1.INTRODUCTION

Thisreportrepresentsthestormwatermanagementprogram(SWMP)documentpreparedbytheCityofSammamish(City)inaccordancewiththeNationalPollutantDischargeEliminationSystem(NPDES)PhaseIIWesternWashingtonMunicipalStormwaterPermit(PhaseIIpermit).

ThePhaseIIpermitisarequirementoftheFederalCleanWaterAct(CWA),whichrequires the Cityto developa stormwater management

programthatincludesnumerousactionsandactivitieswiththeoverallgoalofreducingthedischargeofpollutantsfromitsstormsewersystem,tothemaximumextentpracticable,andofprotectingthewaterquality.TheactionsandactivitiesaredescribedinanumberofprogramcomponentsunderSectionS5ofthePhaseIIpermit.ThePhaseIIpermitdirectstheCitytoprepareaSWMPdocumentthatincludesadescriptionforeachoftheprogramcomponents.

ThissectionprovidesbackgroundinformationonthePhaseIIpermitfollowedbyamissionstatementfromtheCityregardingitsstormwatermanagementactivities.Finally,thissectionoutlinesthestructurefortheremainderoftheSWMP report.

1.1BACKGROUNDANDOVERVIEW

Thefollowingprovidesabriefbackgroundto,andoverviewof,thePhaseIIpermitprocessesthathaveoccurredto date:

  • ThefederalCleanWaterAct(CWA)wasmodifiedin1987toincludestormwaterintheNPDESpermitprogram.Thatis,amunicipalitysuchastheCity,willneedanNPDESpermittodischargestormwaterfromitsmunicipalstormsewersystem,orMS4,towatersofthestate.
  • InthestateofWashington,theUnitedStatesEnvironmentalProtectionAgency(EPA)hasgiventheWashingtonStateDepartmentofEcology(Ecology)theauthoritytoissuesuch permits.
  • In1999,EPAissuedfinalPhaseIIrulestoincludeallmunicipalitiesincensus-definedurbanareaswiththecurrentpopulationgreaterthan1,000.
  • TheCityisdeterminedtobeanoperatorofaregulatedsmallMS4,inanEcology-designatedurbanizedarea,andisthereforerequiredtosubmitforapprovalandreceivecoverageunderan EcologyPhaseIIpermit.

EcologydevelopedthePhaseIIpermit,whichallowstheCityofSammamishtodischargestormwaterfromitsMS4intosurfacewatersofWashingtonState,providedtheCityimplementsa stormwatermanagementprogramto:

  • ReducethedischargeofpollutantsfromitsMS4tothemaximumextentpracticable(MEP)
  • MeetstateAKART (AllKnown,Available,andReasonableTechnologies)standards
  • Protectwaterquality

ThisPhaseIIpermitauthorizesdischargesofnon-stormwaterflowstosurfacewatersandtogroundwatersofthestatefromthe City’sMS4onlyunderthefollowingconditions:

  • Thedischarge isauthorized bya separateNPDES orStateWasteDischargepermit.
  • Thedischarge isfromemergencyfire-fightingactivities.
  • Thedischargeisfromanotherillicitornon-stormwaterdischargethatismanagedbytheCityas providedin SpecialConditionSectionsS5. C.3.b and S6. C.3.b ofthepermit.

ThePhaseIIpermitrequirestheCity todevelopastormwatermanagementprogramthatincludesthefollowingcomponentsfromSectionS5.C ofthepermit:

  • PublicEducationand Outreach
  • PublicInvolvementand Participation
  • IllicitDischargeDetectionand Elimination
  • ControllingRunofffromNew Development,Redevelopment, and ConstructionSites
  • PollutionPrevention and Operation andMaintenanceforMunicipalOperations
  • Monitoring

TheSWMPdocumentistoalsoincludeanyadditionalinformationonmeetingapplicableTotalMaximumDischargeLimits,orTMDLs,pursuanttoSectionS7ofthepermit.SincenoTMDLsapplytothe City’sreceivingwaters at thistime, thisreportdoesnotaddressTMDL issues.

