Higher Education and Workforce Development Committee

Minutes: Wednesday, October 11, 2017

Chair Duffey called the meeting of the House Higher Education and Workforce Development to order at 11:00 AM. A quorum was present.

The committee approved the minutes from the previous meeting on September 20, 2017.

Chair Duffey announced that Substitute House Bill 66 would be receiving its Third Hearing for Opponent testimony before the committee.

Rep. Perales motioned to amendment the substitute bill. Without objection, the amendment to the substitute bill was accepted for Sub HB 66, AM_132_0649.

Dr. Linda Rouillard, professor of French from the University of Toledo offered opponent testimony for Sub HB 66. Dr. Rouillard received questions from Rep. Perales.

Dr. Amy Thompson, professor of Public Health and President of the Faculty Senate of University of Toledo offered opponent testimony for Sub HB 66. Dr. Thompson received questions from Reps Ingram and Perales.

Dr. Steve Mockabee, Government Relations Committee Chair of the Ohio Conference of the American Association of University Professors (AAUP) offered opponent testimony for Sub HB 66. Dr. Mockabee received questions from Chair Duffey and Rep. Perales.

Chair Duffey announced that Substitute Senate Bill 3 would be receiving its Fifth hearing for Proponent/Opponent/IP testimony before the committee.

Rep. Perales motioned to amendment the substitute bill. Without objection, the amendment to the substitute bill was accepted for Sub SB 3, 132SB3-0650.

Chair Duffey moved for favorable passage of Substitute Senate Bill 3. The Clerk took the role and Sub SB 3 received 12 affirmative votes, 0 negative votes.

Chair Duffey announced that House Bill 240 would be receiving its Second Hearing for Proponent testimony before the committee.

Jennifer Schoewe offered proponent testimony for HB 240.

Daniel Palmer, Chief Policy Officer of Wright State University’s Student Government Association offered proponent testimony for HB 240. Mr. Palmer received questions from Reps Smith and Perales.

Chair Duffey announced that Substitute HB 166 would not be receiving a Sixth Hearing for Proponent/Opponent/IP testimony at this time.

With no further business, the committee adjourned at 12:01 PM.
