REPORT

The City has already established two QBC’s, namely the A576 Eccles Old Road and A57 Liverpool Road in Eccles, which link together and connect with the existing bus lanes along the A6 Crescent to provide a continuous priority route to and from Manchester City Centre. Through Salford, the proposed A56 Bury New Road QBC scheme will encompass the whole length between the Bury and Manchester boundaries and will form an important part of the wider QBC initiative linking Bury Town Centre with Manchester City Centre.

BUS PRIORITY AND IMPROVEMENTS

The scheme will provide bus detection and SCOOT at all signal controlled junctions along the route. The bus detection will minimise the delay to buses caused by the traffic signals and the SCOOT system will optimise the timings of the signals to compensate for any extra time allowed for buses and balance this with minimising the delay to other traffic.

Two lengths of bus lanes are proposed both in the Manchester-bound direction. The first will run from Wellington Street West, stopping short of the bus layby at the Great Cheetham Street junction. The second will link with a proposed bus lane in Manchester and commence at Upper Camp Street and extend to the City Boundary with Manchester.

Along the route, bus stops will be improved to provide better shelters, better lighting, raised kerbs to aid boarding and alighting and a high quality pavement layout that will highlight the bus stops and assist partially-sighted people to locate them. Bus stop clearways will protect the bus stops from being blocked by parked vehicles and will be reinforced by the highlighting of the bus boxes using the countywide agreed marking detail.

CYCLING FACILITIES

Advisory cycle lanes are proposed generally throughout the scheme, except in the vicinity of the two proposed bus lanes, where the available carriageway width cannot accommodate both a bus lane and a cycle lane. However, cyclists are to be permitted use of these bus lanes. The proposals are for advanced stop areas for cyclists at signal-controlled junctions where possible.

PEDESTRIAN FACILITIES

All the Pelican crossings along the route, 3 in total, are to be upgraded to Puffin crossings. Pedestrian crossing facilities are to be improved at those signal-controlled junctions, where it is possible, to provide red/green man pedestrian signals and incorporate audible/tactile signals for partially-sighted people as appropriate.

STREET LIGHTING

The street lighting is to be renewed throughout the scheme.

The specifics of the proposal are outlined below:-

Bury New Road from Bury boundary to Moor Lane junction approach – Introduction of 1.5m Cycle lanes in both directions.

Bury New Road south of Cavendish Road – Up grading of existing Pelican Crossing to a Puffin Crossing.

Signal controlled junction of Bury New Road and Moor Lane – Introduction of Selective Vehicle Detection (SVD) on both Bury New Road approaches and introduction of pedestrian phases across Bury New Road.

Bury New Road from Moor Lane junction to the approach of Northumberland Street junction – Introduction of 1.5m Cycle Lane southbound (reduced to 1.0m at Radford Street pedestrian refuge facility).

Bury New Road south of Broom Lane junction – Up grading of existing Pelican Crossing to Puffin Crossing.

Bury New Road/Northumberland Street/Knoll Street – Introduction of SVD.

Bury New Road approach to Great Cheetham Street – Introduction of Bus and Cycle Lane.

Bury New Road north of Devonshire Street junction – Up grading of existing Pelican Crossing to Puffin Crossing.

Bury New Road and Great Cheetham Street junction – Introduction of SVD.

Bury New Road, Great Cheetham Street to Upper Camp Street – Introduction of 1.5m cyle Lane to start at a point 60m south of the Great Cheetham Street junction.

Bury New Road, Upper Camp Street to Mancester Boundary – Introduction of Bus Lane to link to Manchester City Bus Lane.

Bury New Road – renewal of street lighting and the up grading of Bus Stop facilities to recommended QBC standards.

ESTIMATED COSTS

£400,000 to be funded through the Greater Manchester Quality Bus Corridor Pot.
