MEETING MINUTES

February 13, 2012

OPENING AND ATTENDANCE

The regularly scheduled meeting of the Law Enforcement User’s Group was held at the Dover Police Department, Dover, Delaware 19904. Cpl. Bob Abbott called the meeting to order at 9:37 a.m. Those in attendance included:

I.  REVIEW OF DECEMBER MINUTES

A motion to approve the minutes from the December 12, 2011 Law Enforcement User’s Group meeting was made by Sgt. Jody Hauck and seconded by Ms. Tammy Hyland. The group unanimously approved the minutes and the motion was carried.

II.  AUTOMATED SYSTEM USAGE – The statistics were reviewed by LEUG attendees. Ms. Gedney went through each category.

III.  OLD BUSINESS

DELJIS Development Progress Report – An overview of the Development Progress Report was given to the attendees so they could track progress on action items listed. Please refer to the attached report.

Accident Sale Portal – Report has been created in PFD and front endpoint of sale completed. Working on establishing account for fee collection and financial interface.

AFIS Interface – Testing Mainframe interface. Coding LEISS Livescan Arrest Processing.

AIIR Report – Released for Beta Testing on January 18.

AISLE Project – Pending DCI work on new switcher.

Bail Bondsperson Database – Specifications have been received by SBI to capture persons with professional licenses – armored car guards, security guards, bail enforcement agents, etc.

Bail Forms for JP Court – Waiting on approval of forms.

Bradley Legislation – Rap Back process in place. File of doctor’s prints due to expire sent to Professional Regulations and being run against NCIC for Criminal History.

Build Interface Matching Program Between DOE (3 pilot schools) and CJIS - Indian River school employees have been run against the arrest file. Campus Community and Christina will be run next.

Child Support Interface – Programming is in progress.

CJIS Hosting Environment - Preliminary work has started.

COGNOS Upgrade – Started.

Collection of DOC Supervision Fees – Business rules received from OSCCE. Writing up specifications to assess/collect fees.

COOP – COOP drill scheduled for January 19.

Data Exchange with Maryland DOC – Test file sent to Maryland October 13, 2011.

DCI Message Switcher Modernization – Work in progress, as time permits.

Disposition transmission to FBI – Problem with CDs. Resent CD of sample 200 dispositions for approval from FBI. Once approved will send year 2000 thru present.

DMV Look-up to SQL files – Not started.

DNREC Criminal Summons – Not started. Need to set up meeting with DNREC Admin. Chief Kline.

DUI Database – The DOJ does extensive research to see if a person should be charged with a DUI (greater than 2nd) and this information is constantly researched. This database would eliminate the need for this research.

Enhancement for NICS – Not started.

Enhancement for Reporting Accurate CCH – Not started.

E-Ticket Enhancements – Not started. Ms. DeBarr stated that today they put out a new version of E-Ticket with a Carrier ID field so if it’s a commercial vehicle you have to put an ID in, which is going to be required. Mr. McDonald asked if officers were being instructed as to where to find the DOT number. Ms. DeBarr responded that they are and there is a link also that will take them directly to a PDF, it’s the same one that is used in E-Crash, so that they get a view of the vehicle and know where to find the DOT number. There’s a pretty detailed instruction sheet.

E-Warning/Juvenile Justice Charges – Programming is in progress.

E-Ticket to .NET – Not started.

Firearm Transaction Point of Sale – Preliminary work has started.

Gun Court Future Notice of Arrests – Not started.

HB 177 Expungement Bill – Completed January 1, 2012/

Interface Between Department of Elections and CJIS – Currently on hold due to Elections work queue priority.

Interface Enhancement with the Public Defender’s Office – Coordinating programming changes with Public Defender programmer.

Interface with DATE – Specifications to be written up and sent thru to DTI maintenance.

Jurisdictional Form Change – Sample forms given to JP Court. Waiting on final changes.

Jury System for DOJ On-Line – Assigned.

Juvenile Justice Cube – New program for juveniles instead of being arrested, they will be put in a special program to complete. Not started.

LEISS Upgrades for E-Crash – Not started.

Long Term Care Dashboard – Draft of MOU has been submitted for approval. Estimates given for new processes identified.

Medicaid Interface with E-Crash – Production job being created. First run should be February 10.

Mental Health Records – Decision just made to utilize DELJIS for this work with a deadline of June 30, 2012.

Mobile License Plate Reader – There is a desire to form a sub-group of users to see what needs DELJIS can address.

New DOJ Case Tracking System – Create a new case management system for the Department of Justice to replace their existing system or interface to vendor software.

New Rape Crime Codes – Completed January 9, 2012.

PDF Version of LEISS – Work in progress.

PFA Non-Service when Checking Wanted Person – Meeting requested by Family court with DELJIS/JIC.

Police Fund for DE Civil Statutes – Implementation scheduled for January 23, 2012. Backed out as they felt it didn’t pertain to civil statutes.

Pre-populate Intake Forms for DOJ to Reduce Data Entry - Waiting to see if this will be addressed in new DOJ Case Tracking System.

Prosecution Charging Initiative (APS Attorney Prosecution System) – Training was held November 8, 2011 addressing issues as they came up.

Redacting Police Complaint for DOJ Release – Not started.

Rule 9 for CCP and Family Courts – Not started. Waiting on court approval before any can be started.

SBI Case Management – Training class held January18. SBI plans on implementing February 2. DELJIS fixing some issues and hopefully will go live March 1, 2012.

Sealed Warrants – Release was April1, 2011. Program backed out on April 12, 2011 due to confusion of all involved. DELJIS will begin testing new program modifications shortly.

Security Logon Screen – Single sign on has been completed. Needs to be integrated into the applications starting with internal applications first. Class scheduling.

