A.Reference Year Population

The SWMD’s population in 2014 was 148,185 after adjustments. These figures were derived from the Ohio Development Services Agency and include adjustments made in accordance for political subdivisions located partially within the District and partially within surrounding solid waste districts. Adena in Harrison County, and Magnolia and Minerva in Carroll County are the only villages where the majority of the population resides outside their respective counties. The populations of these villages that reside within Carroll and Harrison counties have been removed from the total District population. Additionally, a small percentage of Washingtonville, Columbiana and Salem residents live in Mahoning County. These residents were added to the Columbiana County population.

Adjustments were made as indicated in Table C-1a, which provided us with the “After Adjustment Population” below. As by Ohio law, the population of Magnolia and Minerva must be subtracted from the SWMD’s population because those municipalities reside in more than one county and Carroll County does not have the majority of that population. The same occurred with Adena in Harrison County. The majority of Adena’s population reside in Jefferson County and therefore, Harrison County does not receive credit and must subtract that population from our county’s total population. In Columbiana County, that law works to our advantage. Washingtonville, Columbiana, and Salem all have the majority of their population in Columbiana County so the population residing in adjacent Mahoning County must be added to our SWMD’s population.

B.Population Projections

The SWMD’s population projections from the reference year through the end of the planning period are presented in Table C-2 below. The Ohio Development Services Agency’s (“ODSA”) 2014 population estimates by county, city, village, and township were used to calculate a base population or the District. Using a second ODSA publication (Ohio County Profiles), which presents population projections by county in 10 year intervals from 2010 to 2040, the SWMD’s population was projected across intermediate years using a straight-line projected percentage.

Ohio law requires that the population for a political subdivision that lies within two or more solid waste management districts shall be credited to the District where the majority of the population resides.
