BOARD OF PUBLIC WORKS

AUGUST31, 2015

The regular meeting of the Board of Public Works was called to order at5:31p.m. byChairman Moore on Monday, August 31, 2015 in the Conference Room of the Department of Public Works located at 63 Canal Street in Holyoke.

#1. Motion to approve and accept the Minutes of the previous meeting (08.03.15)

made byChairman Moore, seconded by Commissioner Garcia. 2-0

#2. TABLED

(a) Parking Garage Project–

(i)Suffolk Street Parking Deck – Nothing to report at this time.

This item will remain Tabled.

(ii)Proulx Parking Garage – General Superintendent reported the completion of access parking control equipment being installed and working well. It needs to be connected to fiber optics commute – this will be done this week sometime.

This item will remain Tabled.

Motion to receive made by Chairman Moore, seconded by Commissioner Garcia. 2-0

Motion to re-open the hearing recessed from Monday, August3, 2015 at 6:06 p.m. to discuss a personnelissue made by Chairman Moore, seconded by Commissioner Garcia. 2-0

Motion to close and recessed hearing and recess once again until next meeting on Monday, September 21, 2015 due to lack of same quorum made by Chairman Moore, seconded by Commissioner

Garcia. 2-0

General Superintendent – Report

Discussed with the Board the hiring of a City Engineer. There were seven applicants of which only three had the qualifications needed. Two were interviewed. General Superintendent highly recommends the hiring of Yem Lip of South Hadley. He was recommended by the former City Engineer Matthew Sokop. Mr. Lip has done this type of work for over 20 years. He has been the engineer in Longmeadow. He is very interested in learning about public works administration which is good cause the proper title for the position is Assistant General Superintendent/City Engineer. He won’t need any training – he already knows the ins/outs.

Motion to hire Yem Lip as Assistant General Superintendent/City Engineer effective in two weeks made by Chairman Moore, seconded by Commissioner Garcia. 2-0
