BOROUGH COUNCIL WORKSHOP MEETING
January 5, 2017
Media Borough Council met in the large conference roomat 301 N. Jackson Street, Media, PAon the above date at 7:30 p.m. with the following officials present: Mayor McMahon, President Hall, Vice President Robinson, Councilman Williamson and Boyer, Councilwomen Dixon, A. Johnsonand L. Johnson. Also present were Borough Manager Smith, Solicitor Scott and Engineer Matson.
Public Comment & Privilege of the Floor
There was none.
Borough Manager’s Report
Borough Manager Smith mentioned that there is a revised workshop agenda, police report and interview ranking sheet in the meeting folders.
Engineer’s Report
Engineer Matson mentioned that the boiler replacement is complete. The elevator will be out of service for replacement starting January 9, 2017. Construction continues on the West End Walk and Flats.
Solicitor’s Report
Solicitor Scott had no report.
Mayor’s Report
Mayor McMahon reported that the police department received and investigated 559complaints during the month of December.
Mayor McMahon mentioned a meeting with Dave White, County Councilman to discuss the County’s plan for demolishing and rebuilding the county garages. Councilman White is looking for collaboration with the Borough. President Hall mentioned that the Borough should prepare by getting more information on this project. President Hall suggested that Councilmen Williamson and Robinson and the Mayor meet to come up with a plan. Mayor McMahon mentioned security cameras at the Route 252 intersection. The Mayor is working with Septa and Wawa to help offset the cost. Other areasfor consideration for camera placement is the playground and Plum Street Mall. Mayor McMahon mentioned the hiring of two full-time officers. Mr. Scott mentioned that no action can take place until a certified list is received from the Civil Service Commission.
Council/Committee Reports
Recreation and Board of Health – Mr. Boyer
Councilman Boyer mentioned the issue the Board of Health regarding the storage and discharge of grease by the restaurants. Manager Smith mentioned that Mr. Jeffery and Mrs. Devlin are scheduled to meet this month regarding this issue. The Recreation Board appointed Donald Trusty as President at their most recent meeting.
HARB, MBA and Historic – Ms. L. Johnson
Councilwoman L. Johnson had no report.
Properties, Public Works, Public Safety and Fire – Mr. Robinson
Mr. Robinson had no report.
Community Development, Personnel and Media Arts Council – Mr. Hall
President Hall mentioned the new park at Manchester Avenue as part of the Wawa development. President Hall mentioned the public hearing to be held on the matter. A letter has been sent to the surrounding neighbors advising them of the meeting.
President Hall mentioned the presentations of the economic development plan that were made earlier tonight. Councilwoman L. Johnson mentioned that council should devote more time to making a decision. Manager Smith mentioned that there is a deadline of January 31st for the grant. Councilman Williamson suggested based on the presentations that the group be reduced to two and obtain references and more information from the two groups. Council agreed to complete the interview ranking sheets by Monday and return them to Manager Smith, a consultant will be named based on the results.
Finance and Library – Mr. Williamson
Councilman Williamsonmentioned the appointment of Kelly Schaffer to the Library Board. Vice President Robinson suggested that the responsibilities of the position be explained to Ms. Schaffer. Councilman Williamson agreed.
Councilman Williamson mentioned adding INR as a voluntary 457 plan provider.
Fair Trade, Shade Tree and EAC – Mrs. A. Johnson
Councilwoman A. Johnson mentioned that the Farmer’s Market will not be held this year as they reorganize.
Public Relations and Historical Archives – Ms. Dixon
Councilwoman Dixon mentioned the New Year’s Eve Ball Drop was successful and she found it to be a very family friendly event.

Adjournment
President Hall made a motion to adjourn the Workshop meeting at 10:30 p.m. Vice President Robinsonseconded the motion. The motion carried unanimously.
