Khanjhawala, Delhi, regarding providing any clue about the missing/kidnapped person namely Nikhil Bhardwaj, Gender- Male, Age- 32 years, Height- 6’, Complexion- Wheatish, Face- Round, I.D. Mark- Mentally Sick, Wearing-Black T-shirt, half pant and hawai chappal in feet, S/o Sh. O.P. Pathak, R/o C-58/13, Flat No.B-2017, Sneh Kunj Appartment, Sector-32, Noida, U.P. from Saksham Rehabilitation Centre, Khanjawala, Delhi, which will hold good for a period of one year with immediate effect for anyone who may give any information/clue(s) about the said missing/kidnapped person.

As and when any information about the missing/kidnapped person in the said case is received the same may be sent to Inspr./Computer Centre (Web Site), SCRB, Kamla Market as well as in C&T Branch, PHQ.

The Commissioner of Police, Delhi reserves the right to decide finally by whom the reward has been earned and in what proportion it will be distributed amongst various claimants, in case more than one claimant comes forward for the same.

Desperate Terrorist of KCP (MC) arrested

Two victims abducted for ransom of two crores rescued

Special Cell, Delhi Police has arrested one Ningthoujam Romen Singh @ R.K. @ Rocky @ Nongdrenkhomba, s/o N. Ibomcha Singh, r/o Kumbi Thingel Leikai, District Bishnupur, Manipur, aged 27 years, Commander-in-Chief/ Financial Secretary of the KCP (MC), a faction of banned terrorist organization Kangleipak Communist Party (KCP). A team of Inspector Rahul Kumar and Inspector Dharmendar of the Special Cell arrested the accused on 01.11.2012, u/s 41.1 Cr PC from Sarai Kale Khan ISBT, New Delhi. He was apprehended on the request of Manipur Police. He is involved in a number of heinous cases of murder, kidnapping, abduction, extortion, Unlawful Activities etc. in Manipur. 5 mobile phones, 16 SIM cards of various companies & states, 2 pen drives, 1 laptop and 15 demand letters on the letter head of banned terrorist organization Kangleipak Communist Party (KCP) issued under the name of accused Nongdrenkhomba as Finance Secretary have been recovered.

Ningthoujam Romen Singh @ R.K. @ Rocky @ Nongdrenkhombahad got two persons namely Budhi Chandra & Ningthembi, officials of Takmu Water Sports Construction Project at Moirang, Bishnupur, Manipur abducted through his cadres and demanded a ransom of Rs 2 Crores for their release. Sustained efforts were made after arresting the accused in close collaboration with the Manipur Police which resulted in the rescue of the abducted victims from the clutches of the cadres of the accused in Manipur.

He was in contact with Commanders of other banned terrorist outfit like the United Revolutionary Front (URF). Nongdrenkhomba was earlier arrested in 2008 at PS Laimakha, Meghalaya for being involved in terrorist activities. He has shifted his base to agra. He was orchestrating the kidnappings/ attacks/ threats to government officials/ general public of Manipur through his cadres and was accumulating huge amount of money by way of ransom/ extortion. The accused has also sent threat/ extortion letters to various persons in Manipur through e-mails.

During interrogation, he revealed that he was born in the year 1985 at his native village Kumbi, District Bishnupur in Manipur. After studying up to 8th standard, the subject left the studies and started farming with his father. In the year 2007, he along with his brother in law Rajesh, r/o Chandpur, Bishnupurwas joined as Over Ground Worker (OGW) of KCP/URF at Dimapur. Later in 2008, the subject was arrested at Meghalaya for his terrorist activities and was released on bail after two months. After that, in the year 2011, the subject shifted to Kakarbiita, Nepal and stayed there for some months. He continued making his threat/ extortion calls from Nepal. In Dec 2011, he went to Goa and in May/ June he finally shifted to Agra, UP.

He continued making threat/ extortion calls from Agra, UP to government officials and general public of Manipur which are being confirmed from Manipur Police. The subject was running a strong extortion racket from his base in Agra, UP. Manipur Police has been informed about his arrest.

INVOLVEMENTS-

  1. FIR No. 8(2)2011, u/ss. 364-A/302/34 IPC, s. 20 Unlawful Activities (P) Act, PS Bishnupur, Manipur - This case was registered for abduction and subsequent killing of Mr Thoiba Singh of Nachou Kha Leikai on 02.02.2011.

