UTILITY WORKER

DEFINITION

Under supervision, to perform scheduled delivery work and a variety of unskilled and limited semiskilled facilities and grounds repair and maintenance work, warehouse work, and custodial work; and to perform related work as required.

CLASS CHARACTERISTICS

Positions in this class are established to perform in a variety of maintenance and operations fields of work. Incumbents are assigned to perform independently routine work for which they have been trained and know District procedures and standards. Incumbents receive general instructions when tasks are assigned and are expected to complete the work in a safe workmanlike manner which complies with District and regulatory standards unless unanticipated problems are encountered. Incumbents are expected to refer to a skilled trades worker or supervisor situations which would create an unsafe environment for students, staff, and themselves, work which is more technically involved than anticipated, and/or work which could be perceived as deviation from policy and procedure. Positions in this class when working independently perform work which is highly standardized. Positions in this class may perform more work in one area, such as delivery than in repair work, however positions are characterized by the flexibility to be assigned to varied work based upon the needs of the District. Incumbents may be assigned to perform grounds work as a major assignment during high growing season and to perform custodial, grounds and warehouse work as needed. Incumbents work with maintenance generalists and journey-level trades technicians to assist with work which requires a crew and to learn and perform semiskilled and skilled work.

EXAMPLES OF DUTIES

The tasks listed in this section are representative of duties assigned to positions in this class. This list is not intended to be an exhaustive list of all of the tasks assigned to positions in the class, and it is not expected that all of the tasks listed are necessarily assigned to all positions in the class.

Perform unskilled and limited semiskilled work in a wide variety of building and grounds areas. Assist maintenance generalists and skilled trades technicians as a helper in the performance of construction, modification, and repair projects.

Perform routine repairs such as to unplug plumbing fixtures and sewer, waste, and grease traps using hand snakes, plungers, enzymes, acids, and caustics; repair and replace drinking fountain heads; replace toilet seats; clean drains; repair and replace sink and shower faucet washers, and exercise valves; dig holes and trenches; lay lines for irrigation systems; clean and replace sprinkler heads; replace light bulbs and tubes; replace broken switch plates; paint to complete a repair and to cover graffiti; replace floor and ceiling tile; clean rain gutters; board over broken windows; replace door stops; pick up and deliver equipment and furniture to shops for repair and to schools and offices; assemble prefabricated furniture; repair playground equipment; repair broken gates and damaged fencing; mix and pour cement; replenish sand in sand boxes; make cold patch repairs to asphalt; make simple installations of shelving, window shades, screens, clocks, etc.; make repairs to reattach equipment which has become loose.

Use hand groundskeeping tools and operate light and medium power driven mowers and grounds construction equipment; prepare athletic fields for events; mow and edge lawn areas, trim and prune trees and shrubs; mix and apply herbicides, pull weeds; water lawns and planted areas; rake leaves; plant shrubs, trees, ground cover, turf, and flowers; operate blow and sweep and operate motorized sweepers to clean walkways, play areas, parking lots and other paved areas; gas, oil, and lube motorized grounds equipment.

Load delivery truck; pick up prepared meal items from the Central Kitchen and deliver to school sites; pick up food items from school sites and deliver to Central Kitchen; pick up and deliver intra-district mail; perform courier service to county office of education and other locations as directed; deliver warehouse supplies, furniture, equipment, records, textbooks, and supplies. Fill warehouse stock requisitions and complete related forms. Receive, verify, check for damage, and store supplies in warehouse. Operate hand truck, pallet jack, and forklift. Assist in conduct of periodic physical inventory.

Examine assigned work orders to check priority status, to determine materials, tools, and amount of time needed to perform the work and to verify that anticipated materials, supplies, materials, testing equipment, and tools are available and on the truck; upon completion of work, enter time and materials information needed to complete work orders.

Load and unload tools and materials to transport to and from job sites; perform daily preventive and safety inspection and operate district vehicle to and from school sites and vendor locations obeying traffic laws and observing defensive driving practices; as a member of a crew, operate trencher, back hoe, ditch witch and other construction equipment; wash and fuel vehicles; maintain tools and equipment in secure and working condition.

Substitute for absent custodial staff, performing the full range of duties of the day or evening custodian.

Work with carpenters, electricians, plumbers, heating, ventilating, and air conditioning technicians, painters, locksmiths, welders, and other trades and general maintenance personnel for training and to assist with work projects; perform unskilled and semi-skilled duties as a team member or independently, as the need arises.

Make measurements, layout and mark areas and materials, cut and drill materials, and perform other tasks to prepare work areas and materials in accordance with instructions.

Wear identification and protective clothing and use safety equipment and devices, as assigned; serve on assigned committees and teams; participate in District mandated training and retraining programs; perform related work as required.

LICENSE REQUIRED

Possession of a valid and appropriate California Driver's license.

QUALIFICATIONS

Knowledge of:

Basic methods, materials, tools and equipment used in general building work, groundskeeping, and delivery work.

Applicable safety precautions.

Measures and shop math applicable general building maintenance work.

English usage.

Ability to:

Learn and perform routine building maintenance and repair work, grounds and custodial work, and warehousing and delivery work.

Use basic power and hand tools and equipment safely.

Maintain accurate time and material records.

Perform assigned work without constant supervision.

Perform accurate counting and measurement.

Maintain tools and equipment used and assigned in clean working order, provide proper security in accordance with established departmental guidelines.

Read, write, and speak English at a level required for successful performance.

Operate a District vehicle observing traffic laws and using defensive driving practices.

Perform heavy physical labor.

Understand and follow oral and written directions.

Establish and maintain effective working relationships with those contacted in the course of work.

EDUCATION AND EXPERIENCE:

Any combination of education, training, and experience equivalent to graduation from high school supplemented by experience or training in general maintenance and repair, groundskeeping or delivery work, which demonstrates possession of the knowledge and abilities stated above, and the ability to perform the duties of the position. A typical qualifying entrance background is one year of experience performing varied general delivery, maintenance, or groundskeeping work or completion of one year of formal vocational course work or training.

Vision: (which may be corrected) to read small print and see small objects.

Hearing: (which may be corrected) to hear sounds which warn of potential danger; analyze sounds of equipment operation; and determine operating efficiency and needed repairs. Have tolerance to be exposed to noisy conditions and grounds equipment operation.

Upper Body Mobility: use hands and fingers to feel, grasp, and manipulate small objects; manipulate fingers, twist and bend at wrist and elbow; extend arms to reach outward and upward; use hands and arms to lift objects; twist and bend at torso; turn, raise, and lower head.

Lower Body Mobility: to walk on even and uneven surfaces; bend at waist; stoop; stand for prolonged periods of 4 hours; and step over objects.

Strength: to lift, push, pull, and/or carry objects which weigh as much as 75 pounds on a frequent basis.

Environmental Requirements: be exposed to harsh chemicals; work outside without effective protection from the elements as a primary assignment; work with interruptions.

Mental Requirements: to understand English at a simple level; follow a schedule; apply measurements and simple geometry to line athletic fields.
