MINUTES OF THE REGULAR MEETING OF THE GRYGLA CITY COUNCIL

AUGUST 11, 2003

The regular meeting of the City Council was scheduled to be held in the Civic Building at 8:00 p.m. The meeting was called to order at 8:00 p.m. by Mayor Klein with the following council members present: Robert Thompson, Joy Nordby, Jeff Lund, and Patti Johnson. Absent: none. Also present were Carter Torgerson & John Wynne.

MINUTES OF PRECEDING MEETING(S)

Motioned by Thompson, seconded by Johnson, to approve the minutes of the City Council Regular meeting of June 9, 2003. Motion unanimously carried.

MONTHLY BILLS

Motioned by Johnson, seconded by Nordby, and unanimously carried, to approve payment of all bills expect Fargo Water Equipment, wait till Carter talks to them.

STREET IMPROVEMENT UPDATE

They will be back in the area after August 28th and will probably in Grygla probably the middle of September. Lon wants everything to be ready for them to start working right away.

LIFT STATION GRANT & ANNEXATION POSSIBILITY

John needs to clarify with DTED to see if the residents of East Grygla need to be annexed in to Grygla before they can work on the grant for the lift station. Need to check on replacing well also, that is 30 years old. Need 100% response is needed on the surveys and 51% have to be able to benefit, low to moderate income to get the grant. Would need to go door to door to get a survey of all the residents to see how the incomes are and who is interested. Need to be able to offer them benefits for annexing in, can’t just use water & sewer. To pay Wynne Consulting you only pay if you receive the grant. November 1st application has to be in, they only do process once a year. Thompson motioned to have Wynne go ahead with grant application for upgrading lift station. Seconded by Lund, unanimously carried.

JACKIE KJELLBERG NOT PAYING HOME REHAB

Maybe have a letter from our attorney sent to Jackie for not making payments for a year. Wynne said that having only one person not making the payments isn’t bad, some cities have many more. John suggested that the city may just want to let her go with out making the payments, but then the word might get out that one didn’t have to pay back and then they wonder why they should pay back. Carter is going to have her do some work over Fall Fest at the campground to help pay some of that off.

CAMPGROUND PRICE SIGN

Carter is having a new sign made for the Campground with the prices for camping and another one for the payment drop box.

ERNEST RUE TRAILER

Ernest Rue is planning on moving an old trailer in to town so he can use it for a garage for his tractor. He needs to come in and get an application for a building permit first which the council does not want him to get one.

FALL FESTIVAL CLEAN UP

Jewel Kjellberg, Linda Torgerson, Tylor Olson, & Carter to clean after the dances.

PARK BATHROOM FIRE

Kevin Cedergren & Dana Deiter were suspected for starting a fire in the park bathrooms. Johnson called it into Marshall County and their going to have Jon Tinnes patrol in the Grygla area for 2 weeks and see if we can get things straightened out. Someone had a mud fight and spread wet toilet paper all over the bathroom and let it dry on the walls. Council thought it would be a good idea to have them do the cleaning up after the Fall Fest events. Talked about how bathrooms might have to be locked up and provide campers with a key, or maybe having them pick up the bathrooms everyday before school for a certain amount of time.

KIDS CURFEW

Kids that are under 16, their curfew is 11PM and 16-18 years old is 12 midnight.

REPLACING TRACTOR

Bob and Jeff did a lot of comparing between the different bids that were received. Mainly looked at Holte Implement from Baudette and Evergreen in Thief River Falls, both were John Deere 5205 48 PTO HP 3 cylinder diesel tractors with 8 forward 4 reverse synch reverse transmission, power steering, wet disk brakes, LIVE 540 PTO, 3 point hitch. Also looking at getting the 521 Loader 2100 lb lift capacity, 115 inch left height, 73 inch bucket Quick tach parking, bucket level indicator, hases and couples to mid mount value on 5205 tractor. Checking on tires, Carter thinks we should go with Industrial tires and feels we should have front wheel assist. They were going to check with Evergreen and see what the differences are and see if they will match Baudette and see what kind of financing they have to offer. Decided to hold a special meeting to discuss what they find out and decide what we want to do and how to pay for it then.

