Minutes of the Annual General Meeting held on the 26th May 2016

  2. The minutes of the last Annual General Meeting (2015) was accepted as a true record of the meeting and signed accordingly
  3. Councillor Morris thanked the Clerk for the annual report which was as follows:-

During April 2015 and March 2016 11 Council meetings were scheduled. Following the vacancy created by the retirement of David Roberts, Anne Morris has been co-opted on to the Council.

In December 2015 Councillors learnt of the death of Councillor Angela James following a short illness. Councillor James had been a committed Councillor for many years and the Council sympathises with her family in their loss.

Councillors are very pleased that North Wales Police are represented in Council meetings. This provides the opportunity to discuss issues/concerns and for a decision to be made regarding priorities. During the last twelve months PCSO Holmes has been replaced by PCSO Dean Sawyer and Martin Griffiths. Although based in Chirk, the increased police presence in the village is appreciated.

As outlined in the statement submitted last year, Glyn Ceiriog Rugby Club had been successful in attracting grants from Sports Wales and the WRU and this money together with money raised locally enable the old football pitch to be resurfaced to enable rugby matches to be played on the pitch. The pitch was officially opened last year with a match between Llangollen and Glyn Ceiriog.

During the last twelve months the Community Council has managed to make improvements in the village. For example following a grant of £50,000 from WREN, improvements have been made to the playing field. The field was officially opened in August by Dai Davies, Llangollen and the feedback from children and parents have been very positive with increase usage of the playing field.

Another development has been the opening of the toilets. The toilets due to cost cutting had been closed by WCBC and between 2014/5 negotiations took place between WCBC and this Council Council (CC) to re-open the toilets with the CC taking responsibility for its running. Currently the CC is renting it from WCBC with the ultimate aim of a lease being signed between WCBC and the CC.

Whilst the improvements to the playing field, rugby pitch and the opening of the toilets will no doubt benefit local residents, it is also hoped that these improvements will give a positive impression to those visiting the area.

The Community Agent goes from strength to strength with the Agent receiving referrals from various sources including individuals and statutory agencies. This Council was first to agree to take part in WCBC’s pilot and whilst other Council’s have now decided to take part, this project is seen as a template for others to copy. WCBC have agreed to fund the project until March 2018 what will happen then is unclear, however it is hoped that WCBC, a charity or consortium will agree to its continuity.

The precept figure remains at £22,000 and has done so for a number of years. This is an indication of the Council’s careful financial management. Whilst budgets are clearly being reduced it is hoped that local amenities which benefits the community such as the Memorial Institute and the Canolfan Ceiriog will continue to be supported by the Council. It is also hoped that other associations such as the local Eisteddfod and charities that support and benefit local residents will continue to be supported by the Council despite the pressures on its budget.

  1. Financial Report 2015/16 – The Clerk had prepared a statement of expenditure and income for the financial year. The accounts had been audited by internal auditors Morris Cook of Llangollen who had confirms their accuracy. The Chair signed the documents which will now be sent to Grant Thornton, External auditors.
