Introduction

North West District Special Staff has nabbed a rewarded desperate criminal of Delhi namely Ali Sher @ Khan @ Mullaji s/o Bismillah Azad r/o HNo. N-38/A-211, CD block Jahangir Puri, Delhi & permanent address Village Badarbanna Post office Nehra PS Behara, District Darbangha, Bihar (aged 35 years) who was declared proclaimed offender in case FIR No. 159/11 u/s 364-A PS Bhalswa Dairy, Delhi.A reward of Rs. 50,000/- was declared on his arrest on 7.11.12 and his name was figuring in the list of top ten criminals of Delhi.

Arrest, Investigation and Interrogation:

As the accused Alisher was already included in the list of top ten criminals of Delhi, various teams of Delhi Police were working hard to arrest him. Alisher was secretly living in his native place Darbangha, Bihar and changing his hideouts and mobile phones very frequently. Three raids were conducted in the past one and half year by the Operation Cell of North-West District but every time he managed his escape. Even once a team of Operation Cell/North-West District had to camp in Darbangha for 15 days and next time for 7 days to trace out his whereabouts but due to his proximity with locals, he could not be apprehended. In fact, he had a nefarious network through which he would come to know about the slightest movement of police near his native place. Even at the slightest hint of police, he used to leave his native place and sneaked into Nepal to evade his arrest.

With the passage of time the accused got more hardened and confident and started extorting money from property dealers and cable TV operators in the North-West District area with the help of his local henchmen. Due to his criminal profile and terror, no one came forward to gives complaint against him. The Special Staff collected information regarding his henchmen and made a recee of his hideouts in Delhi and Bihar. Various teams of Special Staff/NWD worked hard & relentlessly gathered all possible information for the last six months on the direction of Inspr. Shyam Sunder I/C Special Staff and in the overall supervision of Sh. Aas Mohd., ACP/Operations/NWD.

On 21.5.13, a team of Special Staff headed by SI Ajay Kumar No. D-167 comprising of HC Anil Kumar 1035/NW (who had a specific information about the movement of Alisher), HC Subhash 223/NW, HC Vinod Kumar 1374/NW and Ct. Shripal 515/NW proceeded to Darbangha, Bihar for collecting intelligence and apprehending notorious and dreaded robber Ali Sher who had already been declared P.O. by the Hon’ble court of Sh. Sunil Kumar, MM, Rohini Courrts Delhi in Case FIR No. 159/11 u/s 364A IPC PS Bhalswa Dairy, Delhi. On 24.5.13, SI Ajay Kumar alongwith the staff reached PS Bahera, distt. Darbhanga, Bihar. At Sakri-Dharora road, they met one secret informer who informed that Ali Sher would pass through the Lulwa Chowk. The team immediately took their position on the Sakri-Dharora (Darbhanga) near Aara (saw) Machine and apprehended accused Alisher after a brief scuffle and chase.

Thereafter on further interrogation, he revealed that he had kidnapped one Lalit of Bhalswa Dairy, Delhi on 15.9.11 and demanded a ransom of Rs. 20 lacs from the father of Lalit. A case FIR No. 159/11 u/s 364A IPC PS Bhalswa Dairy, Delhi was registered in this regard. Two of his accomplices have already been arrested in the case but he has been evading his arrest since then.

After interrogation, he was arrested vide DD No. 40A dated 26.5.13 u/s 41.1 (c) CrPC, PS Maurya Enclave, Delhi. The accused was brought to Delhi after securing transit remand for 3 days from concerned ACJM Court of Benipur, Darbangha, Bihar.