TheCityisrequiredtoreportannuallyon progressin permitimplementationfortheprioryear,and submita StormwaterManagementProgram (SWMP)reportthatdescribestheprogramactivitiesforthecomingyear.TheimplementationofvariousPermitconditionsisphasedthroughoutthefive-yearPermitterm,August1,2013through July31, 2018.

City ofSammamish MissionStatement

TheCityisdedicatedtodevelopingastormwatermanagementprogramthatcontributestoprotectingtheenvironment.Thisincludescoordinatingwithotherstowardsthiscommongoal,continuingwiththesuccessfulprogramstheCitycurrentlyhasinplace,andprovidingopportunitiesforinputfromthe citizensofSammamish.

Becausethisdocumentistobeupdatedannually,itisconsideredaworkingdocumentthatwillbemodifiedasnecessarytoreflectadaptationstheCityneedstomakeasthestormwatermanagementprogramisdeveloped. TheCity willmakeevery efforttobetransparentwithsuchmodificationsthroughit’sPublicEducationandinvolvementprogramsaswellasthroughtheannualSWMP submittalprocess.

Furthermore,itisrecognizedthattheCitywillneedtoevaluatetheresourcesnecessarytodevelopandsustainasuccessfulSWMP.Tothatend,theCityiscommittedtoworkingwithCitystafftosupportimplementationofthestormwatermanagementprogram,andconductafundinganalysis todeterminewhatfundingisrequiredto sustainthe City’sSWMP.

Coordination

TheCitycurrentlycoordinateswithKingCountyandotherPhaseIandIIjurisdictionsonissuesrelatedtomaintenance,development, transportation,anddrainageasneeded.

The Cityparticipatesinthefollowingcoordinationopportunities:RegionalOperationsandMaintenanceProgram(ROADMAP),PhaseIIPermitCoordinatorsForum,StormwaterOutreachforRegionalMunicipalities(STORM),WRIA8SalmonRecoveryCouncil,SWG(StormwaterMonitoringGroup), Kokanee Work Group (KWG)and StormwaterOutreachGroup-KingCounty(SOG).

TrackingProgram

TheCitycurrentlyusesaCitizen Action Request(CAR)Formand/orPublicWorksMaintenanceWork Order(WO)Formwhenresponding todrainagecomplaintsorillicitdischargesreceivedbytelephonecalls,email,orinpersonatCityHall. ThisdatawillbemigratedintotheCity’snewassetmanagementdatabasein2017.

Allknown publicandprivatestormwaterfacilitiesanddrainageinfrastructureattributesaremappedinArcGISandtrackedinageodatabasetoensureadequateandtimelyinspection,maintenanceandrepair.

TrainingProgram

TheCityiscommittedtoparticipateintheRegionalRoadMaintenanceEndangeredSpeciesAct(ESA)TrainingProgramandtheCertifiedErosionandSedimentControlLeadTrainingProgram(CESCL).

TheCitycurrentlyprovidesadditionaltrainingsannually andonanas-neededbasisontopicslikeIDDE,low impact development,planreview,operationandmaintenance,andinspections.

3. PUBLICEDUCATIONANDOUTREACH

ThissectionsummarizesthePhaseIIpermitrequirementsforthepubliceducationandoutreach,describescurrentactivitiesthe Cityhas underwayforpubliceducationand outreach.

ThePermit(SectionS5. C.1)requirestheCityto:

i.Tobuildgeneralawareness,permitteesshallselectfromthefollowingtarget audiencesandsubjectareas:

EachPermitteeshallcreatestewardshipopportunitiesand/orpartnerwithexistingorganizationstoencourageresidentstoparticipateinactivitiessuchasstreamteams,stormdrain marking,volunteermonitoring,riparianplantingsand educationactivities.