2.FIR No. 6(2)2011, u/ss. 447/427 IPC, s. 20 Unlawful Activities (P) Act, PS Kumbi, Manipur - This case was registered for setting on fire one mobile telecommunication tower of VOIM network at Kumbi Thingel Leikai on 07.02.2011.

3.FIR No. 105(9)2009, u/ss. 17/20 Unlawful Activities (P) Act, 21 (1-C) Act, PS YPK, Manipur - This case was registered for being involved in collection/ extortion of money from general public, government officials, contractors, business men etc.

4.On July 19, 2012, a demand of INR 4,00,000/- was made by Nongdrenkhomba faction of KCP-MC placed at the office of the Society by militants of the KCP group to Light Commercial Vehicles Transport Society.

5.On July 3, 2012, a hand grenade was found planted at a grocery shop of Ningthoujam Jayanta located at Moirang Lamkhai in Bishnupur District byNongdrenkhomba. Police retrieved the grenade and defused it later.

6.On July 1, 2012, a demand of INR 3,00,000/- was made by KCP-MC to a woman body, WAD. The demand note was signed by Nongdrenkhomba and Taibang Nganba of KCP-MC.

7.On May 4, 2012 on the directions of Nongdrenkhomba, his cadres had placed a bomb in front of the gate of the residential house of a businessman, identified as Wangkhem Megha, of Phubala Awang Maning Leikai under Moirang Police station in Bishnupur District in the early morning hours. The bomb was found inside a tin can wrapped in a plastic bag with a written note which said "Last warning from KCP-Nongdrenkhomba". Police retrieved the bomb and later defused it safely.

8.Nongdrenkhomba had extorted Rs 3,00,000/- from one Leishram Khomei Singh, r/o Ningthoukhong Kha Leikai Distt Industry Centre (DIC), Bishnupur, Manipur.

9.Nongdrenkhomba had got hurled hand grenade on one Doleshwar, an engineer with the Takmu Water Sports Construction Project at Moirang, Bishnupur, Manipur for compelling him to give Rs 30 Lakh as protection money.

10.In October 2012, on the directions of Nongdrenkhomba, one lady namely Memtombi, r/o Sagolband, Imphal West, working as supervisor at Integrated Child Development Services (ICDS), Bishnupur, was abducted by his cadres and later released after receiving a ransom of Rs 10,00,000/-.

11. The accused had sent demand/ extortion letters to various government officials/ general public including a lady teacher of Navodaya School, Khombung, Imphal West, a lady teacher of Brighter School, Imphal West, Manipur, a mobile phone company in Imphal West, Manipur (for a sum of Rs 10 Lakhs) and the BSNL Office at Khombung, Imphal West, Manipur (for a sum of Rs 1 Crore). In the process, a hand grenade was also got hurled at the BSNL office by the cadres of the arrested accused.

12. A lady namely Laishram Khomei, r/o Ningthoukhomg Makha Leikai, Bishnupur, Manipur, working as General Manager District Industries Centre, Bishnupur was threatened and extorted of Rs 1,00,000/-.

13.On 19.10.2012, as per the directions of Nongdrenkhomba, his cadres hurled a hand grenade at the house of one Binarani Devi, Councilor of Thangmeiband, Imphal West, Manipur.

14.On 04.10.2012, Nongdrenkhomba threatened one Kal Chand, contractor at Imphal West to pay Rs 5,00,000/-.

15.On 04.10.2012, the accused extended threats to a lady namely Shagoisham Sanahanbi, w/o Shagolsham Bihari, r/o Hiyangthang, Leirembi Maning Leikai, Imphal West, Manipur, working in ICDS and demanded Rs 5,00,000/- as protection money.

16.Nongdrenkhomba had also threatened the Manger of SBI Bank, Bishnupur branch to close the bank as he was not allowing deposit of a huge amount in a bank account given by him. The branch was forced to remain closed.

A fugitive wanted in a murder case ofDelhipolice Constable arrested.

Reward of Rs 1 lakh was declared on his arrest byDelhiPolice.