Profile:

Alisher was born on 25.10.1978 in Moti Nagar, Delhi, where his father Bismillah Azad was running a steel polish business. Later his father shifted to CD block Jahangir Puri and started a dhaba. Alihser studied upto class 3rd in local school of Jahangir Puri and after the death of his father he dropped out. He is married to his maternal cousin sister Afsana of village Badarbanna and has three children i.e. one daughter and two sons. Alisher started cable TV business in CD park Jahangir Puri, Delhi in 2003 and in Swaroop Nagar area in 2004. He has handed over his cable TV business to one Ram Murthi and Kalu who used to pay him Rs. 15,000/- per month for said business. Alisher went to jail for the first time in year 1997 in a murder case vide FIR No. 325/97 u/s 302 IPC PS KeshavPuram, Delhi and from jail itself he completed class 12thfrom Indira Gandhi National Open University in year 1999. After getting bail in 1999, he again went to jail for second time in 2001, in a murder case vide FIR No. 422/01 u/s 302/120B/34 IPC PS Jahangir Puri, Delhi, an attempt to murder case vide FIR No. 140/2k u/s 307/327 IPC PS Jahangir Puri, Delhi and a snatching case vide FIR No. 894/2k u/s 356/379 IPC PS South Rohini, Delhi. But he again came out on bail in the year 2002.

After that, Alisher has committed a series of murder, dacoity, extortion and robberies in various parts of Delhi and has a total of 23 cases registered against him. He is running P.O. in case FIR No. 159/11 u/s 364A IPC PS Bhalswa Dairy, Delhi in which a reward of 50,000/- has been declared for his arrest.

Further investigation is on and concerned police stations are being informed for further action.

ABSCONDING FILM ACTRESS OF HINDI AND TAMIL CINEMA ARRESTED FOR CHEATING OF SEVERAL CRORES OF RUPEES.

The police personnel of AATS, South District caught an absconding South Indian actress involved in cheating of several crores of rupees in a joint operation with Chennai Police and recovered 9 cars and 4 weapon.

BRIEF FACTS:

On 25.05.13, a team of Central Crime Branch, Egmore, Chennai Police led by Inspr. Vijaya Kumar and Inspr. Selva Kumar approached AATS, South District for help in tracing out one accused namely Balaji @ Sekar Reddy @ Sukkesh Chandrasekar s/o Chandrasekar, No. 21, Balaji Nivas, 5thCross, Bhavani Nagar, Bangalore City and his friend, an actress of Hindi and Tamil cinema, namely Leena Maria Paul d/o Mr. C.S. Paul r/o Chittoorarambil House, District Thrissur, Kerala. Balaji @ Sekar Reddy was wanted in a recent case of Rs. 19 crore cheating with Canara Bank, registered vide case FIR No. 64/13 u/s 170/406/419/420/34 IPC, Central Crime Branch, Egmore, Chennai. His friend Leena Maria was also wanted in a cheating case registered vide FIR No. 24/13 u/s 170/406/419/420/34 IPC, Central Crime Branch, Egmore, Chennai. In this case, accused Balaji @ Sekar Reddy along with his friend Leena Maria had introduced himself as an IAS officer and took the money for investment for a project

TEAM AND ARREST :

On the basis of details available with the Chennai Police, extensive enquiry was carried out by the police personnel of AATS led by SI Balihar Singh, I/C AATS/SD and finally both of them were located in a farmhouse, in the outskirts of Village Asola, Fatehpur Beri. A discrete watch was kept on this farmhouse and on the basis of vehicle numbers and criminal intelligence, their presence was traced near Ambience Mall, Vasant Kunj. On the basis of photographs, identity of the Leena Maria was established and she was apprehended alongwith four bouncers. These bouncers were found in possession of fire arms. Balaji @ Sekar Reddy @ Sukkesh Chandrasekar who at a distance from the lady was in another vehicleLand Cruiser bearing Regn. No. MH-04AX5 managed to escape from the place.

The farmhouse where the accused were staying for the last one month belongs to Mohinder Singh s/o Fohan Singh r/o H. No. 24, Village Asola, New Delhi. A sum of Rs. 4 lacs per months was being paid by the accused. 9 luxury cars have also been recovered from the farm house.

A case u/s 30 Arms Act is also being registered at PS Fatehpur Beri against the four bouncers as they had not got their weapons licences registered with the Licensing Branch of Delhi Police within 30 days of their arrival to Delhi, which is mandatory.

