ICOMIA Super Yacht Meeting

Highlights of the ICOMIA Super Yacht Division meeting

1. ICOMIA Environmental Issues

·  Global Environmental Regulations

o  The Solvent Emission directive will be integrated into the pollution prevention and control directive.

o  Woods and metals will be separated in the directive for maximum levels of allowed solvents.

o  These directives are outside of the boat directive.

o  All boat yards are encouraged to use the ICOMIA Emissions Tool.

o  EPA evaluating comments received in the VOC emissions rule.

o  Australia will follow EU rules.

o  In waste water rules – TBT is no longer used in the boating industry; waste water can be treated by sedimentation and filtration. Shipyards are turning to recirculation of waste water.

·  IMO Ship Recycling Convention

o  Hong Kong recycling convention adopted summer 2009. Currently a merchant ship requirement.

o  Exempted: war ships and ships less than 500t.

o  Certificates: 1. Inventory of hazardous materials, and 2. Ready for Recycling.

o  Stills needs to be ratified by 15 user states.

o  Each ship must have a recycling plan.

o  RINA is already issuing voluntary recycling certificates and “green” passports.

·  Superyacht coatings conference will be held in December 2009 in Monaco.

2. ISO Issues

·  Current work, Technical Committee 8, Subcommittee 12

o  Windows and Portlights security requirements – No work started due to lack of project leader action.

o  Deck crane and gangways – Standard dormant for the past two years; looking for a convener.

o  Windows and Portlights strength requirements – Part 1 will soon be submitted as a CD.

o  Coatings - will soon be submitting a CD for review and comment.

·  New Work Item Proposals

o  Diesel engine safety requirements – Looking for a convener; work to begin next summer

o  Structural fire protection in FRP yachts – First meeting will be held at METS

3. Maritime Labor Convention (MLC)

·  Industry has submitted a “good practice” line for crew cabin areas: from a 30% reduction at 200t to 10% reduction at 500t under MLC.

·  Also covers days in port (1 in 6). Days can be accrued.

·  Crew members work only 8 hours a day and then may go ashore.

·  ICOMIA members were asked to provide support for this proposed Convention.

·  May be in effect 2012/2013.

4. MCA LY2 – Cooperating for consistency

·  MCA Large Yacht Code can be used as a national code for member states.

·  Germans and the Dutch will be using the LY2. Italy and France not interested. Trying to avoid major changes by member state users. May invite US Coast Guard involvement.

5.  SYBASS project – Compensated Gross Tonnage

·  Statistics needed to support lobbying work on economic benefits of super yachts. CGT one method used and verified by university work. Will be used by MIAs

6.  Superyacht Refit Group

·  Last met in Monaco

·  Aim to bring quality to refits.

·  Developing a common contract for use by yards for clients.

·  Developing a common liability insurance for the group.

·  This group sits under the superyacht division in ICOMIA.

7.  IMO Representation

·  MEBA (the association of yacht brokers) will be funding the ICOMIA representative at IMO.

8.  Other Business

·  A future meeting presentation will be the standardization of yacht –shore connections.

9.  Next meeting of the Super Yacht Division will be held ICOMIA Congress in Chicago 9-12 June 2010.
