d. (U) Friendly Forces.

(1) (U) 4ID concept of Fire Power

(a) (U) 4ID FECC coordinates integration and synchronization of CAS, AI, CCA, and FA with the Joint Forces Effects Coordination Cell (JFECC) and Effects Coordinator (ECOORD) to defeat OSC-E. Key to this operation is the destruction of enemy integrated air defense systems (IADS) and long-range artillery systems. Division Fires will neutralize remnants of the 84 MID and neutralize second echelon FS units from the Integrated Fires Command (IFC) that have moved forward to augment OSC-E. We will use both lethal and non-lethal fires, AI, CAS and CCA in order to provide freedom of air movement throughout AO4. We mill maximize use of surface and air delivered precision guided munitions to engage and destroy High Value Targets (HVTs) throughout AO4.

2. (U) Mission. 4-42 FA provides lethal indirect fires in support of 1/4 HBCT offensive operations to seize OBJ BRADLEY, secure OBJ BRAVO and conducts stability operations ICW the GOAZ in Forward Advance Civil Team (FACT) 5b IOT transition internal security and stability operations back to Azerbaijan.

3. (U) Execution.

a. (U) Scheme of Support.

(1) (U) Concept of Fires. 4-42 FA provides direct support to 1/4 HBCT operations. 4-42 FA Fire Support Coordinator (FSCOORD) nominates high value targets to 4ID Fires Effects Coordination Cell (FECC). Requests for long-range fires, rotary-wing, close-air-support (CAS), and Air Interdiction (AI) are IAW with 4ID SOP.

(a). (U) Phase I: RSOI in TAA Tbilisi. The FSCL is PL RED.

(b). (U) Phase II. (Seize the initiative). 4-42 FA moves to ATK PSN LION.

(c). (U) Phase III. (Dominate). The dominate phase is broken down into three sub-phases.

(1) (U) Phase IIIa: Shaping Operations 3 (SO3), support-by-fire, IOT deny enemy freedom of movement. See: (U) TAB A, APPENDIX 2, ANNEX C to 1/4 HBCT OPORD 10-01A (RAIDERS RALLY).

(2) (U) Phase IIIb: Shaping Operations 2 (SO2), move to support-by-fire IOT prevent enemy armor from maneuvering against decisive operations. See: (U) TAB B, APPENDIX 2, ANNEX C to 1/4 HBCT OPORD 10-01A (RAIDERS RALLY).

(d) (U) Phase IV: Stabilize. Shaping Operations 2 (SO2) occupy position 39S TD 9271 IOT conduct stability operations. See: (U) TAB C, APPENDIX 2, ANNEX C to 1/4 HBCT OPORD 10-01A (RAIDERS RALLY).

(2) (U) Air Support.

(a) (U) Air Interdiction (AI). 4ID in coordination with CFLCC intends to degrade OSC-E offensive capability by attacking LOCs, Integrated Air Defense (IAD), and long-range artillery systems in AO4.

(b) (U) Close Air Support (CAS). Minimal CAS available until localized air superiority is achieved. The following is the CAS distribution by phase for the division.

b. (U) Tasks to Subordinate Units.

(1) (U) Essential Fire Support Tasks (EFSTs) for AO4:

(a) (U) Task: Destroy enemy indirect fire systems reactively to minimize the effect of enemy indirect fires on critical infrastructure and 4ID units. Method: Detect Q-36/Q-37 radar, active patrolling, SIGINT, HUMINT, and sensors.

(b) (U) Task: Disrupt Insurgent C4I to allow friendly freedom of maneuver. Method: Detection through the use of ISR Assets and HUMINT. Effects generated by electronic warfare and indirect assets working in conjunction to suppress or destroy hostile C2 assets.

(c) (U) Task: Destroy SAPA concentrations to support coalition efforts to prevent hostile forces from massing for attacks against CFLCC forces. Method: Indirect assets and CAS will be utilized against enemy concentrations when detected via ISR assets.

c. (U) Coordinating Instructions.

(1) (U) Fire Support Coordination Measures (FSCM). 4ID and CFLCC establish Fire Support Coordination Lines (FSCL) as necessary in coordination with the Joint Force Air Component Commander. Fire Support Coordination Line changes coincide with the new Air Tasking Order execution time period in so far as is practicable. The Division has established Coordinated Fire Lines (CFLs) that will shift one Phase Line (PL) ahead of 4ID maneuver forces. Other Fire Support Coordination Measures will be established as required and will be reported through direct liaison for dissemination to all forces.

(2) (U) Engagement Areas (EAs) will be established to facilitate attack of High Payoff Targets (HPTs) with AI, Attack Aviation, CAS, and Field Artillery.

(3) (U) Engagement Zone (JFAs): Will be established to facilitate the attack of Time-Sensitive-Targets (TSTs) and High Payoff Targets (HPTs).

(4) (U) FASCAM: FASCAM is not authorized. Release authority given by the GOAZ commander.

(5) (U) Munitions restrictions: Employ munitions that will minimize collateral damage to religious shrines, monuments, and other protected targets. Locations, types’ and destruction times for all scatterable mines will be reported to 4ID by the fastest means available.

(6) (U) The intent is to expeditiously and flexibly engage TSTs/HPTs, but not at the expense of fratricide or taking unnecessary risks due to lack of coordination. All cross boundary fires short of a coordinated fire line (CFL) will be coordinated via voice communications and/or LNO exchange.

(7) (U) Clearance of fires: All cross-boundary fires will be cleared through the LNO communication to the ground commander.

(8) (U) Rules of Engagement. Refer to Appendix 11 (Rules of Engagement) to Annex C (Operations).

(9) (U) Map Datum. Datum used throughout this OPORD is WGS84.

4. (U) Sustainment.

a. (U) Logistics. Refer to Annex F, (Sustainment), to (U) 1/4 HBCT OPORD 10-01A (RAIDERS RALLY).