INTERROGATION :

Interrogation of accused Leena Maria Paul (25 years) revealed that she is a BDS graduate. She did her schooling in Dubai. Her parents are residing in Dubai and her father is an Engineer in Mesco, Dubai. She is into modelling and film industry for the last 2 years.

Further investigation of the case is on to verify the antecedents of bouncers. Police personnel involved in good work are being suitably rewarded.

A FUGITIVE, WANTED IN A BROAD DAY LIGHT MURDER ARRESTED

West District Special Staff has arrested a fugitive namely Mohd. Afsar, who was wanted in a broad daylight murder of one transporter Mr. Tilak Raj of Bindapur, Delhi. In this regard a Case FIR No 219/13, u/s 302 IPC was registered at P.S. Binda Pur, South West, Delhi. Mohd. Afsar had committed the daring act alongwith his associates Sanjay and Arif. Arif has hatched the plan in connivance with the wife of the deceased. After the murder Afsar had been evading arrest. He has been arrested on 26.05.13 on the basis of a secret information from entry gate of Bus Terminal, Uttam Nagar, Delhi.

CASE WORKED OUT

Case FIR No.219/13, dated 16/05/2013, u/s 302 IPC, PS Binda Pur, Delhi.

INFORMATION & OPERATION

On 16/05/2013, a broad daylight murder was reported in the area of P.S. Bindapur, South- West Delhi. During investigation, it has came to fore that the murder plan was hatched by one Arif in connivance with the wife of the deceased and both of them were arrested but the main killers namely Sanjay and Mohd. Afsar absconded. In view of the gravity of the offence, a team of Spl. Staff/West District also visited the scene of crime and explored all possibilities to nab the criminals and deployed sources to get the latest movements of the fugitives. On 26/05/2013 a specific information was received by the team of Special Staff, West District that the absconding criminal Mohd. Afsar will come to Uttam Nagar Terminal at about 6.30-7.00 pm. On this information a raiding partyunder the supervision of Insp. Satyaveer Singh comprising of SI Manoj Kumar, HC Suresh, HC Kirori, HC Moti Ram, HC Sunil, Ct. Amarjeet, Ct. Vinod and Ct. Jitender was constituted and deployed on the entry gate of Uttam Nagar Terminal, Delhi. At about 7.00 PM, one person came out of Uttam Nagar Metro Staion and reached the entry gate of bus Terminal. He was identified as Mohd. Afsar by the informer. Initially he was misleading the police party but on sustained interrogation he admitted his involvement in commission of Murder of Tilak Raj. He was accordingly arrested by Special Staff/West District and necessary information has been given to concerned Police Station.

INTERROGATION

During sustained interrogation Mohd. Afsar disclosed that he is residing in Delhi for the last 15 years and working as driver on commercial vehicles. His maternal uncle Arif is also working as driver. Arif and Mohd. Afsar worked as drivers with local transporter namely Tilak Raj. One day Arif and Mohd. Afsar alongwith another driver Sanjay were drinking liquor. Arif suggested a plan to earn heavy amount of money in one go. Arif told that Sudesh, wife of Tilakraj wanted to kill Tilak Raj because she is fed up with the atrocities of Tilak Raj on her and her daughter and she was ready to pay a huge amount for this. On being lured by heavy amount both Sanjay and Mohd. Afsar joined Arif. Arif prepared of the plan in consultation with Sudesh. Sudesh paid token money to Arif. On 16/05/2013 Sudesh made a call to Arif that Tilakraj was alone at the IInd floor of House No. B-47, Ramdutt Enclave, Bindapur, Delhi and she was going outside by leaving the doors open. As per plan all three of them went to the house and killed Tilak Raj. After the death of Tilakraj, Arif gave them Rs. 5000/- for expenditure and took them to Nangli Dairy. He told that they should remain out of Delhi till the matter is resolved. He promised them that he would give Rs. 3 lakhs and one tempo later. Thereafter Sanjay and Afsar went to Gaya and then remained at Garh Ganga for some days. During this period they had spent all the money. Mohd. Afsar to evade apprehension shifted his hideouts frequently. On 26/05/2013 he came to Uttam Nagar terminal to get money from a friend and was arrested.
