Syllabus EU 426: Governance in the EU
Objectives
The European Union is in a crisis. The Consitutional Treaty was rejected by a referendum in France and the Netherlands and the modified Treaty was again rejected by a referendum in Ireland. The lack of public support for the EU has two main reasons: (1) Many people believe that the policies of the EU is not to their benefit. Whereas in the beginning of the integration process most citizens regarded the EU project as essential for peace and security nowadays this affective support has largely disappeared. Today, the claim is that there is a gap between the policies that citizens want and the policies they actually get. The economic integration of the EU is often not considered as a response to the challenges of globalization but the Single Market is blamed to abolish social security and the European welfare state. The enlargement of the EU to the East has evoked fears of high costs and of a dilution of the European cultural identity. (2) Many people have the perception that policies which directly affect them are decided in an intransparent and not accountable manner. Especially in the new member states, which have gained sovereignty not before the fall of the Berlin wall, many citizens are reluctant to hand over their new democratic rights to the EU’s unelected “government”.
The aim of this seminar is to analyse why the EU has a legitimacy problem and to discuss the proposals how it could be fixed. It will be looked at the debate about the institutional reform (input legitimacy) and at the most discussed policies which could – if the benefit for the citizens becomes more visible – create more support for the the European integration project again (output legitimacy).
