  1. Welcome

R Haselhorst welcomed the participants.

  1. Administrative matters
    Theagenda of the meeting was adopted.
    The report of the meeting of 8/09/11was adopted and the outstanding actions were reviewed:

  1. Status of the compilation of information on ICE Schemes/Centres
    The document is available on the ICE website under the menu option “Guides and Procedures”.

Action:

UK, Denmarkand Finland (when a new Centre is available) to provide input to V Trapani by 31/12/12.

  1. Status of ICE website – updating information

The list of products needs to be aligned with ADR 2013.

Action:

V Trapani to update the list of products in the ICE website by 31/01/13

The list of companies and the link companies-productsneed to be updated

Action:

Each national scheme will ensure that by 31-03-2013the data on the website is updated

It will be investigated if the “national” database can be fed directly into the ICE website database. This will avoid duplication of data entries for the National Scheme administrator.

Action: V Trapani to investigate and determine requirements for such a submission of data (31-01-2013)

  1. Results of tests – new programme of tests
    The tests for 2012-2012 have been carried out and the reports were posted on the ICE website (see table below)

A number of comments were made on wrong telephone/fax numbers but it was re-stated that contact data should be kept up to date by the respective national schemes.

Action: If a wrong contact number is detected, the National Centre will report to V Trapani asap(All National Centres).

It was further re-stated that a sophisticated test requires the involvement of a company (see test procedure on the ICE website).

The following programme for tests in 2012-2013 was agreed upon. Countries marked with * take the lead.

The tests from France and Norway that were not carried out in 2011-2012 were re-scheduled for 2012-2013.

Important note: Finland should not be included in the Ring tests until further notice. Poland can be included since the moment that the Polish contact data is available.

Historical data (from 1996 onwards) have been posted on the ICE website in the folder “Meeting Reports”.The graph shows that the average of the response time is under the 30 minutes objective.

All national schemes were encouraged to also carry out tests amongst national scheme members in order to check continued availability of experts/expertise.

  1. Number of interventions

The number of interventions in 2011 has been updated with the data available to 9/10/12 (see Annex 1).

A graph showing the number of interventions trough time was included in Annex 2.

It was noted that not all countries had posted their data yet
Action: DK-FIN-S to do (even if the input is 0-0-0!!!)

  1. Cooperation with EMSA

W Nordhausenand LitoXirotyri(EMSA) presented MAR-ICE: its background, evaluation of its activities and the development of the cooperation at Level 2.

The proposal of establishing a list of MAR-ICE experts for these kinds of emergencies was raised and the invitation to get feedback from the Chemical Industry representatives was requested (see attached proposal from EMSA)

Some members commented that, currently, thecooperation between the national maritime agencies and ICE at level 2 is only held atnational level.

Several issues were raised by Chemical Industry members regarding aspects related to liability, insurance and reporting lines, during these incidents.

Action:

Feedback is required from ICE Integration Group members

  1. Are maritime incidents covered in your national scheme? (addressed to national scheme administrators only)
  2. Comments/suggestions on the scope of the MAR-ICE ‘level-2’ service to be provided, as proposed in points III.1-8 of the EMSA proposal?
  3. Are there companies willing and capable to participate in the MAR-ICE ‘level-2’ type service: please provide contact details.

  1. Developments in national schemes

D Amesz (Netherlands – DCMR) presented the improvements in LIOGS/ICE functionality.

CPochron (Poland – PCC ROKITA S.A.) presented SPOT, the National Scheme in Poland.

J Soriano (Spain – FEIQUE) explained the building of a map with incidents involving dangerous goods in Spain during 2010-2011(

  1. Major transport accidents

D Amesz (Netherlands – DCMR) showed a video of a release of gas in the port of Rotterdam in September 2011.

G Van Bortel (Belgium – BASF) reported about the rail incident in Godine (Belgium) in May 2012.

RHaselhorst(Germany - BASF) reported about the incident with the ship Flaminia.

  1. AOB

RHaselhorstlaunched the idea of creating an ICE global network.

Action: R Haselhorst to make a proposal at next meeting

Hungary requested to resume the training of responders in carrying out tests, which had been organised for a number of years.

Action: V Trapani to organise the day prior to the ICE Integration Meeting, if there is sufficient interest.

R Haselhorst thanked to Filip Jonckheere and Renato Mari, who has retired, for their support to the ICE system during so manyyears.

  1. Date and place of next meeting

The next meeting will be held on Friday 11 October 2013, preceded by a possible training sessionand a dinner on Thursday evening, in Vienna (Austria).
