JOB SUMMARY
The Customs Analyst will be responsible for ensuring customs transactions are processed in a compliant and timely manner consistent with department and company policies, procedures and internal controls.
The Customs Compliance Analyst assists with the classification of Zale products using the HTSUS systems according to GRI’s, Binding Rulings, Explanatory Notes, Informed Compliance Publications, Reasonable Care Guides, and other established Customs information.
The Customs Compliance Analyst will also maintain internal controls consistent with Customs and Border Protection’s CTPAT and PIP programs, and adhere to due diligence/reasonable care standards as set forth in the department compliance manuals and procedures.
A key function will be your communication with internal and external compliance stakeholders to promote understanding and support of Security Protocol Controls.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
· Monitor the Customhouse broker to ensure timeliness of clearance
· Troubleshoot shipment delays in US/CA/PR. Resolve discrepancies with carriers and customs brokers and forwarding agents and vendors
· Monitor and distribute carriers shipping reports
· Conduct C-TPAT/PIP annual validations and preparation of C-TPAT/PIP risk assessments; cargo surveys, security profiles, training and corrective action plans
· Maintenance of Child Product Certificates (CPC) according to CBP standards
· Audit and approval import and export shipping documents. Address inconsistencies with vendors.
· Assign HTS classifications using reasonable care and due diligence methodologies such as product descriptions, CROSS, Open source data, GRI’s, Samples, Technical data and Explanatory Notes. Maintain company HTS product dictionary / database
· Complete Automated Export System (AES) filings as required for export shipments
· Monitor Export Compliance rating and Labor reports with US Census
· Review and approve SKU attributes (tariff codes, duty rates, trade program flags) for import vendors based upon product descriptions, applicable duty rates, and trade program eligibility, raising questionable items to the management for review and disposition
· Prepare Other Government Agency (OGA) forms including F&W, FDA, CPC CBP and CBSA according to federal regulations.
· Provide support to Customs Compliance Manager for the following customs programs: Duty Drawback, FTZ, NAFTA, ISA, AML and KPMC
· Complete Customs Bond renewal
· Ensure compliance with all Zale regulatory obligations
· Work with all levels within the organization, including Purchasing, to ensure all fully understand import/export compliance requirements and risks
· Suggest innovative best practices for improved efficiency on daily operational activities.
· Assist with broker and vendor oversight procedures, ensuring that documentation complies with company SOP’s.
QUALIFICATIONS

· Bachelor’s degree in Finance, Logistics, or related area, or the equivalent experience
· Minimum of 2-4 years of experience in Customs Compliance Regulations and Operations
· Good knowledge of 19 CFR (Imports) and 15 CFR (Exports) U.S. Customs regulations and Canada Border Services Agency regulations
· Strong analytical and problem solving skills, with attention to detail
· Strong organizational and time management skills
· Good verbal and written communication skills
· Proficiency in the use of PC software skills for analysis, reports, and audits
· Ability to establish positive working relationships across the organization and with Customs officials
