Objective

Behaviour intervention services aim to improve the quality of life of people with disabilities by reducing behaviours of concern and the use of restrictive interventions.

Description of the service

Behaviour intervention services manage and prevent behaviours of concern through the development and implementation of evidence-based interventions that promote and maintain positive behaviour.

Behaviour intervention services broadly include the following:

•an intervention that is provided directly with the person, or via carers or staff. This form of service delivery requires comprehensive assessment, intervention and support strategies relative to the person’s presenting needs and circumstances. Strategies may be delivered simultaneously rather than sequentially.

•consultation and skills building that is designed to build systemic capacity. This form of service delivery involves training and consultation to staff and carers who provide direct support to people with disability.

Client group

The target group for behaviour intervention services is adults and young people who meet the criteria for disability service provision under the Disability Act 2006 and display behaviours that are a barrier to participation and pose a risk to the health and safety of a person and those with whom they live or work. These behaviours of concern may include aggressive, self-injurious, or dangerous behaviour.

The following criteria should be considered when determining urgency for access to behaviour intervention services:

•people whose behaviours present immediate and serious consequences for their care and safety, or for the safety of the community

•children and young people and other individuals whose family is at crisis point and imminent family breakdown is likely unless support is provided

•people who are in jeopardy of being excluded from services, employment or school and the behaviours of concern are presenting barriers to other significant needs being met

•people at risk of entry into the criminal justice service system

•people who are undergoing a significant ‘transition period’, for example, admittance to a hospital, leaving out-of-home care or entry to supported accommodation.

Service delivery

Department of Health and Human Services, community service organisations (CSOs) and private practitioners.

Service redevelopment

The department will continue to monitor service provision, and where necessary, may amend service specifications or funding allocations based on community needs or in response to changes to government policy and priorities.

During the current Service Agreement period, the roll out of the National Disability Insurance Scheme will commence in Victoria. The introduction of the scheme will mean changes in the way services are accessed and the funding arrangements for service providers. Community service organisations are expected to work collaboratively with the department and the National Disability Insurance Agency to facilitate a smooth transition.

Monitoring and review

Service Agreement

The Department of Health and Human Services monitors and reviews the organisation’s compliance with the Service Agreement’s requirements set out in the terms and conditions and schedules including the Applicable Departmental Policies. The Service Agreement is used to manage funding provided through the department for services delivered by community service organisations and local government authorities.

The Service Agreement includes two Applicable Departmental Policies:

  1. Department of Health and Human Services Policy and Funding Guidelines
  2. Service Agreement Information Kit

The Service Agreement Information Kit provides information on the Service Agreement terms and conditions (chapter 3) and Applicable Departmental Policies (chapter 4). The Service Agreement Information Kit must be read in conjunction with the Department of Health and Human Services Policy and Funding Guidelines.

Human Services Standards

Organisations funded to provide services to clients are required through the Service Agreement to meet the gazetted Department of Health and Human Services Standards (Human Services Standards) and can be monitored in relation to their compliance with these standards.

Organisations funded through this activity are subject to independent review and accreditation requirements under the Human Services Standards, except where exempted by the department.

Organisations funded to deliver this service activity are required to be registered in accordance with the department's Policy, procedures and forms for the registration of disability service providers and community services

Monitoring performance

Funding is subject to the delivery of specified targets in performance measures.Where actual annual performance is less than 100 per cent (%) of the target performance the funded organisation should provide the Department of Health and Human Services with a justification for retaining full funding.

Key performance measure 1:Number of new clients

Definition / Number of new clients who received behaviour intervention services during the reporting period.
Aim/objective / The aim of this performance measure is to monitor the number of new clients receiving behaviour intervention services during the reporting period.
Target / Provided in Service Agreement.
Type of count / Cumulative
Counting rule / Count the number of new clients who received support under this activity in the reporting period.
When reporting through service delivery tracking, on 1 July of each financial year count all individuals receiving behaviour intervention services as ‘new clients’, and thereafter, from August to June each year, count only new clients.

Data source(s) collection / Service delivery tracking system and quarterly data collection (QDC).
Definition of terms / The client refers to a person receiving behaviour intervention services.
A 'new client' is defined as a person who:
•has never received a service, or
•has recommenced services no less than three months after their last episode of support was closed.
The receipt of a service during the reporting period is defined as time spent providing behaviour intervention services either with the client or directly in relation to the client.
