March 25, 2015
The Braxton County Board of Education met in a regular session at Frametown Elementary
School on March 25, 2015 at 5:00 p. m. The following members were present:
Kathy Parker, President
Dave Hoover, Vice President

The meeting was called to order by Kathy Parker at 5:00 p.m.
Kathy Parker offered a non-denominational prayer.
Linda Sears, Principal of Frametown Elementary shared a presentation from the
Frametown Local School Improvement Council.
Dave Hoover moved and Van Carr seconded to approve the consent agenda items
(Minutes for March 11 meeting, payment of bills, budget transfers and supplements,
transportation requests and reports, and treasurer’s report). Vote: Unanimous
Elizabeth Stewart moved to convene into executive session under 6-9A-4 (2)(A) to discuss
personnel and student issues. Jimmy Huffman seconded the motion. Vote: Unanimous
The board convened into executive session 5:19 p.m.
Van Carr moved to reconvene into regular session. Elizabeth Stewart seconded the motion. Vote: Unanimous
The board reconvened into regular session at 5:53 p.m. with no action taken.
Jimmy Huffman moved and Van Carr seconded to approve the following
requests for leave of absence – professional:
1. Gail Balcourt – Principal Sutton Elementary effective March 26, 2015 until released
by physician
2. Jessica Stout – 3/4 Split Grade Teacher Flatwoods Elementary effective retroactive March
23, 2015
3. Kim Davis – LD/BD/MI Teacher Sutton Elementary sporadic unpaid leave of absence
4. Dawn Raynor-Sears – Pre-School Special Needs Teacher Flatwoods Elementary extension
of leave from March 16 to May 11, 2015
5. Sue Ann White – Kindergarten Teacher Sutton Elementary sporadic unpaid leave
6. Jessica Pierson – Principal Little Birch Elementary effective March 31, 2015 until
until April 13, 2015 or until released by physican
Vote: Unanimous
Dave Hoover moved and Van Carr seconded to table the following leave of absence until
further information is obtained:
Lindsay Harman – First Grade Teacher Little Birch Elementary retroactive March 2, 2015
through April 2, 2015 or until released by physician
Vote: Unanimous
Superintendent Dilly offered information on the calendar for the 2015-16 school year.
Jimmy Huffman moved and Elizabeth Stewart seconded to approve fundraisers for Burnsville
Elementary, Davis Elementary, Flatwoods Elementary, Little Birch Elementary, Sutton
Elementary, BCMS and BCHS.
Vote: Unanimous
Dave Hoover moved and Van Carr seconded to approve the expulsion of Student
#1415-11 for 365 days with the option of possibly returning to school at the beginning of the
next school year providing they meet all the guidelines set through the Alternative Education
Program (regular attendance, adequate academic progress, and no discipline issues) and at the
discretion of the Superintendent.
Vote: Unanimous
Superintendent, David Dilly gave the following positive reports from the schools:
The Principal of Burnsville Elementary reports that approximately 80% of the 2nd through
6th graders have met their AR goal this nine weeks. Mr. Hoskins also reports that their
Special Education Star Math Assessment Scale Score has increased overall this last assessment
period. They had their annual American Flag Program to teach the 5th grade students about the
Flag. Special thanks to the American Legion for this presentation. Two of their students will be
representing the school at Regional Math Field Day on Friday, March 27.
Flatwoods Elementary Principal, Joe Dooley reports a few positives from the afterschool program (BLAST):
Each session continues to begin with an active group game with all participants. Games frequently have a math or language twist. One of the most fun evenings was Dr. Seuss night. They had four physical action stations related to Dr. Seuss book titles. They hopped on balls to celebrate Hop on Pop, “swam” on scooters like the fish in Red Fish, Blue Fish, crawled like Yertle the Turtle, and balanced green eggs and ham (balls and beanbag) on a Frisbee dish as they raced to the finish line.
Performing Arts
They have been honing their performance and reading skills by performing Reader’s Theater scripts. Scripts this past month have included Green Eggs and Ham, The Cat in the Hat, several Shel Silverstein poems, and an Irish folktale about Finn McCool.
They have also been learning that performers must support one another. Key ideas have included treating one another with respectful, avoiding distracting behaviors, listening for cues, cheering on classmates for attempting new skills, and speaking loudly and clearly.
Visual Arts
The students explored the Art of Dr. Seuss. They followed step by step instructions to draw The Cat in the Hat, Thing 1 and Thing 2, the Grinch, and the Lorax. They also created truffula trees from The Lorax. Rhyming art designs were also made to go along with Green Eggs and Ham. Students then created rhymes such as “The goat in the boat floated around the moat” to caption their art.
The students built upon their knowledge of symmetry and geometrical design by creating Kaleidoscopes.
FUN DAY-St. Patrick’s Day Celebration
Using Lucky Charm cereal the students practiced their counting, sorting, and graphing skills. They explored density by creating a rainbow in a jar. They solved the mystery of the “magic” green foam by discussing chemical reactions. They concluded their St. Paddy’s Day celebration with crackers, potato soup, green cupcakes, green pudding, and green punch.
Math/Reading/Homework
Suzanne Wine, Minnie Coffman, Rebecca DeNuzzo, and Jamie Teter continue to motivate the children with hands-on math and reading activities. Mrs. Perkins homework group is also coming along nicely. Once the children are finished with their homework they look forward to learning games that build upon their knowledge.
Ms. Sears, Principal at Frametown Elementary reports that their Scale Score improvement in reading was whole school +224 points for a class average of +37 points. Scale Score improvement in math was whole school +130 points for a class average of +22 points.
Mr. Wood, Interim Principal of Sutton Elementary reports that one of the kindergarten
students didn’t know his letters or sounds prior to this semester. With the implementation
of Walk-To-Success AND most importantly, the assistance of Heather Dobbins (aide), this
student now knows all of his letters and sounds. He also says that they implemented the Try-This Grant which funds the construction of raised-bed gardens which students grow food in. There is a workshop associated with this process and a Master Gardner will be coming to the
school to help students construct and utilize the raised-bed gardens. He feels the staff and
students are awesome!
Mr. Drake, Principal of BCMS reported that they had collected $643.61 for the Mountaineer
Food Bank. Sadie Rader, an 8th grader, has qualified to go to the National Air Rifle Competition
in Nebraska.
Mr. Dilly reported that the Administration for Children and Families conducted an Environmental Health and Safety review event for the Braxton County Head Start Program. Based on the information gathered, no area of noncompliance was found during the course of the review! They also conducted a Fiscal/ERSEA (Eligibility, Recruitment, Selection, Enrollment and Attendance) review event and found no area of noncompliance! Braxton County Schools is very proud of the Head Start program and Director, Morna Greene!
The Head Start Policy Council report for March 12, 2015 was reviewed.
Dave Hoover moved to adjourn. Kathy Parker seconded the motion. Vote: Unanimous. The meeting adjourned at 7:08 p.m.
The next regular meeting of the Braxton County Board of Education will be held on
Wednesday, April 1, 2015 at 5:00 p.m. at Burnsville Elementary.
