3rd APEC Seminar on Protection of Cyberspace

Project Objectives

This joint CTTF/TEL seminar aims at encouraging cooperative and effective efforts to combat diverse cyber threats and cyber terrorism, building trust and confidence that will allow for continued information-sharing, and exchanging best practices and experiences in fostering a culture of Cyber security.

3rd APEC Seminar on Protection of Cyberspace

In response to the getting more serious and frequently occurred Cyber security threats and in succession to the last 2nd APEC seminar on Protection of Cyberspace from Terrorist Use and Attacks, the Republic of Korea proposes to host the 3rd APEC Seminar on Protection of Cyberspace from 6th to 7th September, 2011 in Seoul, Korea.

Background

Due to the continuing development and spread of information and communication technology and its increasingly important role in the world economy, enhancing Cyber security and protecting Cyberspace against diverse cyber threats is vital in order to secure sustained economic growth and facilitate trade in the APEC region.

In recognition of the importance of protecting Cyber security against threats which are becoming more diverse and more complex, and in following the instructive laid out by the APEC Leaders at Los Cabos, Mexico, in 2002, and in Bangkok, Thailand, in 2003, APEC has been undertaking various measures and projects on the initiative of the TEL Working Group.

Since 2002, APEC CTTF members have held various activities such as Cyber security education program and related seminars. In particular, various discussions through APEC seminars on Cyber security helped promote a close working relationship among members.

Taking into account the urgent need for further Cyber security cooperation among APEC member economies and the need to hold more in-depth discussions on ways to promote Cyber security, which is a prerequisite to economic prosperity in the APEC region, the Republic of Korea proposes to organize the 3rd seminar on protection of Cyberspace as joint CTTF-TEL project.

Following needs, this project has been proposed and approved on the APEC TEL 43 held from 27th March to 1st April in Hangzhou, China. Meanwhile, four APEC economies, the United States, Japan, Singapore, and Vietnam, have agreed to co-sponsor the seminar.

Objectives

Various types of cyber threats such as DDoS attack, advanced and sophisticated malwares extend their reach into more conspired and persistent areas, posing bigger threats to APEC economies.

With this concern in mind, the two-day seminar will focus on sharing information and ideas on the Cyber security policies of the APEC member economies and explore ways to combat diverse threats to Cyber security. It will also discuss ways and means to improve coordination among the APEC member economies to deal with the issue of Cyber security.

The seminar will aim at:

-  Encouraging cooperative and effective efforts to combat diverse cyber threats and cyber terrorism

-  Building trust and confidence that will allow continued information-sharing

-  Exchanging best practices and experiences in fostering a culture of Cyber security

Seminar Outline

ü  The program will be finalized in close consultation with APEC economies, including APEC TEL co-sponsors.

  Further opinions, ideas, and insights of APEC CTTF members on this seminar will be much appreciated.

n  Date and Venue

The seminar will be held for two days from 6th to 7th September, 2011 in Seoul, Korea

n  Participants

The proposed seminar will be open to all APEC member economies. Cyber security experts, policy-makers, and law enforcement officials will also be invited to attend the seminar. Other relevant APEC fora including the TEL WG, relevant multilateral organizations, and experts from non-APEC member economies will be invited to share their views and experience of cooperation in the seminar, as part of APEC outreach activities on Cyber security.

n  Proposed Agenda

It is proposed that the following agenda items be included:

l  Occurrence and assessment of cyber threat in the APEC region

  APT(Advanced Persistent Threat) as a new upcoming cyber threats

  Regional malicious traffic analysis in the APEC region

  The approaches of computer forensic to cyber crime issues

l  New Cyber security threats on emerging computing technology

  Impact on Cyber security following the growth of mobile devices

  Security and privacy issues on mobile and social network services

  Trusted way of building secure cloud computing

l  Policies of APEC economies in addressing cyber threat

  Best practice cases including legal framework

  The ways to protect critical infrastructures

  Legislative efforts to ensure security and privacy as Cyberspace enlarges

l  Cooperation among APEC economies against cyber threats in the APEC region

  Effective information exchange in cases of cyber attacks

  Needs and ways to develop the current and future cooperative measures on Cyber security

n  Administrative Arrangements

The Republic of Korea will self-fund the seminar and provide travel and accommodation assistance for participants from APEC travel-eligible economies.

Subject to the endorsement of the APEC CTTF and the TEL WG, further intersessional consultations will take place with interested APEC economies in the process of developing a more detailed program of the seminar.

Timetable

The expected timetable for enacting this proposal is as follows;

1)  Drawing up the first draft Seminar program: By June of 2011

2)  Sending invitation letters to presenters and attendees: By the middle of August of 2011

3)  Holding Cyber Security Seminar: 6th to 7th September of 2011
