  • Portland Tenants United Group Resolution – Sam

The SWNI Board handout was presented. Claims made by the group who wrote this resolution made false claims of approvals by other coalitions. SWNI NA’s who looked this did not approve the endorsement of this resolution. The SWNI Equity committee was asked to come up with a SWNI statement of goals instead. Jim Carlton opposed this because he is involved in investment property. We will post this on our website so people can view it.

Discussion:

The 26 member committee is heavily weighted by builders and developers. The BPS Planning and Sustainability has put on a show of public outreach but they have not responded to concerns of residents. 1/3 of committee is opposed to the proposal on the table. Rezoning 65% of city without going through the zoning process to allow multifamily dwellings everywhere regardless of neighbor context or character. Robin says the proposal does not put density in the right places. Builders are not building in lands that are available, they are cherry picking areas to their maximum gain. The Plan does not address scale and demolitions. The plan does not take into consideration the character of the neighborhoods. Not all Portland neighborhoods are the same. It is a one size fits all. Opposition includes residents and architects have put together a statement. The other side has a lobbyist. We want more middle housing.

An economic feasibility allows for higher density in areas, i.e. 10,000 sq. ft.that will allow cottage clusters. Floor area ratio is involved. A lot of structures could be put on small areas.

City of Portland says that we have enough land to build for the next 20 years, we shouldn’t be in a hurry to build.

City centers and transportation corridor buffer areas are expanded in plan.

Public comment period has been extended one week until next Wednesday. Talking points were distributed. There is a letter posted on Next Door. Comments are encouraged.

Single family houses can be replaced with giant houses or multifamily or multiple dwellings. This leads to rising land values and assessment. Builders will cram stuff in our nice existing neighborhoods, maximizing their profit but changing the nature of the neighborhoods.People pushing the plan stand to gain a lot financially.

The RIPSAC process got hijacked.

17 acres of Macadam Ridge is example of a development area. Enough people are standing up, so that comment period is extended until next week.

The plan does not respect neighborhood contexts. Why not encourage ADUs in existing homes? Transportation issues are not addressed. More internal conversions make more sense for our area.

We need a massive letter writing campaign. For more information, contact Robert Lennox, SBNA president.

Motion: Committee formed to write a Letter for SBNA on RIPSAC, committee is Robin, John Holderness, Jim Leno, and Robert Lenox.