EachPermitteeshallmeasuretheunderstandingandadoptionofthetargetedbehaviorsforatleastonetargetaudienceinatleastonesubjectarea.NolaterthanFebruary2,2016,Permitteesshallusetheresultingmeasurementstodirecteducationandoutreachresourcesmosteffectively,aswellastoevaluatechangesinadoptionofthetargetedbehaviors.Permitteesmaymeetthisrequirementindividuallyorasamemberofaregionalgroup.

ACTIVITIES

TheCitycurrentlyhasanactivepubliceducationandoutreachprogramthatusesavarietyofapproachesto informthe communityaboutstormwater-relatedpollution preventionactivities.

TheCity,inconjunctionwithKingConservationDistrict,has for a second year implemented alearningprogramtoeducateschoolagedchildreninSammamish. It is expected that this program, Healthy Watershed, Healthy Worldwill be again modified, adjusted and implemented in the 2017-18 school year.

Thelearningobjectivesincludetheimportanceofcleanwater,waterpollutionandwhereitcomesfrom,andmethodsofreducingpollutionfromhumanactivities.Participantsintheprogramwillsign apledgestatinghowthey will preventwaterpollution in theirdailylives.

TheCityiscontractingwithECOSStoincreaseawarenessandunderstandingofstormwatermanagementamongbusinessowners,managersandemployeesandencouragebusinessestopractice pollution prevention and best management practices.

AspartoftheLIDcodeintegrationprocess,theCitywillcreatenewoutreachmaterialsfordevelopers,contractorsandpropertyowners.ThesematerialswillexplainLIDprinciplesandBMPs.

AdditionalEducation andOutreachActivities:

New in 2017, Sammamish has developed a Stormwater Outreach Advisory Committee (SOAC). This committee will help to guide the City’s efforts in outreach and provide a platform for brainstorming and networking of community groups and agencies.

  • As part of the King Conservation District funding 3 public outreach pollution prevention booths are held annually; Farmers Market, 4th on the Plateau, and Sammamish Days.
  • Wetlandrestoration and reforestationeventonEarthDay.
  • Sammamish SpillsHotlineforafter-hours,non-emergency,reportingbycitizensofspills,otherillicitdischarges, and polluters;
  • Stormdrainmarking program containingthewords“PugetSoundStartsHere:Only Rain Down the Drain”
  • Storm Corner Kiosk, located in the main lobby of City Hall with informative and educational pollution prevention brochures.
  • Stormwater Program web page on the City’s website. Advertising such outreach events as Don’t Drip and Drive, Natural Yard Care and Puget Sound Starts Here Night at the Mariners.
  • Privatestormwaterfacilityoutreachbrochures tocommercial businesses to helpprivatefacilityownersmaintainstormwatersystems.

TheCityparticipatesintheStormwaterOutreachforRegionalMunicipalities(STORM)forumandtheKingCountyStormwaterOutreachGroup(SOGgies)forregionalpubliceducationandoutreachefforts.TheCitywillcontinue to address issues anddeveloppartnershipswithgroupssuchasKingConservationDistrict and Sammamish Stormwater Stewards along with guidance from the newly formed advisory committee SOAC.

4.PUBLICINVOLVEMENTANDPARTICIPATION

ThissectionsummarizesthePhaseIIpermitrequirementsforpublicinvolvementandparticipation,describescurrentactivitiestheCityhasunderwayforpublicinvolvementandparticipation.

SectionS5.C.2ofthePhaseIIpermitrequiresthe Cityto includeongoingopportunitiesforpublicinvolvementthroughadvisorycouncils,watershedcommittees,participationindevelopingratestructures,stewardshipprograms,environmentalactivities,orothersimilaractivities.

TheCityisalsorequiredtomakeitsSWMPdocument,annualreport,andallothersubmittalsrequiredunderthe PhaseIIpermitavailableto thepublic.

ACTIVITIES

  1. Communityfeedback—TheCityencouragespubliccommentinthedevelopmentandimplementationoftheCity’sSWMP.TheprocesstoobtainfeedbackcontinuesatpublicmeetingsconcerningNPDESPhaseIIrequirementsandthroughemail,inwriting,orbyphoneasindicatedbytheparticipationmemo.Thelatestprogramdocumentandannualreportareposted ontheCity’swebsite.
  2. LIDCodeIntegrationProcess–TheCitydevelopedawebpagetoshareinformationandreceivefeedbackonthisprocess.

