I am to convey the sanction of the Minister for Education and Science for the payment of revised rates of travelling and subsistence allowances to Chief Executive Officers and Whole-time Teachers of Vocational Education Committees and Part-time Teachers operating between two or more centres for Day Courses, who are obliged to travel in the performance of their duties. The revised rates are specified overleaf and are payable with effect from 1 January 2000, 1 January 2001 and 1 January 2002 as appropriate.
Serving Chief Executive Officers, Whole-time Teachers of Vocational Education Committees and Part-time Teachers operating between two or more centres for Day Courses whose current cars are between 1,138 cc and 1,200 cc will continue to be allowed avail of the rates applying to the new middle car category (engine capacity 1,201 cc to 1,500 cc) on a personal basis from 1 January 1999, to 31 May 2004, provided that they have not changed or do no change to a car which is under 1,138 cc during this period.
Serving Chief Executive Officers, Whole-time Teachers of Vocational Education Committees and Part-time Teachers operating between two or more centres for Day Courses whose current cars are between 1,388 cc and 1,500 cc will continue to be allowed avail of the rates applying to the new large car category (engine capacity 1,501 cc and over) on a personal basis from 1 January 1999, to 31 May 2004, provided that they have not changed or do not change to a car which is under 1,388 cc during this period.
Chief Executive Officers should continue to ensure that only essential travel is undertaken and that the number of officers on any official journey is kept to the absolute minimum.
The payment of subsistence allowances at special rates for journeys abroad on the business of the Committee with the sanction of the Minister is also authorised. Information with regards to the appropriate rates for any particular journey will be supplied by the Department as required.
The Minister wishes to remind Vocational Education Committees of the need to ensure that all possible economics are secured in expenditure on subsistence in respect of travel both at home and abroad. Circular Letter F41/82 refers in this regard.
