General Statement of Duties

This position performs complex supervisory, administrative and professional work in planning, organizing, directing, and supervising the Service Department, including township infrastructure,roads, traffic control, inspections, public cemetery operation,building maintenance and other township projects and programs, characterized by a high degree of difficulty with skills typically acquired by years of experience, on-the-job instruction, and/or specific technical education.

Works under the direction of the Township Administrator.

Supervision Exercised

Manages all employees assigned to the Service Department and is responsible for the overall direction, coordination, and evaluation of these employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Duties and Responsibilities

The following are representative examples of Service Department Directorduties and responsibilities. Other duties may be assigned.

  • Supervises department staff and administers discipline within the department as specified in the Township’s personnel policy and the applicable union contract.
  • Determines work procedures, prepares work schedules, and expedites workflow.
  • Assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.
  • Studies and standardizes department policies and procedures to improve efficiency and effectiveness of operations.
  • Maintains harmony among workers and resolves grievances.
  • Handles special projects and prepares reports as directed by the Township Administrator.
  • Represents the Service Department at Trustee’s Meetings and Workshops as requested by the Administrator.
  • Supervises and coordinates safety and training programs in the Service Department.
  • Prepares and documents budget requests; administers adopted budget and approves and records the payment of Service Department bills.
  • Plans, organizes, coordinates, supervises and evaluates programs, plans, services, staffing, equipment and infrastructure of the Service Department.
  • Oversees emergency situations involving public infrastructure of the Township, such as snow emergencies, roadway washouts, storm damage and other problems.
  • Evaluates public works needs and formulates short and long range plans to meet needs in all areas of responsibility, including traffic, roads, sidewalks, drainage, right-of-way clearing, lighting, cemetery and development.
  • Coordinates the review of right-of-way permits for compliance with codes, regulations, and standards, adequacy of applications for permits and compliance with approved plans.
  • Determines applicable codes, regulations, and requirements for assigned projects.
  • Oversees and coordinates building and ground maintenance of Township facilities, including cleaning, routine maintenance, building repairs and landscaping.
  • Oversees the preparation of engineering plans and specifications, cost estimates, assessment rolls, contract bidding documents, competency of contractors and vendors, and the selection criteria for township contracts.
  • Provides project management for township construction projects. Oversees assigned projects to ensure contractor compliance with time and budget parameters for the project.
  • Responds to public or other inquiries relative to department policies and procedures. Evaluates issues and options regarding street maintenance and makes recommendations.
  • Maintains regular contact with consulting engineers, construction project engineers, City, County, State and Federal agencies, professional and technical groups and the general public regarding department activities and services.
  • Monitors inter-governmental actions affecting public works.

Ancillary Duties and Responsibilities

May serve on various boards or committees as assigned. May perform other duties within his/her degree of competency.

Minimum Qualifications:

Education and Experience

  • Bachelor’s degree (B.S.) in civil engineering, construction management or related field, from an accredited college or university and a minimum of five (5) years of experience in a public works/street department, or construction field; or equivalent combination of education, training and experience.
  • Demonstrated administrative/supervisory responsibility of a minimum of two years.

Necessary Skills, Knowledge and Abilities

  • Extensive knowledge of equipment, facilities, materials, methods and procedures used in maintenance, construction and repair activities undertaken by public agencies in the care and maintenance of public infrastructure;
  • Have skills necessary to operate tools and equipment specified under “1”, immediately above.
  • Have a valid Ohio driver’s licensewith no serious moving violations within the past two (2) years.
  • Class A Commercial Driver’s License desirable.

Tools and Equipment Used

Generally the types of tools and equipment used in this position will include: motorized vehicles and equipment generally associated with a street maintenance department, e.g. pick-up trucks, dump trucks, utility trucks, street sweepers, pumps, saws, compressors, common hand and power tools, detection devices, mobile radios and phones.

Physical Demand

The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of Service Department Director. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.

The Service Department Directorfrequently works with or near moving mechanical equipment. This employee must be able to sit, move from location to location, talk and hear, and extend arms in a range of movement to use various equipment described above under “Tools and Equipment Used.” This employee is required to walk, climb, balance, stoop or kneel, and lift objects. This employee must be able to visually define, recognize, evaluate and differentiate objects such as written information, written and oral messages, warning signs and safety hazards. An employee in this position may be required to perform tasks in areas of various topographic conditions. The employee must be able to receive audible messages, correspond verbally and convey meaning/messages to others without equipment uniquely designed for such an individual. The ability to drive a motorized vehicle in all types of traffic and weather conditions is essential.

The employee must frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Work Environment

The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of Service Department Director.

While performing the duties of this job, the Service Department Directorregularly works in various types of weather conditions. This employee may occasionally be in high, precarious places, may be exposed to wet and/or humid conditions, and may come in contact with airborne particles, fumes, and toxic or caustic chemicals from various sources.