5.ILLICITDISCHARGEDETECTIONANDELIMINATION

ThissectionsummarizesthePhaseIIpermitrequirementsforillicitdischargedetectionandelimination(IDDE),describescurrentactivitiestheCityhasunderway.

PERMITREQUIREMENTS

TheCity isrequiredby SectionS5. C.3ofthepermitto implementanongoingprogramtodetectandremoveillicitconnections,discharges,andimproperdisposal,includinganyspillsnotunderthepurviewofanotherrespondingauthority,intotheMS4ownedoroperatedbytheCity.ThegoalsandrequirementsoftheCity’sIDDE programare as follows:

Maintain ExistingPrograms

TheCitywillmaintainongoingIDDEprogramsandupdatemunicipalstormwatersystemmapping,aswellasinvestigateandremoveillicitdischargesandconnectionstotheCitystormsystem.

Theseprogramsinclude:

  1. Maintenance ofthe24 hourSpillsHotline.
  1. Stafftrainingon theidentificationandreportingofillicitconnectionsand discharges.
  1. SammamishMunicipalCode 13.30.020lists prohibiteddischarges and givestheCitythe abilityto enforcewaterqualityviolations.
  1. TheCity’sstormsewersystem,wetlands,andreceivingwatersareinaGISdatabase.TheCity’sPublicWorksDepartmentfrequentlyrevisestheGISdatabasetoincludenewfacilitiesorupdateexistingdata.
  1. TheCityhaseducationandoutreachoutletsavailabletothemthathavebeenpreviouslymentionedandthatcancomplementactivitiesrequiredforanIDDEprogram.TheCityhaspreviouslyusedbrochures,factsheets,andapplicableoperationalBMPssuchasstormdrainmarkers.TheCitywillcoordinatetheseactivities initsIDDEprogram.
  1. The City has the capabilitythroughtheirMaintenanceDepartmentIDDEinternalprotocols toaddressanyillicitdischargesthattheCityisfoundresponsiblefor.Theseprotocolsinclude,whenappropriate,notification,identification,investigation,cleanup andreporting.
  2. TheCitycurrentlyrequiresstaffintheCity’sPublicWorksDepartmenttoparticipateintheRegionalRoadMaintenanceEndangeredSpeciesActTraining(ESATrack3)Programand the Certified and Sediment Control Lead (CESCL)
  3. The City currently contracts for inspections of all catch basins in the right of way and City staff inspect all private and public facility catch basins for IDDE.

TrainingProgram.Othertrainingsareidentifiedandprovidedon an as-neededbasisforillicitdischarges andillicitconnections.

6.CONTROLLINGRUNOFFFROMNEWDEVELOPMENT,DEVELOPMENT,ANDCONSTRUCTIONSITES

ThissectionsummarizesthePhaseIIpermitrequirementsforrunofffromnewdevelopment,redevelopment,andconstructionsites;describescurrentactivitiestheCityhasunderway;plannedactivitiesneededwithinthepermitcycle;andpresentsactivitiestheCityplanstoundertaketobringitscurrentprogramincompliancewiththePhaseIIpermitrequirementsand scheduledefforts through the end ofthepermitcycle.

