2.MINUTESOF LAST MEETING
To approve the minutes of the last meeting held on 16 December, 2015 – Neil Hodgson & P Hesketh
3.MATTERS HELD OVER FROM PREVIOUS MEETING
- Hedge work Beverley Road – Cllr Fewster had circulated a quote from J Ormerod for repairs to the damaged walling on Beverley Road – behind the orange fencing. The quote for £330.00 – one issue the contractor mentioned was the remaining tree stump, he will cut back the stump as best he can to enable a double skin wall to be built, Cllr Hodgson proposed we accept the quote, Cllr Hesketh seconded and all were in favour. Clerk to contact the contractor and give him the go ahead
•Barnoldswick Road Walling – This is out of the PC hand’s, and on a long list with LCC, who at present have no funding available - agree to leave on Mins/Agenda and to pursue at regular intervals.
•Malkin Close & 20 mile an hour speed limits – Ongoing
•Flagpole plaque –The 3rd April was proposed as a possible date for the dedication, Cllr Hesketh to contact the Royal British Legion and liaise with them and the vicar of St Thomas’s. Proposed a short procession, the ceremony followed by drinks and buffet lunch at the school.
- 2ndDefibrillator – All the councillors agreed that a siting of a second defibrillator in close proximity to the original one was not a good idea, and that the Moorcock was not as good an idea as first thought. Cllr Hesketh & Cllr McEvoy to mention it to B & WP meeting that one might be a good idea in Higherford, we would leave it with them.
Weekly checks on the Defibrillator are required and a volunteer was required to monitor this moving forward. V Hesketh volunteered and all were in favour.
- Litter picking Barnoldswick Rd – Discussion followed as to the ad hoc way the PBC litter picking was done in this area. Cllr McEvoy to contact David Walker
- Disabled access signs for Rec - Ongoing
- No Dogs allowed signs for the Rec. - Ongoing
- Possible Petanque – Ongoing - Cllr Hodgson
- Trees on allotments requiring trimming – Quote received for £350.00 to remove the trees. Cllr Hodgson proposed and Cllr Fewster seconded
- Yearly inspection – Completed with a number of low risk items mention, which the councillors discussed. It was agreed to contact Wicksteads and share the inspection report with them and to get a quote for repairs as required
- Rubbish at rear of 24 Beverley Road – Ongoing
- LCC – Parish Based Public Transport – At present the LCC are to remove all subsidies to bus routes, which may mean the loss of the bus services within Blacko, this is to happen in April 2016 at present we do not know if the operating bus companies are to continue or not. It was agreed that Blacko could not operate a parish based public transport operation on their own but it might be a possibility with the other local villages. Cllrs Hodgson & McEvoy to mention it at B & WP meeting. Cllr Hesketh to make contact with the operating company at Queensgate to see if they can update us on any possibilities.
- Brownley Park Land – Hollin Hal Farm Land – Strategic Planning. Hollin Hall farm – let it lie at present all to keep eye on it. Brownley Park Land – Outline planning permission has been requested

The Parish Council have sent a response to PBC stating a number of points why the parish council are against this outline planning permission.
5.REPORTS FROM BOROUGH COUNCILLOR
Cllr McEvoy mentioned that that at the last Health & Social Care scrutiny committee meeting – It was mentioned about the lack of First Responders in Blacko and the other villages, and that a recruitment drive was taking place, if anyone was interested. Cllr McEvoy had spoken to North West Ambulance Service about the effectiveness of the Defibrillators, and was assured they were very effective.
6REPORTS FROM COUNTY COUNCILLOR
Cllr Hodgson stated that he felt this report should be removed from the Agenda, as it is over 12months since the County Councillor attended a meeting. After discussion, it was agreed that Cllr Hodgson would write once more regarding a number of issues with LCC to Cllr White, and await a response, before a decision was made regarding the removal of this item.

B & W P meeting, the 500 houses have been passed by the executive.
9.RECREATION GROUND AND ALLOTMENTS
- Inspection done. – December and January completed

- Jeremy Baker 458 Gisburn Road Blacko has taken Plot 2, the vacant spot.
11.CORRESPONDENCE
- Mayors Ball – Cllr Hesketh to respond with 6 people attending
- Selrap membership – All agreed to continue

Robert the owner of Brownley Park – Stated that he was only applying for outline planning – not yet know how many houses might be built – Cllr Hodgson stated that the parish council could not recommend or decline any applications but could only give comments, and the parish council had given their comments to PBC and these could be seen in the comment section of the planning application. Mrs Wager asked if residents would be informed when the development would be discussed at B & W P meeting. Cllr Hodgson said he would inform her as soon as they knew, but it was felt that it would probably not be at the next meeting. Mrs Hesketh asked what response could be given to questions about the bus situation. Cllr Hodgson reiterated what was reported earlier in the meeting and would keep all informed when anything further was known

15.ANY OTHER BUSINESS
The Clerk had, prior to the meeting circulated a profit and loss for the ninemonths to date for the parish accounts, and the precept from PBC was discussed. The clerk had prepared a number of options for an increase to the £5650.00 to be paid by PBC to the parish council. It was agreed to ask for an extra 1000.00 which should be an increase of about 0.2% increase but should only be an increase of 0.05p per household. All agreed on this proposal.
