Seminar: Smoke Extraction Retrofit Program for

the Beacon Hill Tunnel

Beacon Hill Tunnel is one of the major tunnels in the Kowloon-Canton Railway network. It was designed in the late 1970s and was not provided with a smoke extraction system. In 2005, construction works for the retrofit of a smoke extraction system began. The works involved the construction of two ventilation buildings together with a package of fire service upgrades including the provision of directional exit signs, widening of emergency vehicular access and upgrading of fire hydrant system. The entire project was completed in 2007. This presentation will give a brief introduction about the background, design considerations, system features and construction aspects of this project.

Speaker Profile:

Dr. Fung joined the Kowloon-Canton Railway Corporation in 1989 and he is the head of the Infrastructure and Buildings Department of the corporation that has a daily patronage of 1.5 million.

Dr. Fung assumes full maintenance responsibilities of over $60 billion worth of fixed assets that include 111 km run of railway infrastructure, 32 railway stations, 68 light rail stops, ten maintenance depots, several office buildings, freight yards and other railway systems. His department has a total establishment of 1,150 staff. In 2006, his department has a project and maintenance budget of $322 million and $256 million respectively for various improvement and maintenance works.

His department is responsible for the improvement and maintenance of the above-mentioned railway infrastructure, buildings and railway systems. His department contributes significantly to the provision of safe and reliable railway infrastructures as well as a comfortable stations’ environment for the travelling public.

According to NOVA International Railway Benchmarking, the operating performance of various key performance indicators of the Corporation has been consistently the best amongst various international metro railways.

Academic/Professional Qualifications:

Dr. Fung holds a bachelor degree in mechanical engineering. He has a master degree in business administration, a master degree of science in engineering, and a doctoral degree of philosophy. His PhD thesis was on the topic “numerical studies on the air flow and assessment of thermal comfort indices related to draughts in air-conditioned and mechanical ventilated spaces.”

Dr. Fung published papers in various engineering journals and magazines. In July this year, Dr. Fung published a paper on the “Best Practices in Implementing Renovation Programmes for Aging Buildings in Hong Kong” in the Hong Kong Engineer.

Dr. Fung is an assessor for the professional membership examination for the Hong Kong Institution of Engineers and the Institution of Civil Engineers.
