Meeting Minutes:

The July 13, 2016 regular business meeting of the Board of Directors of the Alfalfa Fire District was called to order by Treasurer Rowan Hollitz followed by the Pledge of Allegiance.

PREVIOUS MINUTES:

The minutes for the June 8, 2016 regular business meeting and the June 22, 2016 work session meeting were read and corrected prior to the July 13, 2016 meeting. Starr moved to accept the corrected minutes and was seconded by Hollitz and agreed by all.

TREASURER’S REPORT:

Treasurer Hollitz reported that the balance in the bank as of 6/30/16 is $169,086.41.

Gary Hughes moved to issue Resolution 2016-8 stating that the property tax revenue from Deschutes County will remain at $1.75 per $1000 for the fiscal year 2016-2017 and was seconded by Carolyn Chase and approved by all.

CHIEF’S REPORT:

Fire engine #921 is in working order and ready for service as is fire engine #941. Truck #961 is ready and waiting for a water tank and pump to be installed.

The mobile radios are ready to be installed in the trucks.

There were no fires to report and there were three medical aid calls that the Fire & Rescue responded to.

OLD BUSINESS:

Gary Hughes spoke with Deschutes County Planning Department regarding the status of the partition process and the response was that it will be a few more weeks before it is complete.

After information was shared from a meeting with Bank of the Cascades attended by Hughes and Hollitz it was agreed that BOC may be available for financing a construction loan but SDIS would be a better option for the long term loan.

NEW BUSINESS:

The annual election of officers was held with each position being voted in unanimously. President is Bob Kathman, Treasurer is Rowan Hollitz, Vice President is Nate Starr, Secretary is Carolyn Chase, and Director is Gary Hughes.

Hughes advised the Board a decision needs to be made at this meeting whether to make a bid on the Corvallis water tender. The minimum bid is $25,000 and was followed by much discussion. It was agreed to pass on the tender and go for a water wagon at a much lower cost with minimal maintenance since it will be purchased new and no extra training for the driver of a ¾ ton pickup and winter storage will not be an issue.

The GMC pickup #961 is the next vehicle to be brought into service. The District will need to purchase a plastic water tank for the back of the pickup with a pump which can be used to patrol the district or be first at the scene of a fire or other incidents. Starr made a motion to spend no more than $1400 to get the truck serviceable and the motion was seconded by Hughes and agreed by all.

A letter addressed to the Fire District was received from Wayne & Anthonia Morgan stating that the Morgan’s along with Francis Andrew Andrews, and Billie & CJ Gale intend to file a petition to withdraw from the Alfalfa Fire District.The Board agreed to wait for official notification from Deschutes County to see if any action will be required from the District.

Chief Thompson mentioned that with the outdoor burning closed, the District will follow the fire regulations set by Deschutes County Fire District #2. The use of a contained burning barrel can be used, but it will be dependent on the wind, weather and common sense.

Nate Starr advised the group that he will be attending the Ethics class in Redmond on Tuesday, August 2, 2016.

Aurie Salfen said that the community newsletter is at the mailers and should be out soon. Carolyn Chase is doing the emails for those who prefer the electronic version.

Chase called for adjournment and was seconded by Hughes at 8PM and agreed by all.

NEXT MEETING: The next meeting is a work session on Wednesday, July 27, 2016 at 6PM and the regular business meeting on Wednesday, August 10, 2016 at 6PM.
