A.  INTENT

The intent of this Request for Interest (RFI) is to search for qualified and experienced firms capable of providing Inmate Educational, Vocational, and Substance Abuse Programs for the Alameda County Sheriff’s Office (ACSO). The qualified vendor shall have course offerings which align with the current market trends to ensure inmates exiting the custody of ACSO obtain valuable skills for immediate utilization in the Alameda County community.

The County intends to release a Request for Proposal (RFP) and award a 3-year contract (with option to renew) to the bidder selected as most capable of meeting the ACSO’s and the County’s requirements.

The County of Alameda does not guarantee that a subsequent RFP will be issued. Should an RFP be issued, the terms and conditions described in this RFI are not guaranteed to remain exactly the same.

B.  SCOPE

The ACSO is responsible for the care, custody, and control of up to 4,800 inmates incarcerated at two separate detention facilities:

1.  5325 Broder Boulevard, Dublin, CA (Primary Location)

2.  550 6th Street, Oakland, CA

Approximately 60,000 inmates are processed through the County’s detention and corrections’ facilities each year. The inmate daily population ranges from 2,400 and 4,500 among the two sites. Due to the changes to the California law impacting state prisons, these numbers are constantly fluctuating.

The ACSO currently offers a range of courses to incarcerated inmates including but not limited to the following:

1.  High School Equivalency Certification

2.  Computer Skills (Microsoft Office Suite)

3.  Family bonding (Parenting Skills)

4.  Drug Use Education (Substance Abuse Program)

5.  Thinking for Change

6.  Food Service Safety and Food Service Management

7.  Cosmetology and Barbering

8.  English as a Second Language

9.  Employability

10.  Adult Basic Education and Adult Secondary Education

C.  BIDDER QUALIFICATION CRITERIA

Bidders must be able to safely and securely, provide inmate education programs to meet the needs of ACSO and the inmates within the ACSO’s detention and corrections facilities.

Bidder minimum qualification criteria include, but are not limited, to the following:

1.  Bidder shall be regularly and continuously engaged in the business of providing education services for organizations of similar size and complexity for at least five years; however a newly formed firm can qualify if at least two of the principals have five years’ experience as a program provider, an education provider, or owner of an educational firm within the last seven years. Evidence of such shall be included within proposal.

2.  Bidder’s organization must have qualified, trained, and certified staff for the proposed curriculum, these staff members must be dedicated to the purpose of instruction. Evidence of such shall be included within proposal.

3.  Bidder’s employees entering the facilities must be able to pass, to the satisfaction of the ACSO, a security and background check performed by the ACSO. This provision shall also pertain to any Small Local Emerging Business (SLEB) participation in this RFP.

4.  Bidder and/or bidder staff shall possess all permits, licenses and professional credentials necessary to perform services as specified under this RFI and any future RFP for inmate education services. Evidence of such shall be included within proposal.

D.  COUNTY PROVISIONS

1.  Small Local Emerging Business Program: The County is vitally interested in promoting the growth of small and emerging local businesses by means of increasing the participation of these businesses in the County’s purchase of goods and services.

As a result of the County’s commitment to advance the economic opportunities of these businesses, Bidders must meet the County’s Small and Emerging Locally Owned Business requirements in order to be considered for the contract award. These requirements can be found online at:

For purposes of this bid, applicable industries include, but are not limited to, the following NAICS Code(s): 611110, 611430, 611699, and 611710.

A small business is defined by the United States Small Business Administration (SBA) as having no more than the number of employees or average annual gross receipts over the last three years required per SBA standards based on the small business's appropriate NAICS code.

An emerging business is defined by the County as having either annual gross receipts of less than one-half (1/2) that of a small business OR having less than one-half (1/2) the number of employees AND that has been in business less than five years.

Alameda County GSA-Procurement intends to issue an RFP in order to establish a contract for the above-referenced service in the near future.
