Peggy Layne was appointed to the State Board by Governor Terry McAuliffe to begin a four-year term effective July 1, 2017.

Retired after a 40-year career with Dominion Virginia Power, Layne is currently a “professional volunteer” serving on numerous boards, including the Tidewater Community College Education Foundation Board, Virginia Beach 2040-Vision to Action Community Coalition (VACC), An Achievable Dream (AAD), Hampton Roads Community Foundation-Community Leadership Partners (CLP), Neptune Festival Board of Directors Executive Committee, Virginia Musical Theatre, and more.

Layne earned a Bachelor of Science degree in Business Management from George Mason University and a Master’s of Education in Human Resource Development from George Washington University. She also holds credentials as a Certified Professional in Learning and Performance (CPLP) from the American Society for Training & Development (ASTD).

Yohannes A. Abraham was appointed to the State Board by Governor Terry McAuliffe to begin a four-year term effective July 1, 2017.

Abraham serves as a Senior Advisor at The Barack Obama Foundation. Previously, he served in the White House as Deputy Assistant to the President, Senior Advisor to the National Economic Council, and Chief of Staff for the Office of Public Engagement & Intergovernmental Affairs. During his time at the White House, Abraham's team was focused on building state and local partnerships around economic issues facing working families. He has also served as the National Political Director for Organizing for America, Deputy National Political Director on the Obama-Biden re-election campaign, and Virginia Field Director on the Obama-Biden 2008 campaign.

Abraham received a Bachelor of Arts degree in Political Science from Yale College and is a native of Springfield, Virginia.

Edward C. Dalrymple, Jr. was appointed to the State Board by Governor Terry McAuliffe to begin a four-year term effective July 1, 2017.

Dalrymple serves as president of Chemung Contracting Corporation, Dalrymple Holding Corporation, and Cedar Mountain Stone Corporation. He serves on a variety of boards regarding Virginia transportation issues including research, quality and training. He is past president and current treasurer of the Virginia Asphalt Association, and past president and current board member of Old Dominion Contractors Association, as well as a board member of the Germanna Community College Education Foundation.

Dalrymple received a Bachelor’s degree in Construction Technology from Louisiana Polytechnical Institute of Technology and an Associate degree in Civil Technology from Broome Technical Community College in Binghamton, New York.