CEDERGREN GIRL AT TENNIS COURT

Jeff got a call at the meeting from Denise Cedergren and was told that one of her girls was playing over at the tennis court and sliced her wrist over there while playing.

“GRYGLA” SIGN

Talked about the “Roseau Welcomes You” rock and thought maybe that would be the way to go, check on pricing for that.

SIDING

Armour Exterior is going to bill us for the labor and for the siding that was the color we didn’t like that was used.

A motion was made by Johnson and seconded by Lund to put siding on the 2 small buildings by the bathrooms for $1600, unanimously carried.

RED LAKE GAME FUND APPLICATION

Lund is to fill out for the Arena maintenance, painting boards, & hot water heater. Lund also inquired about filling out application for the BMX bike track. Johnson also to try for golf course.

AIRPORT MAINTENANCE AGREEMENT

Thompson made a motion and Nordby seconded to sign resolution for Airport Maintenance Agreement for 2004 & 2005, unanimously carried.

DONNA’S LOST KEYS

Donna lost her keys for the Civic Building, Community Center, and her car and wanted to know if council wanted to switch locks because of that. Council decided to wait awhile and see if she finds the keys.

FIX UP HOUSES LETTER

Rose to send a letter to Bruce Amsbaugh, Willie Smith, Owen Hagen, and Tommy Ostby and send a copy of ordinance stating that buildings need to be fixed up.

GAMBLING LICENSE

A motion Thompson and seconded by Nordby to issue the Turkey Federation a Gambling License for September 20th 2003 for their annual banquet.

CITY ATTORNEY

Check with Brian Rokke and Delray Sparby about being the attorney for the city, instead of Blake Soblik.

SOFTBALL FIELD

Tony Mariotti does not think that field will be ready for Fall Fest, the field is not level and needs more work done on it.

UNSUPERVISED KIDS

Publish in paper that the kids that are being brought into town and left running around town all day are becoming a public nuisance and something needs to change. Also, kids going into Diamond’s and sitting at the bar ordering Shirley Temples should be stopped, there are pop machines in front of both grocery stores.

STEAK KNIFE III FAILED COMPLIANCE CHECK

Steak Knife III failed their 3rd compliance check and the county thinks the City needs to take further action against him. Need to check with attorney what we need to do about it.

GRAVELING ALLEY

Carter still needs to put the gravel in the alley behind Arden Thomas’s.

BUDGET MEETING

Scheduled Budget Meeting for Wednesday, September 3 at 7:00pm at Civic Building.

Nordby made a motion and Johnson seconded to adjourn meeting. Motion carried unanimously.

SPECIAL MEETING

DISCUSS BUYING A NEW TRACTOR

Tuesday August 19, 2003

The special meeting of the City Council was scheduled to be held in the Civic Building at 8:00 p.m. The meeting was called to order at 8:00 p.m. by Mayor Klein with the following council members present: Robert Thompson, Joy Nordby, Jeff Lund, and Patti Johnson. Absent: none. Also present were Carter Torgerson

Thompson made a motion and Nordby seconded to waive the mandatory waiting period to hold a meeting.

LIQUOR LICENSE

Thompson made a motion and Johnson seconded to approve separate liquor licenses to JC’s, Legion, and Sportsman Club for Fall Fest. They can not share a liquor license, but can share the dram shop insurance. Motion unanimously carried.

TRACTOR PURCHASE

Jeff went to Evergreen and looked at and test drove the John Deere 5205 with the 521 Loader on it and thought it was a really nice and easy to handle tractor. They have a Municipal Lease Program, where you can lease for 3 years at 7.9% and you can pay off early with no penalty. This way we can budget for the next 2 years a payment of $7200 each. Thompson made a motion to purchase the tractor & loader from Evergreen Implement with the 3 year Municipal Lease. Lund seconded, motion unanimously carried.

Really need to buckle down and cut spending spur of the moment and budget for more things.

The budget meeting for the City of Grygla was scheduled to be held in the Civic Building at 7:00 p.m., but then was moved over to the Fire Hall due to another group meeting at the Civic Building. The meeting was called to order at 7:00 p.m. by Mayor Klein with the following council members present: Robert Thompson, Joy Nordby, Jeff Lund, and Patti Johnson. Absent: none.
