Chairman Hanebutt called the meeting to order at 7:50 p.m.

Old Business

I. FOP Negotiations Update

Paul spoke to Mundorf’s office today. They told him they drew up an agreement for drug testing and the FOP attorney will review it and present it to the officers. We will hopefully hear back on this next month.

II. West Field Drive—Buses and Safety Concerns Update

Nothing new to report.

New Business

I. Approval of Prior Month’s Meeting Minutes

Recommendation made by Committee Chairman Hanebutt, seconded by Committee Member Linnertz to approve the minutes of the May 22, 2014 meeting. Carried.

II. Police Chief Ordinance No. 1327

As there has been a question recently on who has authority over the police department, Paul reviewed the pertaining ordinances with the ICMRT and found that the Mayor has supervision over the Police Chief and Police Department and the City Council has ultimate authority over determining the mission of the City and the Police Department. In order to keep everything consistent, one thing that needed clarification was under the Police Chief section and was tweaked to read: “subject to the supervision and directives of the Mayor.”

Recommendation made by Committee Chairman Hanebutt, seconded by Committee Member Thompson to approve Ordinance No. 1327. Carried.

III. Hire Shane Hewitt as Kennel Assistant for Animal Control

Jeanne Fithian is working at the vets office full time and isn’t available as often. Brotz stated he would like to hire Shane Hewitt to be on call to care for any animal(s) we may have in captivity.

Recommendation made by Committee Chairman Hanebutt, seconded by Committee Member Linnertz to hire Shane Hewitt to work as Kennel Assistant at minimum wage, subject to drug test and physical. Carried.

IV. Training Requests

1. John Brittingham

Recommendation made by Committee Chairman Hanebutt, seconded by Committee Member Thompson to send John Brittingham to a 4 day training entitled: “IEMA Conference” in Springfield, IL from September 2-5, 2014 with no registration fee and hotel and meals included. Carried.

2. Carl Williams

Recommendation made by Committee Chairman Hanebutt, seconded by Committee Member Linnertz to send Carl Williams to a 5 day training entitled: “Firearms Instructor” from September 15-19, 2014 with no registration fee. Carried.

V. Authorization to Sell Unit 5 (Impala) on govdeals.com

Recommendation made by Committee Chairman Hanebutt, seconded by Committee Member Thompson to authorize to sell Unit 5 on govdeals.com. Carried.

VI. Replacing Unit 5

Discussion on replacing unit 5 with a 2015 Dodge Ram 1500 Crew Cab 4x4 from Thomas Dodge in Mokena, IL with delivery through Weir Ford. Brotz got prices on used vehicles that were more expensive and he also feels that a 4x4 would be beneficial to the City. This will be on the City Council agenda with final costs.
