PLEDGE

The City Council meeting was opened with the pledge of allegiance led by Mayor Little.

CALL TO ORDER

The regular meeting of City Council was called to order at 7:01 p.m. on Monday, May 26, 2009.

ROLL CALL

The following Aldermen were present for Roll Call: Ayes - Alderman Bradford, Bumbalough, Dearborn, Steele and Welton.

Also present were Mayor Little, Clerk Coltrin, Treasurer Robbins, Engineer Good and Attorney Tibbs.

Absent: Alderman Babb

PRESENTATION OF JOURNAL OF PROCEEDINGS

Alderman Dearborn made a motion, seconded by Alderman Welton, to approve the minutes of the Regular City Council meeting held on May 11, 2009. Roll Call Vote: Ayes - Alderman Bradford, Bumbalough, Dearborn, Steele, and Welton. Nays - none. Motion passed.

Alderman Steele made a motion, seconded by Alderman Bumbalough, to approve the minutes of the Special City Council meeting held on April 30, 2009. Roll Call Vote: Ayes - Alderman Bumbalough, Dearborn, Steele, Welton, and Bradford. Nays - none. Motion passed.

Alderman Dearborn made a motion, seconded by Alderman Steele, to approve the minutes of the Executive Session held on April 27, 2009. Roll Call Vote: Ayes - Alderman Dearborn, Steele, Welton, Bradford, and Bumbalough. Nays - none. Motion passed.

Alderman Bumbalough made a motion, seconded by Alderman Steele, to approve the minutes of the Executive Session held on May 4, 2009. Roll Call Vote: Ayes - Alderman Steele, Welton, Bradford, Bumbalough, and Dearborn. Nays - none. Motion passed.

REPORTS OF CITY OFFICIALS

Mayor

Mayor Little received an e-mail from Gilfillan in regards to the FOIA.

He also received a letter in regards to 816 LaSalle code violations. David is to move forward. The homeowner will not pay to remove tree buckling the sidewalk. Rick has verbal approval from homeowner to remove tree.

The Mayor read the Proclamation for the 2010 Census. They would like to have a 90% return rate. Rick Crum is coordinator. He’s looking for workers and volunteers in the community.

Clerk

Treasurer

Treasurer Robbins submitted the April report.

Attorney

No Report.

City Engineer

Engineer Good reported that the tentative start-up for the new water plant is the first week in June.

They are starting to fill the salt holders at the water plant.

Streets - Alderman Welton

The collapse has been repaired in the LaSalle storm sewer drain.

Parks and Public Buildings - Alderman Bradford

No report.

Fire - Alderman Steele

The April 2009 report was submitted. Firefighter of the Month for April was BJ Ingles – Easter Egg Hunt.

Finance/Planning - Alderman Babb

In Alderman Babb’s absence:

Alderman Steele made a motion, seconded by Alderman Dearborn, to pay bills totaling: $32829.88 from General Fund; $1,548.00 from Motor Fuel; $0 from Wheel Tax; and $8,431.59 from Water. Roll Call Vote: Ayes – Alderman Bradford, Bumbalough, Dearborn, Steele, and Welton. Nays - none. Motion passed.

Approve Ordinance #759 for Zoning Variance for Jeff Teuscher

Alderman Bradford made a motion, seconded by Alderman Bumbalough, to approve Ordinance #759 for a zoning variance for Jeff Teuscher. Call Vote: Ayes – Alderman Bumbalough, Dearborn, Steele, Welton, and Bradford. Nays - none. Motion passed.

Approve Ordinance #760 for Zoning Variance3 for Jerry Shockley fence

Alderman Bradford made a motion, seconded by Alderman Steele, to approve Ordinance #760 for a zoning variance for Jerry Shockley’s fence, with the provision that the fence is a minimum of 22 feet from the sidewalk setback on Kelso Ct... Call Vote: Ayes – Alderman Dearborn, Steele, Welton, Bradford, and Bumbalough. Nays - none. Motion passed.

Approve Ordinance #761 for Zoning Variance for Jerry Shockley shed

Alderman Steele made a motion, seconded by Alderman Bradford, to approve Ordinance #761 for a zoning variance for Jerry Shockley’s shed. Call Vote: Ayes – Alderman Steele, Welton, Bradford, Bumbalough, and Dearborn. Nays - none. Motion passed.

NEW BUSINESS

Approve the MFT Bid for Seal Coating

Alderman Welton made a motion, seconded by Alderman Bradford to approve the MFT Bid for Seal coating to Stefan 3D Construction for $38,867.28. Roll Call Vote: Ayes – Alderman Welton, Bradford, Bumbalough, Dearborn, and Steele. Nays - none. Motion passed.

ANY OTHER BUSINESS PERTAINING TO THE CITY

Approve New Tires for Dump Truck #316

Alderman Welton made a motion, seconded by Alderman Bradford to approve the purchase of new tires for $1,186.00 from Tommy House Tire to be paid from the MFT fund. Roll Call Vote: Ayes – Alderman Bradford, Bumbalough, Dearborn, Steele, and Welton. Nays - none. Motion passed.

Executive Session

Alderman Dearborn made a motion, seconded by Alderman Welton to go into Executive Session at 7:40 pm. Roll Call Vote: Ayes – Alderman Bumbalough, Dearborn, Steele, Welton, and Bradford. Nays - none. Motion passed.

ADJOURNMENT

Alderman Bradford made a motion, seconded by Alderman Steele to adjourn the regular City Council meeting at 8:25 p.m. Voice Vote: All Ayes. Motion passed.