In a major breakthrough, Special Unit of Crime Branch has succeeded in arresting one person involved in a murder case of a Constable of Delhi Police. Victim Naresh Kumar, who was posted in PS Bharat Nagar of North- West Distt was brutally crushed to death by the accused Shakir along with his associates. A reward of Rs One lakh was declared on his arrest by Delhi Police.

INCIDENT AND OPERATION:

On the intervening night of 17/18.05.12, Constable Naresh posted at PS Bharat Nagar was on night motorcycle patrolling duty along with Ct/DHG Shankarin the area of PS Bharat Nagar area. Constable Naresh received information through Wireless that one Tata 407 had pelted stones on the police as well as public near the area ofSubhashPalaceand the police vehicles were chasing them. On getting this information, Constable Naresh and DHG/Ct. Shankar had intensified their patrolling and located the above said Tata 407 in the area of PS Bharat Nagar, the duo overtook the speeding Tata 407 and tried to stop the offending vehicles but instead of stopping, the inmates of the vehicle intentionally brutally crushed the police motorcycle and fled away from the spot leaving behind the bleeding victim (Constable Naresh), who died at the spot.A case vide FIR No. 110/2012 Dt. 18/05/2012 U/S 302/307/147/148/323 IPC PS Bharat Nagar, Delhi was registered in this regard. During investigation it was revealed that criminals of Mewat region of Haryana, headed by Shakir were involved in this crime. Various teams of Delhi Police were trailing Shakir and his associates in Mewat and NCR Region but Shakir was continuously changing his hideouts. A reward of Rs. One Lakh was declared on his head by worthy Commissioner of Police,Delhi.

On 02.11.2012, specific inputs were received by Ct. Aslup and Ct. Rakesh Tomar of Special Unit, Crime Branch that Shakir would come near Matka Peer Dargah near Pragati Maidan at about 4.45 AM to meet his accomplice. A trap was laid and at about 5.40 AM, one youth, who was later identified as 1.Shakir S/oKallur/oVillageDhauj, PS Sector 55Faridabad, Haryana, Age-27 Yearswas apprehended. He was subjected to intensive interrogation, it was revealed that he was the active member of Mewati gang involved in theft of cattle as well as other crime inDelhiand NCR region. This gang had a unique modus operandi, for the purpose of cattle theft, they had purchased a Tata 407 vehicle and the same was modified to help them in their nefarious activities. Heavy iron girder/bumper were fitted in the vehicle to crush/damage the intercepting vehicles (mostly police vehicles) while returning with their booty. Further, to strengthen their armory, they used to keep heavy loads of stone in the vehicle and if any police vehicle dared to chase them, the members of this gang never hesitated to hurt them by pelting stones on the chasing vehicle, there were instances when they had even thrown the cattle from their vehicle in front of the chasing police vehicles, thereby forcing the chasing vehicles to stop. During night time they used to enterDelhiin search of stray cattle in their Tata 407 vehicle, members of this gang, which included 10-15 persons, carried weapons along with them and on resistance they never hesitated to take the extreme steps for their escape.

On the fateful day, while accused Shakir along with his associates were returning back in their Tata 407 with stolen Cattle, they were intercepted by the police vehicle and in the process of escaping Shakir along with his associates had crushed the intercepting police motorcycle resulting in the death of Constable Naresh and injuring Ct./DHG Shankar of PS Bharat Nagar, Delhi.

It was also revealed that accused Shakir was real brother of one Shahid, who was arrested in “Dhaula Kuan rape case and is presently running in Judicial Custody.”

Accused Shakri was arrested under the appropriate sections of law.

PROFILE

1.Accused Shakir had studied up to BA 1styear and was running a gang involved in cattle theft and other crimes inDelhiand NCR region. He had a criminal history and was earlier arrested in PS Model Town,Delhias well as by Haryana Police.

Local police has been informed about his arrest. Accused person will be produced in the Court of Sh. Gautam Manan, ACMM-New Delhi Distt, Patiala House Courts on 02.11.12. Further efforts are being made to arrest the other absconding associates of the accused Shakir.

