SUMMARY
Many Sudanese refugees fled to Chad with their cattle, which increased the number of livestock in the area. Overgrazing has created tensions between refugees and the host population, while animal diseases, such as Anthrax, have also increased, resulting in an amplified mortality rate (32,000 dead bodies recorded). As livestock represents the primary asset of most of the refugees and the hosting population, protective measures are urgently needed to safeguard herds. In addition, promotion of small animal breeding that targets vulnerable groups will provide for improved food security and living conditions. The project will complement other livestock initiatives (OXFAM, SECADEV) in the area. The need for this project was identified in 2004. Current projects now close to completion are to be finalised in December 2006.
Activities
The project will provide local goats and sheep to 10,000 households to improve small ruminant farming and create income generation. Each household in the Bahai area and north of Iriba and Guereda will receive three females, one male and one veterinary kit.
The project will reduce pressure on pastures and improve food coverage for livestock by promoting fodder crops. Means to this end will include the organisation, collection and distribution of groundnut oil cakes and the installation of 20 wells in pastures surrounding camps. The project will also provide urgent livestock vaccination and care in the most-affected areas. Particular attention will be paid to parasite treatment and Anthrax and peri-pneumonia vaccination for highly-affected herds.
Current estimates put the number of livestock at 4 million including 1.5 million for the refugees and 2.5 million for the local population (764,000 bovines; 1.1 million sheep / caprines; 350,000 camels; and 180;000 equines). The project will allow 15,000 households (more than 75,000 people) to benefit from income-generating activities aimed at improving their food and nutritional situation.

SUMMARY
The project aims to improve the food security of the Sudanese refugees and their host population in eastern Chad by increasing agricultural outputs and promoting income-generating activities.
Activities
The project will supply seeds (millet, sorghum and groundnut) and hoes to 50,000 households (20,000 refugees and 30,000 inhabitants around the camps) to enable the cultivation of 0.5 hectares (ha) per household during the 2006 winter season.
Cash-crop seeds and hoes will also be supplied to 10,000 households (5,000 refugees and 5,000 local population) to facilitate the cultivation of 3 acres (0.03 ha) of land per household in areas next to the wadis. The assistance will also include well drilling and equipment supply to allow for the construction of one pond (chadouf) per owner.
The project will provide 3,000 host households with cash-crop seeds, sorghum and tools to raise autumn cultures to a rate of 0.25 ha per household.
Training of and assistance to 110 women and youth groups will also be carried out. Assistance will include provision of seeds, tools, and farming of natural products. Provision of one mill per group and cash-crop wells around the camps is also envisaged.
The project will safeguard the environment and soil fertility by promoting appropriate agricultural techniques and training.
Based on the average output of the targeted zone, the project is expected to facilitate the production of 16,000 MTs of cereals, 4,000 MTs of legumes and 142 MTs of vegetables. This expected production will improve the population’s purchasing power and food and nutritional status.

SUMMARY
Agriculture and livestock constitute the main livelihoods in zones hosting Sudanese refugees, while refugees tend to be farmers and herders themselves. The agriculture and livestock sectors are however faced with a variety of natural impediments exacerbated by the lack of technical, material and financial resources. These in turn endanger the vast majority of the population’s food security and living conditions. The already precarious situation for the majority of eastern Chad’s inhabitants has been further aggravated by the influx and the prolonged presence of 200,000 refugees from Sudan and 30,000refugees from CAR. The locust threat adds additional concern and requires continued monitoring. Through this project a coordination structure will be established to work in close co-operation with the Ministries of Agriculture and Livestock, Chad’s governmental environment services, relevant UN Agencies, NGOs and grassroots associations.
Activities
- Technically assist the ministries of agriculture and livestock in agricultural emergencies and rehabilitation programs;
- Establish emergency management, monitoring and evaluation and rehabilitation projects in agriculture;
- Reinforce national capacities through but not limited to the creation of a local evaluation expert concerned with the agriculture sector’s continuing needs for rehabilitation;
- Provide information to donors on the agriculture, food and fund-raising situations;
- Provide relevant and timely information on progress in the agricultural sector through a database accessible to all partners;
- Provide training related to mission monitoring/evaluation and project/programme design in emergency areas.
In 2005, the FAO office in Abéché ensured communication and provided regional-level information the on all agriculture operations for humanitarian assistance. Reinforcement of this office is crucial to the establishment of a successful agriculture sector group at the regional level.

SUMMARY
As a result of the socio-political instability and crisis in the north-west of CAR, many nationals from CAR fled to southern Chad. Their migration has had a continued affect on the country for the past decade. Approximately 6,000 households of CAR refugees are presently situated in the Goré and Danamadji camps where they receive UNHCR and WFP food aid. The prolonged presence of the long-standing refugees and the arrival of new individuals seeking asylum has strained food availability capacities while having a negative impact on the area’s food security. The situation for local communities has become increasingly precarious, in particular for small-scale farmers and female-headed households. Fortunately, the area benefits from favourable agro-ecological conditions, including good amounts of rainfall, fertile soil and the possibility of cultivating out of season cash-crops. UNHCR and FAO are already supporting those initiatives by providing seeds and technical and logistical assistance.
This project’s main aim is to improve food security by both reinforcing and expanding current refugee assistance.
Activities
- Supply sufficient food seeds (millet, sorghum and groundnut) and two hoes per household to 10,000 total households (6,000refugees and 4,000 hosts surrounding the camps) [CP1]to allow for the cultivation of 0,5 hectares during the winter of 2006;
- Supply cash-crop seeds (tomato, gumbo, sorrel, pepper and eggplant) and tools to 3,000 households (1,500 refugees and 1,500 local population, with the majority of women and young people organised in groups) to cultivate plots at the riverbanks at a rate of 10 acres (0.1 ha) per household. The distribution to households will include [CP2]seeds, a hoe, two watering cans, a rake, a shovel and a pickaxe.

Expected Outcome

Regular availability of water, better grazing conditions, increased income generation opportunities from farming activities and regular animal husbandry services are envisaged with this project.
