1. Apologies

Ruth Guest (Chair) welcomed participants to the second meeting of the Procedure Change Committee (PCC). Attendance was confirmed as tabled above. Catherine Rousch (Alinta Energy) and Natalie Robbins (ERA) were noted as apologies.

2. Confirm Agenda

The agenda was confirmed, no additional items were added.

3. Administration

3(i). Previous Minutes – 7 December 2016

The meeting minutes were noted as accepted by PCC members.

3(ii). Action Items

Updates to the action items are appended to these meeting minutes.

3(iii). Tenure of PCC members

Danny McGowan (AEMO) advised that under clause 385 the period of tenure for PCC members is two years. AEMO requested official appointment dates of RCC members from REMCo, however their listings were not up to date. As the PCC committee is newly formed, AEMO propose that all members’ terms commence from 1 November 2016. The committee agreed to the proposed tenure start date.

4. PCC Issues Register

Danny McGowan (AEMO) advised that no new items have been added to the issues register since the last PCC meeting.

The PCC noted the following updates:

IN001/09W (Emergency Provision in the Procedures) – Still Pending.

IN001/15W (WA Profiles) – Danny advised that AEMO did not receive sufficient information from the PCC by the due date of 31/1/17. The period to provide feedback to AEMO has been extended to COB Friday 17 March 2017.

IN002/15W (Service Order Job Enquiry Code (JEC) for Disconnecting / Reconnection a Delivery Point) – Joe Sanches advised that there is no update.

In relation to IN001/16W (Move in transfer), IN002/16W (Rule 255 Revised Timing and Notification of Special Circumstances), IN034/16W (FRC Self-Service Certification enhancement) and IN040/16W (Add further clarity to FRC HUB T&C), – Danny advised that submissions on the final Impact and Implementation Report (IIR) have closed. No submissions or objections were received and AEMO will now decide whether to submit these changes as endorsed procedure changes to the Economic Regulation Authority (ERA).

Danny presented a proposed new issues/change register in the form of a spreadsheet, as opposed to the word document, which captures all existing information. Danny explained that using the spreadsheet will be more efficient as it is also used for other jurisdictions, and will enable all states and retail gas markets information to be combined. The spreadsheet format allows the user to sort and filter through open and closed issues. Participants raised that it does not read as easily in a spreadsheet as it does in a word document, and currently requires printing on A3 paper which is not ideal. AEMO propose that the spreadsheet be reformatted so it is easier to read and print, with participants agreeing that if this is the case the spreadsheet would be acceptable to use moving forward. AEMO will reformat the spreadsheet and present a new version at the April meeting (Action Item 2.4.1).

5. Other Business

Update on GST private ruling

Danny McGowan (AEMO) advised that during the transitional period, an action arose for AEMO to approach the Australian Taxation Office (ATO) for a private ruling in relation to participant fees. On 10 January 2017, the ATO responded to AEMO and confirmed that GST does not apply.

Secretariat note: AEMO has commenced work on determine a way forward on the application of this ruling and will provide an update at the April PCC meeting.

Verification of shipper on Albany and Kalgoorlie

Robert Gubbins (AEMO) advised that on 25 January 2017 there was a late delivery of market reports. This was due to a transfer request that completed on the morning of 25 January 2017, whereby a user transferred a MIRN to a sub network that did not have a shipper. As background to the issue, Robert explained that in 2013 REMCo implemented verification of shippers, which was applied to all networks. After the application, CGI was advised that verification on shipper sub networks was causing transactional issues so the verification of shipper on Albany and Kalgoorlie sub networks was removed. In 2015, UAFG calculations were requested to cover these sub networks, which brought Albany and Kalgoorlie back into the reconciliation process. CGI recommend that it is appropriate to apply the verification of shipper to the Albany and Kalgoorlie sub networks as the previous issue with verification no longer exists. This will avoid issues like the one that occurred on 25 January 2017. Robert assured participants that it would be a very small change to include Albany and Kalgoorlie in the verification process and that participants would not need to make any changes, as there is no impact and no procedure change is required. AEMO confirmed that no procedure changes would be required. The PCC agreed with the proposal, and gave approval for CGI to implement the change. Robert advised that CGI will send a notification to the market before and after the change is applied.