A QUACK POSING AS DOCTOR AND RUNNING HIS CLINIC IN MUNIRKA ARRESTED

INCRIMINATORY DOCUMENTS / ARTICLES RECOVERED

Staff of PS Vasant Vihar, South District has arrested one quack namely Subodh Sarkar (32 years) s/o Shashadhar Sarkar r/o H. No. 40/9, Gopi apartment, Kishangarh, New Delhi who was posing as Doctor and was running his clinic in the name of Mitali Clinic at H. No. 119, A/7, Mansa Ram Chowk, Munirka, New Delhi.

BRIEF FACTS :

In view of advisory / guidelines issued by Delhi Medical Council, Maulana Azad Medical College, Bahadushah Zaffar Marg, New Delhi to curb the activities of quack medical practitioners in different parts of Delhi who are not having any authorized medical degree. Also, such people are hazardous for the society who for the sake of money only are playing with lives of patients in the garb of registered medical practitioners. All the division / beat staff was briefed to make intensive hunt for such quacks in the area and conduct door-to-door survey in their respective areas. Also, sources were deployed to develop information about such quacks. During this proceeding, the police team received information that one Dr. Subodh Sarkar who was running his clinic in the name of Mitali Clinic at H. No. 119, A/7, Mansa Ram Chowk, Munirka, New Delhi is not a registered medical practitioner but attending the patients and prescribing allopathic medicines to them.

A raid was conducted at Mitali Clinic where one Subodh Sarkar claimed himself to be a Doctor. The police team asked him to produce the certificate of medical practice / degree, which he could not produced rather tried to mislead the police party by showing Ayurvedic Degree of BAMS (Bachelor of Ayurvedic Medicine System) and PMPA (Modern Scientific System of Medicine, issued by Private Medicine Practice Association of India). Later, during interrogation he broke down and disclosed that he is not having any allopathic medical degree for attending the patients / prescribing the medicines. Subsequently, accused Subodh Sarkar was arrested and incriminatory documents / articles were recovered from his clinic. In this regard, a cash vide FIR No. 353/12 u/s 27 Delhi Medical Council Act, 1997 was registered at PS Vasant Vihar and further investigation was taken up.

INTERROGATION :

During interrogation, accused Subodh Sarkar disclosed that he is a local resident of Village Kishangarh, New Delhi and has studied up to 12th class. He is married. In the year 2011, he completed a diploma in ayurved (BAMS) from Kolkata, West Bengal. Later, in the garb of Avurved Diploma, he started posing as an Allopathic Doctor and prescribing medicines to the patients of piles, fistula, fissure, sinus, eczema, sex and VD. Further investigation of the case is in progress.

ONE ROBBER AND TWO JUVENILES APPREHENDED

INTRODUCTION:

Jahangir Puri police of North West District has apprehended one robber Jamshed s/o Anwar Hussain r/o N-38/B-63, CD Park, Jahangir Puri, Delhi along with two juveniles and solved a robbery case.

INCIDENT:

On 30.10.12 at about 2.40 AM, one Rani had gone at Main Road D-Block in front of Gali No. 300, Jahangir Puri to see off her son-in-law and when she was on her way back, four youths came from behind, caught her hands and took away her four ear rings forcibly. In this process, she also fell down and got injury. Accordingly, a case vide FIR No. 280/12 u/s 394/34 IPC PS Jahangir Puri was registered. During investigation, the involvement of one active robber Jamshed found in this case. A police team was constituted by Inspr. Yashpal Singh, SHO/Jahangir Puri which laid a trap and apprehended Jamshed s/o Anwar Hussain r/o N-38/B-63, CD Park, Jahangir Puri, Delhi alongwith his two juvenile associates. Three golden ear rings were also recovered from their possession. During interrogation, Jamshed admitted his involvement in above case and further found involved in four other cases of robbery of PS Jahangir Puri.

The special team of PS Bhalswa dairy arrested a proclaimed offender namely Rakesh Kumar s/o Balak Ram r/o 103 MCD Colony, Sec-11, Rohini, Delhi.He was declared PO on 20.10.2012 by the Hon'ble Court of Sh. Jitender Singh, MM, Karkardooma Courts in C.C No. 15583/08 u/s 138 NI Act, PS Anand Vihar, Delhi. Ct Ajay and Ct Laxman Pandey received a secret information about the presence of proclaimed offender Rakesh Kumar in the area of Karkardooma courts, Delhi. They laid a trap and apprehended him from Karkari Mor, near Karkardooma courts, Delhi.
