MINUTES OF THE PARISH COUNCIL MEETING HELD AT ROSSINGTON MEMORIAL HALLAT 7.00 pm on TUESDAY 8 SEPTEMBER 2015

4390. WELCOME AND INTRODUCTION

Cllr B Johnson welcomed everyone to the meeting.

4391.PUBLIC PARTICIPATION FORUM

QUESTION: A list of streets was presented identify areas without drop curbs including:

West End Lane, Grange Lane to the Welfare, Bevan Avenue to St Joseph’s, Lincoln, Ely and Newark, King Georges to West End Doctors, Queen Road all along to St Luke’s on both sides, Radburn Road, Grange Lane Infants, Allenby, Central, Queen Mary’s, Clay Flat Lane, Elmfield Road, Chestnut to Beechfield. None at all on Lime Tree. Market Place to Post Office. Post Office to Bus Station.

RESOLVED to note that Ward Cllrs R Blake, C Stone and J Cooke to contact DMBC Highways Department to undertake a survey of Rossington.

4392.ANNOUNCEMENTS

4392.1Community Asset Plan. J Cooke met with Laura Felters (Assets Data Technician). All assets of interest, whether DMBC or private to be added to the Community Asset Plan List.

RESOLVED to note that all Cllrs to contact J Cooke with assets they would like to be added onto the Community Asset Plan such as Market Place, Play Areas, Swimming Baths, Allotments.

4392.2The Mineral Line. J Cooke highlighted the possibility of running a rail link between Doncaster and Rossington on the former Mineral Line.

RESOLVED to note the following:

  • B Johnson to contact North Yorkshire Moors Heritage Railway
  • A Hammond to contact Heritage Lottery Fund

4393. APOLOGIES FOR ABSENCE

RESOLVED to note apologies were received from CllrsJ Rowland-Johnson, R Cooper-Holmes, N Smithard,D Harper, J Parkin, K Connolly and Steve Thomas DMBC Neighbourhood Manager.

4394.DECLARATIONS OF PERSON AND PREJUDICIAL INTEREST

RESOLVED to note there were none.

4395.QUESTIONS TO STEVE THOMAS RE ROSSINGTON OPPORTUNITY CENTRE

In Steve Thomas’s absence, Cllr J Cooke explained that in the first 2 years of the Opportunities Centre, the Parish Council contributed towards the cost of one room plus the library. In the following years the charge was removed as it was felt that their presence enhanced the Holmescarr Centre.

RESOLVED to note that all Cllrs to email the Clerk with questions they would like to be asked of Cllr R Cooper-Holmes.

  • When the queries posed by DBO have been addressed the final report to be presented to the next Full Parish Council Meeting

4405.ROSSINGTON PARISH COUNCIL BUDGETS

RESOLVED to note that the following:

  • Future budget to be based on up to dates accounts.
  • A Hammond to email all Cllrs for their wish list for the budget

4406. FUNDERS CELEBRATION EVENT/MACMILLAN COFFEE MORNING FRIDAY 16 OCTOBER 2015

RESOLVED to note support as volunteers or with donations with be very much appreciated.

4407.TRAINING FOR CLERK, DEPUTY CLERK AND COUNCILLORS

RESOLVED to note the following:

  • The Clerk and Deputy Clerk to take the ILCA Course.
  • A Hammond to contact YLCA on the course content of training for Cllrs.

4408.TRAFFIC ISSUES IN ROSSINGTON

Cllrs J Cooke and C Stone met with DMBC Highways who explained that due to tight budgets they are not willing to do anything other than look at clearer/sager signage.

RESOLVED to note that DMBC Highways to come back with some proposals.

4409.RPC REPRESENTATION ON THE JOINT CONSULTATIVE COMMITTEE

RESOLVED to note that apologies to be sent that there will be no representation from RPC.

4410.MEMBERSHIP OF GOOD NEIGHBOURS

RESOLVED to note that Cllr C Beaumont will be the Parish representative on Good Neighbours Management Committee.

4411. ROSSINGTON MARKET TOILETS

RESOLVED to note that a sub-committee will visit the Market Toilets on Friday 11 September 2015
