Regarding Repositionable Notes
ORDER MODIFYING MAIL CLASSIFICATION SCHEDULE

On February 27, 2008, the Postal Service filed notice with the Commission of a classification change indicating that it intends to change the status of Repositionable Notes from an experimental to a permanent feature of certain market dominant products.[1] The Notice, filed pursuant to 39 C.F.R. § 3020.90 et. seq., also includes proposed amendments to the draft Mail Classification Schedule to reflect this change in status. The Notice does not indicate an effective date for this change.[2]
Changing the status of Repositionable Notes from an experimental to a permanent feature effects a change in the Mail Classification Schedule. The Commission provided notice of the Postal Service’s filing, affording interested persons an opportunity to express views and offer comments by March 13, 2008 on whether the planned changes are inconsistent with 39 U.S.C. § 3642. No comments were received.
The Commission directs that the draft Mail Classification Schedule be modified to reflect the availability of Repositionable Notes on a permanent basis. The language in the attachment is illustrative until the Commission formally adopts a Mail Classification Schedule, which it anticipates doing this spring.