Sex Offender Web Application – Database design is in progress. Review of codes and changes being addressed. SBI has a grant to rewrite sex offender application so that they can better track and verify their information.

Subpoena for Trial – E-Ticket – Not started. It will require that a complaint number be put in for that if the officer wants to put in witnesses.

Switch Connection Encryption – Not started.

Temporary License Creation – Working on final programming as time permits.

Validation Project – Purge routine to start with January records. Local record purge to mirror NCIC purge process. Local records have not been addressed yet.

VINE Call to Court – Changes to scripts will be released shortly with all enhancements except select “2” for Spanish. Waiting on spending authority for the grant money. CCP traffic arraignments were just added today.

Web Apps Change Login Application – Will start to convert web apps to new logon starting with internal applications, class scheduling will be the first.

Web Site Common Look & Feel – Not started.

Wilmington Red Light Appeals to JP Court – Set up SFTP site for vendor file. Testing with vendor.

NIBRS – Ms. Rigby stated that Quality Control and other record departments are trying to complete their 2011 reports. Notices have been sent out and are requesting everyone to check their saved and unapproved list. By the end of February SBI needs the reports for 2011 in so they can submit them to the FBI in the beginning of March. Ms. Sheppard is going to send out e-mails to the troop commanders with a spread sheet of all reports and supplements that are not approved.

E-Ticket – Ms. DeBarr stated that once the IDR (AIIR report) is implemented in LEISS, a tab to E-Ticket will be added so if you create one of those you can write your ticket based on that information. Ms. DeBarr also stated that today a new version of E-Ticket was put out with the Carrier ID field so if it is a commercial motor vehicle you have to put an ID in, it will be required. Mr. McDonald asked if officers were being instructed where to find that. Ms. DeBarr said there is a link that will take them to a PDF which is the same one that is used in E-Crash.

LEISS – Question was posed by Cpl. Hamm of the Delaware State Police, in the first field when you put in the description of the incident it is barely readable. Is it possible to make the print in that area just a little bit bigger? Ms. DeBarr stated that she didn’t know if the font could be changed inside the image box but she would be glad to check on that.

COGNOS – Nothing to report.

E-Crash – Ms. Hyland reiterated her question of prior meeting regarding the status of accident reports where the victim dies at a later time and the case turns into a fatal. Mr. Carretto said in a couple of weeks there will be a resolution to that problem. Testing will need to be done before release.

Ms. Hyland also brought up the fact on accidents with school buses the officer checks school bus but then when they look at the vehicle type they’re checking bus which could be a tour bus, etc. This could possibly be a training issue. It is possible that this problem could be turned over to the validation section with DELJIS. Ms. Hyland asked Mr. Carretto if it was possible to install a drop down to say Bus (not school bus) and Mr. Carretto felt that could be done. Mr. McDonald felt that it was troubling that the supervisors were not catching that as well as the Quality Control Group at DELJIS was not catching it.

Question from Cpl. Hamm regarding the change on E-Crash, I guess some supervisors were approving their own reports, when that change came out, there was a little box on the left hand side that allowed the supervisor to drop the narrative if you were going to return the report. You used to be able to drop that out of the way so you could see more of the report which made it easier to pan back and forth but when they took that supervisor approval out that box went away. It’s not a big thing but you were able to see more of the report. Mr. Carretto said he thought there was a memory issue. He will see if they can fix that.

Cpl. Hamm asked a question as to why some of his officers can’t write reports if they are out of their jurisdiction. Mr. McDonald stated that was being fixed. Mr. McDonald said the officers were going to be given the option for statewide access to write reports.

One other question that Cpl. Hamm had is when there was an accident with a departmental vehicle that the heading on the accident read Departmental Accident. Ms. Hill asked if he would like it to read Property Damage – Departmental and whether it was property damage or personal injury. Mr. McDonald requested from DELJIS that the report read Departmental Property Damage, Departmental Personal Injury so that Departmental stands out in the heading. Ms. DeBarr said they would work on that.

Tow Slip – Nothing to report.

IV.  NEW BUSINESS

Ms. Rigby wanted as a reminder that grids are still important on LEISS reports. When doing statistics it is found that there are a couple of agencies that use the same grid for their agency and are not using the grid maps and it is important for the statistics to use the proper grids. Ms. Hill said the locator tool is in the crime report and it is available for officers to use but it is not mandatory. It’s new but it’s there. Ms. Rigby wanted to know if anything had been released on it so that they use it. Cpl. Abbott said just that it’s not mandatory at this point. DRBA still has issues with the grids and have given Mr. Bell the information. Mr. Ken Allen of Delaware State Police said they were creating a new map and that if he could get the information that he would attempt to make the corrections if the problem is just bad data and not the application. Mr. Carretto felt it was self application. Mr. George of DelDOT asked if there was a compiled list with all the issues that are recorded. Mr. Allen said that if someone could help him identify where their misinformation is coming from maybe we can get that corrected. Mr. McDonald said that Dela Soft wrote the original and was wondering if they were doing the update. Mr. Allen said that they were. Mr. McDonald said the maps were probably displaying what was originally delivered. Mr. McDonald said this was the first update that he had heard of. Mr. Carretto said that this is the second one, the first one didn’t go out to everybody because there were still problems with it, but this one if it passes all the tests, it will be going out. Mr. Allen said that his office has been doing a lot of work on that so it should correct the problem that DRBA is having if it’s the application for the property and we’re pinpointing that data. Mr. George asked if there was a compilation of where all the issues are that you have recorded. Sgt. Hauck said that Mr. Bell has a list. Mr. George asked if he had to get to contact Mr. Bell to get that list so that he could forward it on to Planning as they are the Department that maintains all the maps for the State of Delaware.
