CHRISTMAS SATURDAY CREEKMOOR PARK & RIDE BUS SERVICE
1.Purpose and Policy Context
1.1To consider the operation of a 2006 Christmas Park and Ride Service from Creekmoor.
1.2The operation of the Christmas Park & Ride contributes to the Council’s priorities of a Vibrant Economy through its support to the town centre traders. It also supports the Clean, Green and Safe priority by reducing the number of motorists searching for available parking in the town centre.
2. recommendations
2.1It is recommended that:
Approval be given to Shamrock Buses for the operation of a Park and Ride service for the four Saturdays before Christmas. The cost to the Council will be approximately £400 for the operation of the site plus any publicity costs.
3. Information
3.1Since Christmas 2003 Shamrock Buses have operated a Park and Ride service on the four Saturdays prior to Christmas. Double-deckers have been used on a 15-minute frequency. A return fare of £1.00 has been charged for adult passengers, with up to two accompanied children travelling free. The services have performed well and, for the last two years, have operated on a commercial basis with no financial support from the Council.
3.2For Christmas 2006 Shamrock are again keen to provide a service on the four Saturdays 2nd to 23rd December on a commercial basis. Appendix A shows the suggested timetable which is similar to last year. Shamrock Buses had proposed to increase the fare, which has been held at £1.00 return for the last three years, to £1.25 return. However, the Dolphin Shopping Centre has agreed to sponsor the service to retain the £1.00 fare up to a maximum of £400 (based on 2005 passenger numbers this amount should be sufficient to cover the excess). In return, the Dolphin Shopping Centre logo will be incorporated in publicity for the service.
3.3The Council would need to fund the operational costs of the Creekmoor Park and Ride site of approximately £100 per day including security, opening and closing the gates and electricity charges. In addition there are signage and publicity costs. Funding is available within the car parks revenue budget for the estimated cost of the operation of this Park and Ride Service.
3.4The Town Centre Manager and Dolphin Centre Manager have agreed to help promote a Creekmoor Park and Ride service including advertising on their websites and other printed material.
3.5It is proposed that Shamrock Buses be permitted to operate the 2006 Christmas Park and Ride Service on the four Saturdays from 3rd to 24th December on the timetable set out in Appendix A.
