Defence Aviation Error Management System Project – December 2013 Update

The Defence Aviation Error Management System (DAEMS) project is nearing the end of its unit delivery phase, with the majority of scoped units having now been ‘touched’. With less than 1.5 years remaining in the contract, focus is now on sustaining the trained personnel levels required and providing technical support to priority units. Below are details of the DAEMS workstreams

Unit deliveries / Up until April 2014, the unit deliveries will continue, capturing the remaining smaller elements of the aviation community (see Annex A for past and resourced future deliveries). Error Management Foundation / The Error Management Foundation training will be delivered either through phased professional training or on unit by trained military instructors. This will be incorporated into RA1440(2) early 2014. / Current-Mar 14 / Current-
Short term sustainment / Between April 2014 and March 2015 (the end of the contract with Baines Simmons Ltd), we will be delivering specialist training out of the Centre of Air Safety Training (CoAST) at the Defence Academy, Shrivenham. This will provide the training for Error Management System Coordinators, Occurrence Investigators and Occurrence Review Group members. / Current-Mar 14 / Apr 14-Mar 15
DE&S / The DE&S still require a level of DAEMS support, though the scope of this is being developed in conjunction with the Defence Airworthiness Team. Although some Project Team personnel situated on Main Operating Bases have received some awareness of Error Management as part of the rollout, a more focused approach will be required for key roles based at Abbey Wood and any untouched satellite personnel. This activity will begin early 2014 with an assessment phase to determine the cultural characteristics of the organisation. / Current-Feb 14 / Mar 14-Dec 14
Assurance / The assurance framework has been jointly developed with Baines Simmons to provide an assessment of generic EMS characteristics on any unit. The next phase for this work activity will be to conduct workshops with Command Flight Safety Assurance personnel in order to get feedback. This may be followed by a further option for Baines Simmons to provide EMS assurance training if required during 2014. / Current-Mar 14 / TBD
Long term sustainment / As the activities above continue, we have been looking ahead to April 2015 when a sustainment solution must be in place to ensure the EMS principles endure. The options are detailed in a Business Case that is currently in circulation and an update will be provided as to the MAAs direction at an appropriate time. / Current-Mar 15 / Apr 15-