Theminimumperformancemeasuresare:

a) Implementanordinanceorotherenforceablemechanismthataddressesrunofffromnewdevelopment,redevelopment, andconstructionsiteprojects.

b)Theprogramshallincludeapermittingprocesswithsiteplanreview,inspectionandenforcementcapability tomeetthestandards listed in (i)through(iv)below,forbothprivateandpublicprojects,usingqualifiedpersonnel(asdefinedinDefinitions and Acronyms).

i.Review ofallstormwatersiteplansforproposeddevelopmentactivities.

ii.Inspect,priortoclearingandconstruction,allpermitteddevelopmentsitesthathave a highpotentialforsedimenttransportasdeterminedthroughplanreview.

iii.Inspectallpermitteddevelopmentsitesduringconstructiontoverifyproperinstallationandmaintenanceofrequirederosionandsedimentcontrols.Enforceas necessarybased ontheinspection.

iv.Inspectallpermitteddevelopmentsitesuponcompletionofconstructionandpriortofinalapprovaloroccupancytoensureproperinstallationofpermanentstormwaterfacilities.VerifythatamaintenanceplaniscompletedandresponsibilityformaintenanceisassignedforstormwatertreatmentandflowcontrolBMPs/facilities.Enforce asnecessarybased ontheinspection.

v.Compliancewiththeinspectionrequirementsin(ii),(iii)and(iv)above,shallbedeterminedbythepresenceandrecordsofanestablishedinspectionprogramdesignedtoinspectallsites.Complianceduringthispermittermshallbedetermined byachievingatleast80%ofscheduledinspections.

vi.Anenforcementstrategyshallbeimplementedtorespondtoissues ofnon-compliance.

vii.Theprogramshallincludeprovisionstoverifyadequatelong-termoperationandmaintenance(O&M)ofstormwatertreatmentand flowcontrolBMPs/facilitiesthatarepermittedandconstructed.

viii.Theprogramshallmakeavailableasapplicablecopiesofthe"NoticeofIntentforConstructionActivity"andcopiesofthe"NoticeofIntentforIndustrialActivity"torepresentativesofproposednewdevelopmentandredevelopment.Permitteesshallcontinuetoenforcelocalordinancescontrollingrunofffromsitesthatarealsocoveredbystormwaterpermitsissued byEcology.

ix. EachPermitteeshallensurethatallstaffwhoseprimaryjobdutiesareimplementingtheprogramtocontrolstormwaterrunofffromnewdevelopment,redevelopment,andconstructionsites,includingpermitting,planreview,constructionsiteinspections,andenforcement,aretrainedtoconducttheseactivities.Follow-uptrainingshallbeprovidedasneededtoaddresschangesinprocedures,techniquesorstaffing.Permitteesshalldocumentand maintainrecordsof thetrainingprovidedand thestafftrained.

x. Low impactdevelopmentcode-relatedrequirements.

xi. Watershed-scalestormwaterplanning.

TheCitywillcontinue to maintainexistingdevelopmentreview andinspectionprograms as wellasstormwaterstandardsforcontrollingrunofffromnew development,redevelopment, and otherconstructionsitesin 2017.

LowImpactDevelopment(LID)Integration(S5.C.4.f)

Inadditiontomaintainingexistingprograms,theCityisupdatingCitycodes,standards,policiesandplansnecessarytoensureLIDtechniqueswon’tbelimitedbycurrentpolicies.Thisworkwascompletedby December31, 2016.

ACTIVITIES

TheCityofSammamishcurrentlyhasanactiveprogramtoreducepollutantsinstormwaterrunofffromnewdevelopment,redevelopment,andconstructionsiteactivities. The existingprogramcurrentlyappliestobothpublicandprivateprojects,includingroads.Thecurrentcomplianceactivitiesassociatedwiththeabovepermitrequirementsinclude:

  • Thecurrentprogramhasexistingmunicipalcodesandengineeringdesignstandardsthatareenforcedthroughthecurrentpermit,planreview,andinspectionprocessestoreducepollutantsfromstormwaterrunoff.
  • TheCityhasadoptedthe2016KCSWDM.
  • TheCityrecordsandmaintainsinspectionsandenforcementactionsbystaff.
  • Thereisasystemofescalatingenforcementproceduresnecessarytosustaintheexistingcodesandstandardsthroughouttheconstruction/developmentprocessinSMC13.20.130.
  • AllsitesareinspectedbytheCitypriortothestartofconstruction,duringconstruction,andpostconstruction.

7.POLLUTIONPREVENTIONANDOPERATIONANDMAINTENANCE
