We acknowledge that we are meeting on the traditional land of the Boonwurrung and Wurundjeri people and offer our respects to the elders past and present. We recognise and respect the cultural heritage of this land.

Purpose

The purpose of this report is to inform Council of the process of hearing of submissions made under Section 223 of the Local Government Act 1989 in respect of the draft Council Plan 2017-2021 and the draft 2017/18 Budget.

Background

On Monday 10 April 2017, Council considered the draft Council Plan 2017-2021 and the draft 2017/18 Budget and resolved to give public notice of their preparation, as required by Sections 125 and 129 of the Local Government Act 1989.

Council also resolved that any submissions received be considered by a Committee of all Councillors to be held at 6.30pm on Monday 29 May 2017.

Public notice of the statutory consultation period was provided by advertisement in The Age newspaper on Thursday 13 April 2017, on Council’s website on Thursday 13 April 2017 and in the Stonnington Leader newspaper on Tuesday 18 April 2017.

The draft documents were available for viewing from Thursday 13 April to Friday 12 May 2017 at Council’s Service Centres at Stonnington City Centre Malvern, Prahran Town Hall, the Depot and at Council’s libraries and on the Council website.

Any person has the right to make a submission on the draft Council Plan and Budget under Section 223 of the Local Government Act 1989. Submissions were to be received by 5.00pm, Friday 12 May 2017.

Discussion

Submissions – Council Plan

One submission has been received on the draft Council Plan:

1. President, Friends of Victoria Gardens

A copy of the submission is attached.

The submitter has requested to be heard with respect to the submission and will attend the meeting.


Submissions – Budget

One submission has been received on the draft Budget.

1. Convenor, Stonnington Climate Action Network (SCAN).

A copy of the submission is attached.

The submitter has not requested to be heard with respect to the submission.

Legal Advice and Implications

The Local Government Act 1989 requires Council to hear any person who wishes to speak to their submission.

Consideration of submissions is listed for Councillor briefing following this hearing.
