The Minutes of the Monthly Meeting of the CHICKERELL TOWN COUNCIL held on TUESDAY 19TH JANUARY 2016 at the Town Council Suite, Putton Lane, Chickerell, Dorset at 7.00pm.

2016/001 APOLOGIES
No apologies were received.
2016/002 DECLARATIONS OF INTEREST
Cllr D Smithson and Cllr M Smithson declared an interest in agenda item 17, Work to Trees. They stated that they would not take part in the discussion or vote.
2016/003 TO CONSIDER DISPENSATIONS UNDER THE CODE OF CONDUCT
There were no dispensations under the Code of Conduct.
2016/004 MONTHLY MEETING – 15 DECEMBER 2015
It was proposed by Cllr D Smithson seconded by Cllr J Mogg “that the minutes of the Monthly Meeting held on the 15th December 2015 be signed as a correct record”. All agreed. The Mayor signed the Minutes as a correct record.
2016/005 PLANNING APPLICATIONS, GRANTS, REFUSALS AND APPEALS
(i) The Council considered the following planning applications received since the last meeting:

It was proposed by Cllr m Jolliffe seconded by Cllr D Smithson “that the application be recommended for approval”. Agreed
WD/D/15/002922 537A Chickerell Road, Chickerell, DT3 4DL – Change of use from Office Use (B1) to Mixed Use (B1) & Retail (A1) (RETROSPECTIVE)
It was proposed by Cllr M Jolliffe seconded by Cllr Mrs L Wise “that the application be recommended for refusal on the grounds of long term retails use becoming a problem for the future”. Agreed
WD/D/15/002311 Lovells Yard, Lynch Lane, Weymouth, DT4 9DU – Change of use of land for car sales (RETROSPECTIVE)
Members wished to make no comments.

It was proposed by Cllr M Jolliffe seconded by Cllr M Smithson “that the application be recommended for refusal on the grounds of potential loss of privacy of existing and future residents and the proposed bungalow not being in keeping with surrounding character”. Agreed

It was proposed by Cllr M Jolliffe seconded by Cllr M Smithson “that the application be recommended for refusal on the grounds of obstructed vehicular vision from road”. Agreed
WD/D/15/002570 20 Australia Road, Chickerell, DT3 4DD – Outline application for the erection of a single dwelling on the terrace end in excess garden
It was proposed by Cllr J Dean seconded by Cllr L Wise “that the application be recommended for refusal on the grounds of being outside of the development boundary”. Agreed

It was proposed by Cllr J Dunseith seconded by Cllr D Smithson “that the application be recommended for approval”. Agreed

It was proposed by Cllr Mrs L Wise seconded by Cllr J Mogg “that the application be recommended for refusal on the grounds of being outside the development boundary and the adverse impact on skyline”. Agreed
WD/D/15/002948 Land adjacent 538 Chickerell Road, Chickerell – Outline application to erect 2 dwellings
It was proposed by Cllr Mrs L Wise seconded by Cllr J Mogg “that the application be recommended for refusal on the grounds of being outside the development boundary and the adverse impact on skyline”. Agreed
WD/D/15/002957 517 Chickerell Road, Chickerell, DT3 4DH – Erect rear extension
It was proposed by Cllr M Jolliffe seconded by Cllr Mrs E Turner “that the application be recommended for approval”. Agreed
WD/D/15/002724 Blagdon Fruit Farm, Coldharbour, Chickerell, DT3 4BG – Change of use of agricultural to dwelling house (Use Class C3) and for associated operational development
It was proposed by Cllr M Jolliffe seconded by Cllr D Smithson “that the application be recommended for refusal on the grounds of sustainability, lack of footpath and no safe route for walking to school”. Agreed
2016/006 COUNTY COUNCILLOR’S REPORT
Cllr I Gardener reported on:
· The future of Youth Services.
· Unitary Authorities.
· Loss of £8million from Government
2016/007 DISTRICT COUNCILLORS’ REPORT
Cllr I Gardner reported on:
· A future referendum.
· New Local Plan.
Cllr Mrs J Dunseith had nothing to report.
2016/008 AUTHORISATION OF PAYMENTS
It was proposed by Cllr M Jolliffe seconded by Cllr D Smithson, “that the list of expenditure as set out in Appendix A to these Minutes for the period 7th December 2015 to 22nd December 2015 totalling £6,517.18 and covering voucher numbers 190 to 213 inclusive be approved”. All agreed.
2016/009 BANK RECONCILIATION AS AT 31ST DECEMBER 2015
The Council considered the bank reconciliation as at 31st December 2015 as set out in Appendix B to these Minutes.
It was proposed by Cllr M Jolliffe seconded by Cllr D Smithson that the “that the bank reconciliation report as at 31st December 2015 be received and noted”, All agreed.
2016/010 EXPENDITURE & INCOME COMPARISON REPORT
The Council considered the budget comparison report for the period 1st April 2015 to 31st December 2015 as set out in Appendix C to these Minutes. The Responsible Financial Officer reported that spending was within the budgets set and that the Willowbed Hall income had increased slightly compared to 2014/15.
It was proposed by Cllr D Smithson seconded by Cllr J Dean that the “budget comparison report for the period 1st April to 31st December 2015 be received and noted”. All agreed.
2016/011 STAFFING COMMITTEE REPORT
Consideration was given to the Town Clerk’s report as set out in Appendix D to these Minutes.
RESOLVED that:
(a) The vacant position be renamed Administrative Assistant and Mayor’s Secretary;
(b) That the position be advertised on the Dorset Echo website at a cost of £400 inc. VAT, the Contact magazine, Wessex FM and the town council’s website;
(c) That the Town Clerk continue working 26 hours per week plus additional hours as necessary and authorised by the Mayor until the appointment has been made, after which she will work 30 hours per week and continue in the role of Responsible Financial Officer.
2016/012 CORRESPONDENCE AND INFORMATION
There was no correspondence to report.
2016/013 REPORTS FROM REPRESENTATIVE APPOINTED TO OUTSIDE BODIES
There were no reports from representatives..
2016/014 GRASS CUTTING & GROUNDS MAINTENANCE CONTRACTS
Cllr M Jolliffe reported that due to the wet weather the grassed areas around Chickerell had not been cut.
2016/015 MAYOR’S REPORT
The Mayor reported on his attendance at recent civic events.
2016/015 URGENT ITEMS
There were no urgent items.
2016/016 EXEMPT BUSINESS
It was agreed that the press and public be excluded from the meeting for consideration of the following items.
2016/017 TREE WORKS
Consideration was given to the Town Clerk’s report at confidential Appendix E regarding necessary works to trees situated at The Lugger Inn, Fishermans Close and Willowbed Hall and the quote for the works received from the grounds maintenance contractor.
RESOLVED
That the quotation for the tree works, totalling £1,211.00, be accepted and that the works start as soon as possible.
2016/017 STAFFING
The Town Clerk was asked to leave the room whilst the Mayor reported on the current staffing arrangements.
The Town Clerk was asked to return to the meeting.
RESOLVED
That due to the Town Clerk covering the 2 office posts since July 2015, whilst the recruitment process took place, and that the Caretaker had been covering a post during long term sickness, the council would pay each a one off bonus as follows:
i. A one off bonus of £500 to the Town Clerk;
ii. A one off bonus of £250 to the Caretaker.
2016/018 FUTURE MEETINGS
The next Monthly Meeting of the Town Council will be held on Tuesday 16th February 2016 at 7pm and the Budget Meeting will be held on 26th January 2016.
The Meeting closed at 8.30pm
