Minutes of the Planning Advisory and Highways Committee meeting held on 6th October 2014 in the Skyrm Room, Public Hall, Beaminster at 6.30pm.

The minutes of the Planning Advisory and Highways Committee meeting held on 1st September 2014 having previously been circulated were confirmed and signed by the Chairman as a correct record.
609 DECLARATIONS OF INTEREST
Cllr Body declared a personal interest in agenda item 4 (a) (vii) – Gerrards View, 1 Barnes Lane
700 PLANNING MATTERS
(a) APPLICATIONS
The following planning applications were considered:
(i) WD/D/14/001970 (FULL) 27 CLAY LANE Demolish existing flat roofed store,
retaining wall to frontage. Erect double
garage with pitched roofs over. Install 16
PV panels to south elevation of new
garages. Remove existing hedge to road
frontage.
Recommend Approval
(ii) WD/CA/14/001611 (FULL) CHANTRY HALL, CHANTRY LANE, NEWTOWN
2 storey extensions to north and east elevations.
Alterations to internal layout and associated
changes to elevations. Conversion of disused
attached domestic outbuilding into additional
accommodation

(iii) WD/CA/14/001934 (FULL) HARTS ORCHARD, WHITCOMBE ROAD Improved access and alterations to boundary wall
and erection of a new detached dwelling, new
access drive and hard and soft landscaping and
associated works.
Recommend Refusal on the following grounds:
Members were extremely concerned with the proposal to excavate the site to accommodate a
cinema and gym as this would have a significant effect on the underground watercourse that
flows through the site discharging in the field to the south and the possible repercussions if
blocked or diverted. It was noted that no Ground Stability, Flood Risk or Ecological reports had
been submitted in accordance with the requirements of the Local Plan.
Members drew attention to correspondence submitted and would stressed that local
knowledge should pay an important part in determining this application.
The proposal to reduce the height of the front boundary wall and widen the access would not
address visibility out onto the highway because of the convex curve of the road at that point.
The lowering of the wall conflicts with and contradicts nearby examples contrary to Policy DA5
(iv) WD/D/14/002278 (FULL) 103 GERRARDS GREEN

(v) WD/D/14/002199 (FULL) 11 CULVERHAYES
Alterations and additions to form rooms in the

Members NOTED the withdrawal of Application No WD/D/14/001028 – 30 Church Street from the
planning register.
701 PLANNING CORRESPONDENCE
(a) NALC: Technical Consultation on Planning
Members had previously been circulated with a copy of the corporate response forwarded to NALC
compiled by the Town Clerk based on members observations/comments received. NOTED.
702 PUBLIC TRANSPORT LIAISON OFFICER
Cllr Mrs Samuel reported that issues arising from the WATAG meeting were:
· disappointment at the withdrawal of the morning Weymouth College bus service through Beaminster however assurances had been given that the bus would wait for the Beaminster connection and that there would be special service back to Beaminster in the evening
· any action to rectify the bus/rail connections at Maiden Newton looked unlikely
· following the withdrawal of the late X31 service concern had been expressed at the cost of a taxi to Dorchester Hospital to enable patient visting or access to late appointments
· following the introduction of revised bus services, time tables were awaited
703 PUBLIC RIGHTS OF WAY OFFICER
Cllr Mrs Beeny reported that her attention had been drawn to the commencement of earth works in
woodland at Parnham and concerns expressed with regard to the right of way, this was an issue she
would raise with the rights of way officer.
Cllr Mrs Beeny also advised of a number of complaints regarding dog fouling in Crooked Lane, the Town
Clerk advised that the District Council’s Dog Warden had been made aware of the problem and
was patrolling in that area.
704 HIGHWAY ISSUES
(a) Issues to be raised with representatives from Dorset County Council at a meeting scheduled for
28th November.
Members were circulated with a list of issues raised to date which following discussion had been
amended/additional items identified in preparation for the meeting on 28th November.
Under this heading Cllr Mrs Cameron enquired on progress with regard to the proposal for part night
street lighting, the Town Clerk to make enquiries.
