Dinghy Racing Open Meeting
1.0 THE EVENT
1.1 The organising and host authority is Cardiff Bay Yacht Club.
2.0 RULES
2.1 Racing will take place inside Cardiff Bay and will be governed byThe ISAF Racing Rules of Sailing, this Notice of Race and the Sailing Instructions.
3.0 INSURANCE
3.1 Dinghies must hold a valid and current insurance with a minimum third party liability cover of £3,000,000 per incident.
4.0 CLASSES
4.1Racing is open to all dinghies with a published RYA handicap.
4.2 Classes:Dinghy – Fleet One-Optimists, Oppiebats
Fleet Two-Toppers, Topper 4.2
Fleet Three-General Handicap
4.3 A Fleet constitutes 6 or more boats. If less than 3 entered, the dinghies concerned may, at the discretion of the Race Officer, race in another fleet. At the discretion of the race committee any class of boat with over 6 entries may have their own start.
5.0 ENTRIES & CLOSING DATES
5.1Entry registration will be onlinevia the CBYC events website and fees shall be paid online, by BACS or card.
5.2Entry fee will be £10 for single-handed boats or £15 for double-handed boats up until 31st August, £15 and £20 respectively thereafter. The fee will also cover the Two Rivers Race.
5.3Entry will only be accepted when registration and fees are received.
6.0 SCHEDULE OF RACING
6.1 Courses will be set on the day of racing and will be in Cardiff Bay.
6.2 Dinghy briefing will be at 09.55 hours Saturday 5th September in the main bar.
6.3 Briefing for the Two Rivers Race will be at 13.45 on Sunday 6th September

7.1 Sailing Instructions will be posted on the CBYC web site by 4th September.
8.0 SCORING SYSTEM
8.1 The low point scoring system, in accordance with RRS 88.3, will be used.
8.2 One race may be discarded if 6 races are sailed
9.0 PRIZES
9.1 Overall 1st, 2nd, 3rdeach Fleet (1 discard)
9.2 If 3 entered only 1st Prize will be awarded, If 4 entered a 2nd Prize will also be awarded.
10.0 RESPONSIBILITY
10.1 Rule 4of the Racing Rules of Sailing states: – “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone.”Sailing is by its nature an unpredictable sport and therefore involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that:
- They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event;
- They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore;
- They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions;
- Their boat is in good order, equipped to sail in the event and they are fit to participate;
- The provision of a race management team, patrol boats, and other officials and volunteers by the organiser does not relieve them of their own responsibilities;
- The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances.
