity to formulate, implement and evaluate emergency and developmental programmes. The organization has undergone series of capacity building programmes aimed at skills development for better service deliveries. Hornlink governed and operated by internal Systems policies and procedures [ISPP] for day to day running.

The organization work in close collaboration with other humanitarian aid agencies like: UN OCHA, UNDP, UNHCR, COOPI, AFREC, SADO, JCC FSAU/FEWSNET.

Hornlink management structure is designed to encourage flexibility and autonomy on the part of its staff. It creates space of intellectual creativity and innovation and provides encouragement to staff members and other partners to adopt desirable working conditions. It is also designed to ensure maximum accountability and high quality output. The key organs of Hornlink are Board of Directors, Executive Director, and Project Officers, Accountant, Admin/Personnel and supporting staff. For effective and efficient running of operations, the Org. has developed proper management practices, systems and policies.

3. Internal Control Systems, Policies and Procedure:

The top management and leadership dedicated developing internal control systems to ensure the smooth running the programs, projects and activities to achieve the goals set up by the organization and satisfy the target beneficiaries. Also, create conducive environment; better understanding, accountability and transparency. Furthermore, the main important of the systems is to safe-guide the properties and assets of the agency and the beneficiaries. The developed manuals are the following;

4. Programs

Currently, HORNLINK is focussing on integrated programmes including water and environmental sanitation, education and agriculture. HORNLINK programs will follow these intervention logics:

  • The participatory approach is applied at project identification, implementation and monitoring.
  • Project cycle management guidelines are adhered to in the design, implementation and monitoring of the projects.
A.Food Security

HORNLINK aims to enhance food security, nutritional status and improvement of self-reliance by improving household food self-sufficiency and income; increase supplies at market level through the rehabilitation and development of production systems and improve emergency preparedness and response mechanisms through these interventions.

HORNLINK aims to enhance community access to potable water systems/points, establishing & promote an improved hygiene and environmental sanitation practices

  • Rehabilitate existing water systems/points and/or construct new ones where seen necessary.
  • Establish sustainable management promoting community cost-sharing of capital and ongoing costs; training of local water committees to ensure proper maintenance needs and management;
  • Increase participation of women, in the management and maintenance of water and sanitation intervention, and promotion of improved hygiene and environmental sanitation practices.

HORNLINK aims to apply a sustainable and community-based approach to the rehabilitation, renewal and reconstruction of the education sector, giving more emphasis to the establishment and support of primary and adult level education initiatives through these interventions:

5. HORNLINK Past Achievements

HORNLINK has successfully carried out a number of youth Empowerment training, Relief, Rehabilitation projects. In collaborated with Somalis in Diaspora, Local Stakeholders, UN agencies, and international organizations, HORNLINK implemented various small and medium projects to improve the life conditions of thousands of poor families in Lower/Middle Jubba and Galgudud regions.

A. Water and Sanitation

1. Construction shallow wells

In October 2008 - January 2009 ten shallow wells were rehabilitated in six villages of El Bur district. Local people dug the wells without proper aprons and no animal troughs and the well lining are not constructed according to the standard. The sanitation was very poor. Small children come watering used to fail down despite the wells are deep enough to harm.

The wells are constructed the lining, well head of 20cm height40 cm. The aprons of 1.5m with reinforcement concrete are built to avoid water to drain back the well. Finally, for watering animals, two troughs are built with reinforcement concrete with different size and capacity; one camels and one for shoats.

2. Construction of Berkads

Berkads are located in strategic grazing areas without permanent water sources. The berkads collect surface run-off during the rainy season, and are also used for storing water brought by tankers during the dry periods. A major constraint faced by humanitarian agencies during drought response in Galgadud has been lack of storage facilities for water in the grazing areas away from permanent water sources.

Rehabilitation of strategic berkads emerged as a key community priority during consultation with stakeholders in the target areas, and is expected to reinforce the local drought coping mechanism – water trucking. Prioritization of sites and type of management systems will be discussed with the stakeholders at the inception of the intervention.

In Galgudud region, pastoralists excavate underground and build with stones and plastered mortars. 90% of the berkadss in the target were not covered; due to it, different climate changes cracks the mortar and as result, berkads could retain water for the dry seasons. The capacities are vary depends the owner’s income. Also there are Berkads built by the previous government and need saver rehabilitation. HORNLINK selected 2 Barkads from the Cagacade village which is 32 km west of Galhareeri district. These two berkads were not operational for almost two decades.

The rehabilitation exercise stated removal of old plaster, put new plaster and pure cement. Put mortar with cement of 1:2:3 on the floor. All the berkads are covered with corrugated iron sheets. Inlet canals of minimum 70 m are de-silted. All the berkads rehabilitated are functioning and sustainable.

3. Water Catchments - Reservoirs

Pans are usually located in the grazing areas and along transhumance routes. Pans allow extended use of wet season grazing areas before livestock is moved to areas near permanent water sources. This activity will involve desilting additional 3000m3 for each pan to increase total capacity of each pan to about 5000 m3, depending on current volume. It will also involve construction of ancillary structures such as inlet channels, silt traps and spillways.

HORNLINK desilted f water catchments in El bur and Galhareeri districts during February and March 2009. The main aim of the activities was provide job opportunities (cash for work) for the host communities and IDPs.

4. Deep Bore wells

Boreholes are the strategic water sources and provide the most reliable water supply during periods of drought. Their operations are hampered by lack of sufficient water distribution facilities and poor condition of the equipment. Works at boreholes will mainly involve rehabilitation and expansion of the distribution infrastructure (storage reservoirs, public water kiosks, watering troughs, equipment and piping) to improve water availability and access.
